PPI Gov’t Tracking Government Response Please reference PPI No. 5, the Government stated it would accept the experience from an exclusive subcontractor if the subcontractor signs a partnership agreement with the prime as described in the "JV, partnership, mentor/protégé" portion of the Factor 1 instructions.

Please confirm the Government will accept the experience of an exclusive subcontractor if the subcontractor was not the prime contractor on the project experience it submits for Section B. Evaluation Factors for Award, Factor 1 Experience. e.g. Exclusive subcontractor has experience designing/fabricating/erecting fuel storage tanks that meet the experience requirements of factor 1 for a project in which it performed as a subcontractor and was not the prime contractor.

018 IAW the solicitation: "If the JV, partnership, or mentor protégé does not have shared experience, projects may be submitted for the JV, partnership, or mentor protégé members."

Given that the current bid date falls on Monday, Jan 4th immediately following a holiday, we would respectfully like to request a two-week due date extension based on the questions submitted and pending, as well as understanding that December is a difficult month to obtain pricing from subcontractors and vendors.

019 See Amendment 0005.

Is the Government aware of any collaboration or consultation that has occurred during the development of this Solicitation between the Designers/Government and current Contractors listed as bidding the Solicitation? If so, that Contractor must be excluded from bidding the project to avoid any advantages gained as a result of those interactions and eliminate the potential of a post award protest.

020 All construction and A/E firms must comply with FAR 36.209.

Is the Government aware of any collaboration or consultation that has occurred during the development of this Solicitation between the Designers/Government and bidding Contractors that would have resulted in the Solicitation being modeled after any specific proprietary fuel tank system?

021 All construction and A/E firms must comply with FAR 36.209.

Section 01 11 00 (see attachment).

Could you please clarify which UFC contractors are to use in their assessment of this project, i.e., older, or current?

022 Refer to Part 1 (1.1 References) of each Specification section for specific UFC's.

With respect to the response to BI tracking number 005, please confirm that an informal partnership in the nature of a Contractor Teaming Arrangement and Agreement, evidenced by inclusion with the Offeror’s proposal of a Letter of Partnership Commitment, shall satisfy the Factor 1 requirement of evidence of a partnership for purposes of allowing the collective relevant experience of such partners, or explain what is intended or necessary.

023 IAW the solicitation: "The offeror shall submit a signed copy of a JV agreement, partnership agreement, or approved mentor protégé agreement (MPA) for each member of the offeror’s JV team."

Section 09 97 13.15 Page 10 at

1.2.6.10 (Qualifications of Coating Contractors) and Section 09 97

13.27 Page 8 at 1.4.6.8

(Qualifications of Coating Contractors) applies to the interior and exterior coating of the API 650 Steel storage tanks and state you must be SSPC QP1 (Field Application) and SSPC QS 1 certified. This assumes tanks will be 100% prepared and coated in the field after tank erection.

We ask that you consider allowing SSPC QP3 certified coating companies to prepare and shop prime both the interior and exterior tank materials prior to delivery to the site for tank erection. Shop applied primer will remain with paint hold back at all weld edges and the shop/field coating contractors will coordinate the paint system application.

024 Government preference is for the premium interior and exterior-coating systems to be field applied as specified with appropriate coating windows followed and appropriate Quality Control. An SSPC QP1 certified inspector is required for the field applied coating systems as specified.

Drawing GI100

Note 1 on GI100 seems to make it the responsibility of the contractor to remove ALL Hazardous Materials whether it is shown or not. Please advise. It is our understanding that the government is required to identify all Hazardous Materials to the contractors for bidding purposes.

025 The Government has identified known hazardous materials;

however, if the Contractor identifies additional hazardous materials, it is the Contractor's responsibility to promptly notify the Contracting Officer to coordinate the removal of these additional hazardous materials as a differing site condition.

Section 02 65 00 Paragraph 3.8.2

In specification Section 02 65 00 Paragraph 3.8.2, tanks, it states:

“Existing cut and cover tanks are to be taken out of service and demolished to a minimum of 4 feet below the planned final grade.” Yet in the project drawings on Drawing CD501 it states we are to remove the tank walls to the extent of the top of the bottom slab. Please clarify which statement is correct.

026 Reference Drawing CD501.

Existing tanks shall be removed as shown. Top slab, columns, and walls are to be removed completely.

Penetrations are then to be made in bottom slab.

Can you provide us with more information on the five existing tanks we are to demolish?

Construction drawings showing walls, deck, and slab thickness would be appreciated.

027 Record drawings for existing tanks to be removed have been provided as part of an earlier PPI.

Drawing CD501

Tank 801 requires us to provide stone columns and or aggregate piers with tip elevations of 66. It appears existing tank # 23 lies beneath this tank. We are required to remove the existing tank deck and walls as shown on Drawing CD501, yet the slab is to remain.

Please clarify, as this existing slab would conflict with the drilled columns or aggregate piers. Note Drawing CG-103 cross-section below tank 801 does not show tank

23. Will this drawing be updated?

028 Reference Drawing CD501.

Existing Tank 23 can remain in place as shown. The top of the Tank 23 bottom slab is at approximately elevation 62.25. Bottom of the deepest aggregate pier / stone column will be elevation 66.00.

Penetrations shall be made in Tank 23 bottom slab as shown.

Drawings B-101/B-102 and B- 301/B302

Please confirm that the stone columns and or aggregate piers are only required under tank 801 as shown on Drawings B-101/B-102 and B-301/B302.

029 This is correct.

Section 33 56 21.17

Section 33 56 21.17, Paragraph 3.5.4.3, Hydrostatic Test and Settlement, requires us to fill the tanks to total capacity. The plans define these tanks as 125,000-barrel tanks, yet the physical size of these tanks exceed this quantity. Please define to what capacity we are to hydro-test these tanks. Unless told otherwise, we are going to assume 125,000-barrel capacity tests meet the requirements.

030 Reference Section 33 56 21.17.

The 60-foot shell height of the tanks allows for seismic sloshing below roof rafters, but is not the usable volume of the tank. For the hydrostatic test however, it is recommended that the tank contractor fill the tank to full shell capacity, keeping below rafter, which is greater than 125,000 BBL.

This will provide a conservative test for the tank to verify integrity of the shell in case of a future level alarm failure that could allow higher than normal operating liquid level conditions.

Drawing CS107

On Drawing CS107 there is a reference to bollards C2/CS503.

Are all black dots supposed to be bollards?

031 Reference Drawing CS107. This is correct. On CS107, 6 guard posts shall be constructed on the west side of Pipe Trench 3 (3 on each side) as shown. The east side will be constructed with guardrail as shown. The guard post reference detail will be updated to be C1/CS503, where these guard posts will be in grassed area.

Drawing MF402

Per Drawing MF402, there appears to be cable tray supports that are not identified. Please clarify which type of cable tray supports are required. See the 12-inch line that runs to pipe support 9 as well as the support just above pipe support 9.

For now, we have assumed these are all CT-4.

032 Reference Drawing MF402. Per keyed note 4 on sheet MF402, contractor should see structural sheet S-105 for cable tray support callouts and locations not shown here.

Drawing MF404

Per Drawing MF404, there appears to be cable tray supports that are not identified. Please clarify which type of cable tray support are required. For now, we have assumed these are all CT-5.

033 Reference Drawing MF404. Per keyed note 4 on sheet MF404, contractor should see structural sheet S-105 for cable tray support callouts and locations not shown here.

Drawing EP602

Medium voltage feeder schedule on Drawing EP602 MC1031 calls for one 5-inch and one 5-inch spare conduit outside tunnel D and one 5-inch conduit inside of tunnel D.

Please confirm if we are running conduit outside tunnel D. We do not see any conduit outside tunnel D on typical tunnel D cross section Drawing ES301.

034 Reference Drawing EP602. Feeder MC1031 As shown on ES106 and ES107 routed to MH2 see detail A1 on sheet ES402 is located outside of the tunnel. Electrical Ductbank Section Detail D3 on sheet ES301 indicates the (1) 5" conduit with feeder MC1031 A and the (1) 5" spare conduit.

Is there a lightning protection requirement for the PCC building?

035 No, per Annex L of NFPA 780, LPS is considered optional for this building size and location.

Is there a fire alarm requirement at the PCC building?

036 No.

Drawing EC101

Drawing EC101 transitions from cable tray to PVC-coated RGS for routing to tank J box. Is this typical for all conduit transitioning from the cable tray?

037 Reference Drawing EC101. Yes.

See detail A1 sheet ES506 and detail A1 on sheet ES501 for conduit requirements.

Section 26 42 19.00 20

Cathodic Protection Section 26 42

19.00 20, Paragraph 2.1.2 requires # 6 HMWPE cable. Do we need special cable since it is running exposed on cable tray?

038 Reference Specification Section 26 42 19.00 20. Yes, per detail A1 on sheet EC501 TC-RHH/RHW is required from the junction box located on the side of the tank to the Terminal Cabinet at the PDC. The HMWPE cable is required from the tank side junction box to the anodes per the specifications.

Specification Section 33 52 40, Paragraph 2.2

Specification Section 33 52 40, Paragraph 2.2, states that: “Pipe and fittings in contact with fuel must be interior uncoated carbon steel as indicated on the drawings or as specified herein.” For typical fueling projects, carbon steel pipe and fittings are interior-coated with liquid epoxy (MIL-PRF-4556) or Fusion Bonded Epoxy AWWA C213. This is clarified due to the variety of interior lining requirements we have seen on DOD bulk fuel systems. Please confirm whether the carbon steel pipe and fittings for this project shall require any interior coating.

039 Reference Specification Section 33 52 40. Typically, Defense Fuels Supply Points are not required to provide interior pipe coatings for fuel piping, as they are a bulk fuel depot. Interior coating of the carbon steel piping at Manchester is not required.

Specification Section 33 52 40, Paragraph 2.2

Specification Section 33 52 40, Paragraph 2.2, only provides the specifications for carbon steel piping and fittings but is missing the specifications for the stainless-steel pipe and fittings. Since there are stainless steel pipe fittings on this project for the tank level alarm piping and the water draw-off system piping, please provide the specifications for the stainless-steel pipe and fittings. Typically, we see the specification for stainless steel pipe identify ASTM A358 sch 20 ERW allowed for sizes above 6-inch and ASTM A312 SMLS sch 40 for sizes 6-inch and less. Are these the appropriate expectations for the stainless-steel pipe on this project?

040 Reference Specification Section 33 52 40. Contractor is correct;

stainless steel piping was inadvertently deleted from the FUEL SYSTEMS PIPING spec 335240. Specification for stainless steel piping, ASTM A358/A358M, Grade 304L, Class 1 or Class 3 with supplementary requirements of S1, S2 and S3, or ASTM A312/A312M Type 304L, seamless (only). SCH 40 for piping 6-inch and less which meets all SS piping required for project.

Drawings MF418 and MF419

For the future concrete pipe support works shown on Drawings MF418 and MF419, the drawings only state to construct the concrete pipe supports per Phase 1. Is the contractor expected to add any type of embeds or anchor supports for future work or will future items be doweled in during the later phases?

Please confirm.

041 Reference Drawings MF418 and MF419. Include cast-in anchor bolts as part of the concrete pipe support construction in this phase.

C-110 Enabling Works Road 1 Grading Plan indicates that two additional Culverts with SDDI and FES need to be installed. Please confirm these culverts (which are in addition to Culverts 1 and 2 found on the CG and CU drawings) are to remain at the completion of phase 1 of this project.

042 Reference Drawing C-110. Culverts installed as part of the Enabling Works shown on C-110 are not to be removed and will remain at the completion of Phase 1.

C-110 Enabling Works Road 1 Grading Plan indicates that the two additional Culverts require SDDI and FES at the ends. Please confirm these SDDI and FES structures are in addition to those indicated on the Structure Schedule found on A1/CG501. The designations used on the Enabling Works plans for these structures seem to already be used for Drainage Systems identified in the CG and CU drawings, so it appears that the schedule is missing these structures.

Will the table be updated on

A1/CG501?

043 Reference Drawing C-110. The structures shown on C-110 are in addition to the structure schedule shown on A1/CG501. Enabling works structure labels on C-110 should be SDDI-A/B and FES-A/B to avoid confusion. Location and invert/rim information are shown on C-110.

C-110 Enabling Works Road 1 Grading Plan indicates two additional Culverts. Please confirm the material type for these systems:

Reinfected Concrete Pipe or Ductile Iron? Typically, we see the specification for this pipe as Ductile Iron up to 12-inch in diameter and Reinfected Concrete Pipe for sizes 12-inch and above. Are these the appropriate expectations for the culverts pipe on this project?

044 Reference Drawing C-110. Culverts shown on C-110 shall be RCP.

Ductile Iron Pipe is only being used for containment drain piping designated with "CD".

Drawing CG-107

CG-107 shows SDMH#1 with 2 each Flared End Sections (FES) adjacent to the MH. CU-107 shows no FES. Please confirm these are not required at this location.

045 Reference Drawing CG107. There should not be flared end sections.

This is shown in error on CG507.

Drawing CU-204

Profile A1 on CU-204 has an inconsistency regarding the Stationing shown. When comparing to the Utility Plans, it appears that the horizontal scaling bar at the bottom of the profile is correct, but the individual stations provided at each manhole and also the title of the detail itself does not match up.

Please confirm the horizontal scaling bar is correct and should be used for estimating the effort of the SD3 Drainage System.

046 Reference Drawing CU204.

Stationing for the structures in Profile A1 on CU204 are shown incorrectly. Stations will be updated to follow the correct SD3 alignment. Scale bar is fine and can be used to quantify length of pipe.

Drawings CU-102 and CG-102

Will a profile be issued for the 15-inch Storm Drain running from the Impoundment Drain to FES6 shown on CU-102 and CG-102? Drawing S-516 does not illustrate the Storm Drain as alluded to on Note 2 on

CG-102.

047 Reference Drawings CU102 and CG102. Invert out for the outlet pipe will be adjusted to 80.50 and Invert at the dike wall perf. pipe connection will be at 81.00.

Drawings CU-100 and CU-501

Note 7 on CU-100 indicates the depth of Cover for the different utility systems. However, neither this note, Detail C1/CU-501, nor Specification 31 00 00 3.3.3 identify the width of trench. Please confirm the required width of trench for the utility systems as it impacts the amount of pipe-zone backfill materials required.

048 Drawings CU100 and CU501. A minimum 8" of bedding material will be required on the sides of all utilities. This will determine the ultimate trench width required.

Drawings C-104

Drawing C-104 identifies a Fire Hydrant that needs to be re-located.

Please confirm the size and material of the existing mainline and confirm whether the existing Fire Hydrant shall be re-used or if a new one is required to be installed.

049 Reference Drawing C-104. The existing fire hydrant on C-104 shall be removed. A new fire hydrant and associated gate valve shall be provided as shown on C-106.

Existing fire water main is a 6" diameter pipe and assumed to be Cast Iron Pipe (CIP).

In the prevailing wage rate schedule provided to us there is not a “Pipe Fitter” or “Pipe Welder” Labor rate provided. Please provide these wage rates or let us know what we are supposed to use for wage rates for these workers.

050 Refer to the last paragraph on page 5 of the Construction Wage Determination attached with the solicitation. "classifications listed may be added after award only"

What are we to assume for contaminated soil removal for the project? Will you provide a unit price for this soil removal in the bid schedule?

051 Base estimated contaminated soil removal on a Qty of 1,000 CY.

If there is contaminated soil found on site, could we re-use this soil to fill the void created by the removal of the existing tanks on site?

052 All contaminated soil encountered above the State action level of 2,000 ppm TPH shall be removed and properly disposed of in accordance of state and federal regulations. Soil below the State action level of 2,000 ppm TPH may be reused onsite except in areas where structural fill is required based on site conditions

Will onsite testing for contaminated soil be required while we perform the excavations around the existing tanks?

053 Yes. Onsite screening with an OVA/FID/PID is acceptable for segregating excavated soil, but laboratory analysis for TPH (and other parameters if required by the disposal facility) will be required prior to soil being transported offsite for disposal

Drawings CG505 to CG507

On Drawings CG505 to CG507 you show Reinforced soil slope protection work. In these details it describes that we are to use Structural Fill between the reinforcement layers (note 10 on page CG505). Unless told otherwise we are going to assume that these “structural fill” materials are defined as satisfactory materials in specification Section 31 23 00.00 20, Paragraph 2.1.1.

054 Reference Drawings CG505 to CG507. See Sheet CG 505 Note 1.

B. Structural fill shall be onsite soils meeting requirements of common borrow conforming to WSDOT Standard Specification Section 9-03.14(1).

Section 01 57 19.01 20

Regarding Section 01 57 19.01 20, Paragraph 3.1.1.9, Discharge on hydrostatic test water for tank hydro test, will there be any charge from the FLCPS Manchester Sewer Plant for processing the hydro testing water? If yes, what is the rate and unit of measure?

055 Reference Specification Section 01 57 19.01 20. No discharge fee is expected for processing the hydro testing water through the Manchester Wastewater Treatment Plant. Discharge flowrate is limited and must be coordinated with the treatment plant at least 30 days prior to initial start of release.

Water release must be controlled to not overload the plant.

Section 01 57 19.01 20

Section 01 57 19.01 20 says we can discharge the hydro testing water into the FLCPS Sewer system.

Please provide the nearest location for our disposal connection.

056 Reference Specification Section 01 57 19.01 20. See sheet MF801 partial plan B for location of sanitary sewer manhole location located near the pier and waterfront.

Sheet MF801 was issued as a post final amendment to contract documents on 03/20/20.

The Demolition Plan Drawings contain numerous items labeled “Miscellaneous Site Removal.”

Several are given detail. Drawing CD-106 has 4 items described as “Miscellaneous Site Removal” with no detail. Please indicate with detail each of those items.

058 Reference Drawing CD106. See Sheet GI004 for general legend for clarity on miscellaneous items to be demolished.

Drawing CD-107

The Demolition Plan Drawings contain numerous items labeled “Miscellaneous Site Removal.”

Several are given detail. Drawing CD-107 has 2 items described as “Miscellaneous Site Removal” with no detail. Please indicate with detail each of those items.

059 Reference Drawing CD107. See Sheet GI004 for general legend. It is believed that these items to be demolished that do not have specific existing labels or callouts saying what they specifically are 2 trees.

Specification Section 33 52 23.15

Specification Section 33 52 23.15, Paragraph 3.2, requires the field butt welds to be tested by radiographic methods. Please confirm whether radiographic testing equipment is allowed on the base in order to perform the radiographic testing of welds.

060 Reference Specification Section 33 52 23.15. Radiographic testing equipment is allowed on base.

SF 1442, Sub-Line Item 0001AA

Should paint be included for the tanks in this bid item?

061 Yes

Drawing GI030

On Drawing GI030 there is a note that states: “Existing tank 31 shall be demolished prior to this area being used for stockpiling.” To meet the project schedule we feel we need to use this stockpile area prior to demolition of Tank 31.

Would that be acceptable?

062 Reference Drawing GI030. Soil may not be stockpiled on top of the tank. The access road area leading up to the tank may be used.

Drawings CD101 to CD109

On Drawing CD101 to CD109 you provide a legend showing “Limits of Disturbance.” Are we to provide a fence at these locations? If so, what type of fence are you requiring us to provide?

063 Reference Drawings CD101 to CD109. Fencing is not needed at the Limits of Disturbance. Limits of disturbance is shown for design purposes only.

Drawing CD501

On Drawing CD501 you require us to grout-fill the existing tunnel tile drain system. Please provide the layout of the existing system or define how many linear feet of tile drain we are supposed to assume there is below the tanks.

064 Reference Drawing CD501. Record drawings for existing tanks to be removed have been provided as part of an earlier PPI.

Drawing CD501

On Drawing CD501 you require us to disconnect lateral tunnel drains for the main line tunnel drains.

Unless told otherwise, we are going to assume this is one connection per tank site.

065 Reference Drawing CD501. Record drawings for existing tanks to be removed have been provided as part of an earlier PPI. Based on records, it is assumed that the drains around tank connect to one main lateral drain along the tunnel.

Drawing MD400, Note 5

On Drawing MD400, Note 5 states:

“Government will be responsible for defueling of existing tunnel distribution main line piping systems as required to perform the work required by this project.” On Drawing MD401, Note 5, it states:

“This service outage will shall not exceed 24 hours.” How long are we to assume it will take for the owner to defuel these existing lines? Will this work need to be accomplished in one shutdown or would we be allowed multiple shutdowns to take each tank out of service? We also will require shutdowns for work at Pump Station 12; will there be restrictions on duration for these shutdowns?

066 Reference Drawing MD400. Note 5 on sheet MD401, does not refer to the main line draining which will be performed by the Government. It is expected that only one of the main lines per tunnel (fill or suction) will be taken out of service at any one time. Valving allows both lines to be used as multi directional (fill/suction). If only one main line down at a time, the Government can still fill and issue from any of the tanks. Note 5 was provided as a cautionary note that the base cannot allow any of the remaining tanks to be completely out of service for more than a 24 hour window during any of the demolition activities.

With one line drained, it is expected that all lateral take-offs for tanks to be demolished will be removed as needed from that line while it is out of service, to limit the number of times the government is required to perform draining.

Drawing S-001

Drawing S-001 Note “S1” identifies a seismic value of 0.69. A tank subcontractor design engineer has raised the concern that this value is significantly higher than (2X +), which is recommended by ASCE 7.

Please confirm the “S1” value stated is necessary for this project location.

067 Reference Drawing S-001. Site Specific Analysis was completed for the project in Geotechnical Report Section 7.1.4

Section 33 56 21.17

The tank specification (33 56 21.17 3.3.4) calls out for the interior underside of the roof plates to be seal-welded. Is this required in addition to the chalking required in Paragraph 2.1 Roof Joint Sealant of Section 09 97 13.15 - Low VOC Polysulfide Interior Coating of Welded Steel Petroleum Fuel Tanks. Are both methods of seal welding and chalking the roof joint necessary for the underside of the tank roof?

068 Reference Specification Section 33 56 21.17. After reviewing the tank roof requirements in both the tank fabrication spec and the interior tank coating spec, EOR recommends removing the requirement for seal weld of roof plates from section 335621.17, and to just provide roof joint sealant as specified in 09 97 13.15. It is not required to do both methods.

Drawings MF504 & MF 506

The government drawings are showing that the bottom of the roof structural support columns are to have mouse hole notch (Drawing MF506 Detail B4) and the top of the column gets a vent hole (Drawing MF504 Detail C3). Are the interior of the column supports to be coated? Per Specification Section 33 56 21.17 1.5.1.1 only the exterior of the support column is to be coated. Best practice would be to have these openings sealed to prevent corrosion and contamination to get into the fuel supply. Please clarify this conflict;

are the holes required?

069 Reference Drawings MF504 & MF506. The details provided for the tank's interior center column meet the DOD design standard for field erected API 650 tanks. Please provide the drain and vent holes in column as shown. Interior coating of support columns is desired. Spec 33 56 21.17 will be amended to include the requirement for internal coatings of support columns.

Drawings ED-108 & ED-110

Electrical demolition Drawings ED- 108 and ED-110 are not included in the contract drawing set. Please confirm that no work is required in these areas of the project site.

070 Reference Drawings ED108 & ED110. There is no electrical demolition in the areas of 108 and 110.

Drawings ES-505 Note 1

Note 1 on Drawing ES-505 Detail A1 requires a support for all Horizontal and Vertical Cable Tray Fittings within the hatched zones shown on ES-505. In several instances the Mechanical and Structural Plans do not identify a support on each side of each horizontal Fitting. Shall Contractors assume that a support is required on all sides within the hatched zone area per the detail, or should they rely on the count of supports shown in the plans?

071 Reference Drawing ES505.

Contractor shall use manufacturer recommended support locations or NEMA VE-2 support locations for vertical and horizontal cable tray fittings as called out in Note 1 of detail A1 on sheet ES505, adding structural supports (per structural details) as required for the cable tray equipment used.

Drawings ES-401

Please confirm that vertical changes in Cable Tray Elevation are indicated with transverse lines drawn across the Cable Tray. See Example on A1/ES-401 due North of (and in line with) MOV’s on Cable Tray Section 2 within the MOV Pad.

072 Reference Drawing ES401. Yes, when (2) or more transverse lines drawn across the cable tray is a vertical change in the cable tray.

Drawings ES-505

Please confirm whether all Cable Tray Vertical Changes in Elevation require their own individual support (Detail A1/ES-505), or does the requirement for individual supports get waived if multiple seams occur within 24 inches of an existing support?

073 Reference Drawing ES505. One support may be used when multiple seams occur within 24"of an existing support provided it is following NEMA VE-2 or manufacturer recommended support locations.

Cable Tray Section A

Please confirm that Cable Tray Section A is simply the run from the Power and Controls Center to the first Cross located immediately North of the Staircase #22, for a total of less than 10 feet.

074 Yes, confirmed.

Cable Tray Section B

Please confirm that Cable Tray Section B extends from the 36-inch Cross located immediately North of Staircase #22 to the Tee located at the east edge of the Tank 802 MOV pad?

075 Cable tray section B should stop at the tee at staircase #23, north of T802. A new 24" cable tray section "B1" will need to be added to the drawings to cover the cable tray section between this tee and the tee at T802 MOV pad.

Drawing ES-311

Please confirm the size of Cable Tray Section B from Staircase #23 to the Tee at MOV pad. Detail B2/ES-311 indicates 36-inch but it measures 24-inch wide on the ES- 102 plan view.

076 See response to comment #95 (above).

Confirmed, cable section D (C3/ES311) transitions to section E

(B3/ES311)

Drawing ES-101 and ES-311

Please confirm that circuit references on Cable Tray Section B (ES-101 and B2/ES-311) to “T- 803” and “T-804” should be referencing “T-801” and “T-802.”

078 Reference Drawings ES101 and ES311. References for "Future T803 & T804" circuits in cable tray section B on ES-311 are correct, but this section should now stop at the tee near staircase #23. Refer to response to comment #95. T803 & T804 cables will route from the tee at staircase #23 in future cable tray to the west and not in section B1

Drawings ES-102 and ES-105

There appears to be insufficient detail describing how the Cable Tray shall be supported between Staircase 22 and 23. (Drawings ES- 102 and ES-105) The distance is greater than a single section of Cable Tray, therefore requiring several seams. There also appears to be vertical changes in elevation that would need to be supported.

Please provide the supporting requirements for all contractors to bid accordingly.

079 Reference Drawings ES102 and ES105. Provide CT-6 support(s) beneath stair 22 and 23. Tray run between stair 22 and 23 further detail will be provided, but assume CT-2 support steel installed on single pedestal with footing similar to stair 25 support foundations. A CT-3 support shall be installed atop the concrete dike wall just north of Stair 23.

Drawing CD-501

On Drawing CD-501 Note 5 states:

“All drain holes shall be drilled in the bottom slab equally spaced (8’- 10’ spacing).” Will the contractor be allowed to punch these holes with hydraulic demolition equipment, or must they be core-drilled?

080 Reference Drawing CD501. Drain holes may be created by any means, as long as the holes/penetrations meet size and spacing requirements.

Drawing MF-504

There is a typical symbol for Cable Tray Support CT-5 shown on Drawing MF-404 at the MAV Pad for Tank 801 (shown in-line with MAV’s to the East) but it is not labeled. Enlarged plan C1/S-105 identifies the CT-Supports in this area but does not show a support at the location shown on MF-404.

Please confirm if a support is required at this location and confirm this should be Type CT-5.

081 Reference Drawing MF504. Due to the change in the cable tray elevation under Stair 8, provide two cable tray supports Type CT-6 (one on each side of stair).

Drawing S-541

Detail A1/S-541 identifies Cable Tray Support Type CT-6 under staircase 7 and 21 for the areas adjacent to Tank T-801 and T-802.

These supports are not labeled on Mechanical Drawings typical of other supports. Please confirm if a CT-6 Support is required at Tank 802 (Drawing MF401) even though a CT-5 is shown and labeled immediately under the staircase.

082 Reference Drawing S-541. Provide CT-6 per Section A1/S-536 at both tanks

Drawing S-541

083 Reference Drawing S-541. Provide CT-6 per Section A1/S-536 at both tanks

Drawing GI005

Drawing GI005 notes: “Any damage to roads and pavements-to-remail due to construction equipment or traffic shall be repaired to restore the roads and pavements to their original condition to the satisfaction of the contracting office.” Is it the intent of the government to re-pave the access road on base after this project is complete?

084 Reference Drawing GI005.

Contractor should plan to restore the access road(s) to condition of roads prior to construction.

Drawing GI005

Drawing GI005 notes: “Any damage to roads and pavements-to-remail due to construction equipment or traffic shall be repaired to restore the roads and pavements to their original condition to the satisfaction of the contracting office.” Is it the intent of the government to re-pave the access route as shown on Drawing GI020 after this project is complete?

085 Reference Drawing GI005.

Contractor should plan to restore the access road(s) to condition of roads prior to construction.

Olympic Drive Access

Plans indicate Olympic Drive completely encircles the Navy base.

Can the portion of Olympic Drive located on the West side of the base be used for access as well?

086 Reference Drawing GI030. At this time, access will only be as shown on GI030. This road is only a one-way road and does not have much room on the sides and can be very steep at points.

Drawings MF-501, MF-502, MF-

504, & MF-505

On Drawings MF-501, 502, 504 and 505 (A4) the AG fuel storage tanks call for a standard atmospheric center vent that would be used on an internal floating roof tank, although these tanks do not have an internal floating roof. Will the Navy allow an API standard pressure/vacuum vent (typical) on these tanks versus the atmospheric vent shown?

087 Reference Drawings MF501, MF502, MF504, & MF505. Due to the relatively low vapor pressure of both F76 and JP5, open atmospheric vents are acceptable.

Drawing MF-503

Drawing MF-503 notes a 60’0” height and Section 33 56 21.17 (Page 6) Paragraph 1.5.1.2 Shell Height notes an allowance of 7’1” for sloshing. The specified height of the tank is excessive for the liquid level required. The design max fluid height in the tank is specified at 46.5 feet, and with this max fluid height a 60-foot tank is greater than is required. Is it acceptable to the Navy for the contractor to provide a 56-foot tall tank and have plenty of room for the seismic slosh height required by API?

088 Reference Drawing MF503. Bid tank size as shown with 60-foot shell height. Contractor's point is noted. Designer is recommending to keep the additional shell height in the design to allow for any possible future fuel conversion, which may require internal floating roof/shell overflow vents without reducing overall tank capacity. The additional 4 feet of shell would also allow for some increase in tank capacity if required in future.

Drawings MF-501, MF-502, MF- 503, MF-504 and Section 33 56 21.17

The tank designer is planning to incorporate wind girders on the exterior of the tank as part of the design. Is this acceptable?

089 Reference Drawings MF501, MF502, MF503, MF504 and Specification Section 33 56 21.17.

Wind girders on tanks are not desired for DOD storage tanks. If contractor requires girders during erection for shell stiffening and maintianing roundness that is acceptable, however the girders must be removed from tank after roof is added.

Drawing CD-106

On Drawing CD-106 there is an existing Transformer Pad located between Building 85 and Tank 23.

Note 4 indicates to protect this pad during demolition of Tank 23.

Section 33 52 23.15, Paragraph 3.2.2

Specification Section 33 52 23.15, Paragraph 3.2.2 NDE Testing Frequency states: “All pipe field welds, including high point vent pipe tees, insert butt welded weld-o-lets, and low point drain pipe, must be examined by radiographic methods to determine conformance to the paragraph “Acceptance Standards”. All socket welds and sock-o-lets or weld-o-lets to pipe welds must be examined with either magnetic particle or liquid penetrant methods, in addition to the visual examinations.”

Paragraph 3.2.2(a) also states to “provide select radiographic testing in accordance with ASME B31.3 for all aboveground piping. The inspection must include an examination of welds made by each welding operator or welder. Not less than 10 percent of total welds shall be examined.” Since all the piping on this project is aboveground, please confirm whether 100% of all field butt welds must be radiographically tested or whether 10% will be acceptable? For the socket welds, please confirm whether 100% of all socket welds must be tested by magnetic particle or liquid penetrant or whether 10% will be acceptable?

Amendment 3, PPI 016

The answer to PPI 016 in Amendment 3 moves the due date from Tuesday, December 15, to Monday, January 4. Monday is the worst day of the week to finalize proposals, but this particular Monday is especially bad because it is the first Monday after the Christmas and New Year holidays, and many subcontractors and vendors will be unavailable to provide their best and final quotes.

In order to provide the best possible proposals to the Navy, we request that the due date be extended to Thursday, January 7.

107 Proposal due date revised to Jan. 7, 2020; PPI cut-off is December 20, 2020.

Sections 02 61 13 & 02 65 00

There appears to be a conflict in the specification sections. Section 02 61 13 Paragraph 1.3 states:

“Although no know soil or liquid contamination is anticipated to be encountered, it is possible that such substances may be disturbed during the various work activities,” and Section 02 65 00 Paragraph 1.1 states: “Assume for bidding purposes, that soil, concrete and water encountered during the removal of the underground tanks are contaminated with JP-5 and F- 76 diesel fuel.” Unless told otherwise, we are going to assume no contamination is anticipated to be encountered. If told otherwise, please define the volume of contaminated soil we are expected to encounter in the tank removal process, if any, and define if we will be able to re-use this soil for backfilling the tanks once removed.

108 Base estimated contaminated soil removal on a Qty of 1,000 CY. All contaminated soil encountered above the State action level of 2,000 ppm TPH shall be removed and properly disposed of in accordance of state and federal regulations. Soil below the State action level of 2,000 ppm TPH may be reused onsite except in areas where structural fill is required based on site conditions
