About this file
This is Amendment 0002 to Solicitation N4008526R0173, issued by NAVFACSYSCOM Mid-Atlantic on August 21, 2026, for Building 29 Boiler Maintenance and Repair services at Naval Submarine Base New London. The amendment does not extend the offer receipt deadline and provides Request for Information (RFI) responses and an updated Attachment 21 Corporate Experience form with corrected boiler-specific headings.
Key evaluation clarifications include: offerors may rely on relevant experience of major subcontractors or joint venture members for Corporate Experience evaluation, but Past Performance ratings are based strictly on the offeror's own record; offerors without relevant past performance records receive a neutral rating considered acceptable; completed CPARS evaluations eliminate the need for Past Performance Questionnaire submission. Pricing guidance specifies that offerors shall not modify pre-filled unit prices in Exhibit Line Item Numbers (ELINs) A-E 708-715, which are Government-established fixed prices used for evaluation; offerors must provide fully burdened labor rates only for blank ELINs covering base year (A700-A707) and all option periods (B700-B707, C700-C707, D700-D707, E700-E707). Post-award work will be issued through the Request for Proposal process with negotiated labor hours and material costs. The solicitation is limited to non-recurring work only; historical data from predecessor IDIQ contract N40085-19-D-5003 is available on SAM.gov and FPDS.gov for reference, though that contract included both recurring and non-recurring requirements. The contractor is responsible for procuring all parts, supplies, and materials unless specifically identified as Government-Furnished Material/Property in the Statement of Work.

Changes to Solicitation N4008526R0173
The purpose of this document is to outline the formal changes made to Solicitation N4008526R0173.
1. Updated Attachment 21 Corporate Experience with Correct Heading
2. Request for Information (RFIs) Responses Please see the following questions and Government responses below:
1. For the Corporate Experience and Past Performance evaluation factors, may an offeror rely on the relevant experience and past performance of a proposed major subcontractor or joint venture/team member that will perform the major and critical boiler maintenance and repair work?
Gov Answer: For Corporate Experience: Yes, for corporate experience. The experience of a major subcontractor or joint venture/team member who will perform critical work can be used. As stated in the solicitation:
"Offerors may include experience information regarding predecessor companies, key personnel who have relevant experience and subcontractors that will perform major or critical aspects of the requirement. The Contracting Officer will determine the value and relevancy of such information."
However, the offeror is required to state "who's" corporate experience is being provided.
For Past Performance: No, Past Performance is based strictly on the offeror's own performance record. Subcontractor past performance will not be considered for this factor.
However, as noted in the solicitation an offeror without a record of relevant past performance is not excluded. " In the case of an offeror Note:
without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. (see FAR 15-103-2
(b) Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."
Also, Please make note: If a completed CPARS evaluation is available, Offerors DO NOT need to submit the Past Performance Questionnaire (PPQ).
2. Attachment 21, Corporate Experience, currently references "Elevator Maintenance & Repair" and solicitation N40085-26-R-XXXX.
Please confirm whether this attachment is intended for this boiler solicitation, or whether a revised boiler-specific Corporate Experience form will be issued.
Gov Answer: The solicitation title on the Corporate Experience Form has been corrected. The updated form is now available as part of Amendment
02. Offerors must use the corrected form for their proposal submissions.
3. For solicitation N4008526R0173 (Building 29 Boiler Maintenance/Repair, NSB New London), could you confirm the contract number(s) or IDIQ vehicle under which this same requirement was previously performed, and whether historical order/spend data under that prior contract is available for offerors to review? This will help us scope pricing appropriately for the proposal.
Gov Answer: Yes, the award and historic spend information for the predecessor contract: IDIQ contract N40085-19-D-5003 for Boiler Maintenance and Repair is publicly available, as is the task orders (delivery orders) that were awarded off of the predecessor contract. Offerors may search for this information on the public SAM.gov (must be signed in) or FPDS.gov portals using the following contract identifiers:
Predecessor Contract/IDV Number: N4008519D5003 Awarding Agency: Department of the Navy/ Navy Faculties Engineering Systems Command (NAVFAC).
NOTES:
Offerors are advised that the predecessor contract encompassed both recurring and non-recurring requirements. In contrast, the current solicitation is strictly limited to non-recurring work only.
N4008526R01730002
Consequently, analyzing the cumulative historical award value of the predecessor contract may yield a skewed representation of the projected effort. Offerors should formulate their proposals based solely on the non-recurring parameters defined within this specific solicitation.
Under the predecessor contract for non-recurring work, a Task Order (TO) / Delivery Order (DO) was executed through the Request for Proposal (RFP) process. This process entails a RFP to be sent to the contractor containing the Statement of Work (SOW), the contractor then develops a proposal utilizing the pre-priced Exhibit Line Item Number (ELIN) labor rates (under non-recurring) established in the Indefinite Delivery/Indefinite Quantity (IDIQ) contract, and incorporates any additional direct costs required to fulfill the SOW. Following proposal submittal to the Government bilateral negotiations occur (if needed) and the government will award the TO/DO order at the finalized, negotiated price. This established execution methodology will remain identical for all task and delivery orders issued under this solicitation/contract award.
4. Can we modify the line item prices already filled in associated with Boilers and their Cleaning / Inspections / Testing? Is the filled in pricing to base off/as an example, or fixed pricing?
Gov Answer: No, offerors shall not modify, alter, or adjust any of the pre-filled unit prices or total prices provided in ELINs A, B, C, D, & E 708 -
715. These are Government-established fixed unit prices and plug-number allowances used for proposal evaluation purposes. Actual work under these ELINs will be negotiated and authorized on an as-needed basis by the Contracting Officer TO/DO negotiations. Offerors are required to provide their proposed pricing only for blank ELIN fields. Proposals containing modified pricing on pre-priced ELINs shall be considered non-responsive.
NOTES:
Labor Rate Submission (Blank ELINs) Bidders are required to provide fully burdened labor rates for the trades identified in the ELIN (Exhibit Line Item Number) structure. This submission must include rates for the base year (ELINs A700-A707) and all subsequent option periods (ELINs B700-B707, C700-C707, D700-D707, E700-E707)
Post-Award Work Issuance Following the contract award, work will be issued to the successful bidder through a Request for Proposal (RFP) process (as discussed in #3 notes above).
Unlisted Labor Categories In the event that a required labor category is not specifically listed within the pre-priced ELINs, the general negotiated labor rate will apply. This rate is identified as: ELIN A716 (base year): General Negotiated Labor Rate and ELINs B716, C716, D716, E716 for subsequent option periods).
5. Will deficiency associated work be billable by the hourly rate?
Gov Answer: Yes, authorized deficiency associated work will be billed by negotiated hourly labor rates proposed by the offeror under ELINs A, B, C, D, E 716 and issued via a Task Order.
See Attachment 2, Section 4.6:
"INDEFINITE QUANTITY WORK: The Contractor shall notify the OIC and provide a labor hour estimate for all work. The Government will negotiate labor hours with the Contractor by comparing the Contractor's proposal with accepted industry estimating standards such as RS Means, or others. If a mutually agreed upon labor hour figure cannot be agreed upon by both parties, the Government has the right to halt work and to complete the work by other means. For emergencies, the Contractor shall arrest the emergency conditions prior to leaving the job site. Additional compensation will be authorized only for those amounts which exceed the labor or material limitations."
6. Will additional materials necessary be purchased by site or contractor?
Gov Answer: The Contractor is responsible for purchasing and providing all parts, supplies, and materials necessary to complete the required work, unless specifically identified as Government-Furnished Material/Property (GFM/GFP) within the Statement of Work provided with the Request for Proposal. Material costs will be negotiated during the RFP process.
NOTE: ELINs (A,B,C,D,E 708-715) on the bid sheet (attachment 4) are Government-established fixed unit prices and plug-number allowances used for proposal evaluation purposes.
