About this file

This is a NEPA Environmental Checklist completed by NAVFAC PWD New London for a Boiler Maintenance Contract (Project Number 1733441) scheduled to begin September 1, 2024. The project involves providing maintenance and repair services to boilers and other related equipment basewide at the Naval Submarine Base New London. The project area consists of 100% impervious surfaces with no ground disturbance, tree removal, or excavation activities planned. All work will be issued through non-recurring task orders.

The Environmental Division determined the proposed action qualifies for Categorical Exclusion (CATEX) #8 as routine repair and maintenance of existing facilities and equipment, requiring no further NEPA analysis. However, eight specific environmental requirements must be implemented, including: compliance with all Federal, State, and local environmental regulations; review of existing facility HAZMAT surveys prior to any disturbance; coordination of regulated waste management through the Hazardous Waste Program Office; notification of the EV Division for any dewatering or wastewater discharge activities; provision of adequately sized spill pallets for the 55-gallon DEF drum; coordination with the Air Program Manager to address boiler technical documentation discrepancies; and adherence to soil management procedures for Buildings 29, 318, and 490 located within an Installation Restoration site. The environmental review remains valid for one year from the signature date of December 18, 2023, with Christopher Koproski serving as the Environmental Point of Contact.

ADDITIONAL REQUIREMENTS or COMMENTS

Comment 1 The proposed action is within the scope of CATEX #8:

- CATEX #8: Routine repair and maintenance of buildings, facilities, vessels, aircraft, ranges, and equipment associated with existing operation and activities (e.g. localized pest management activities, minor erosion control measures, painting, refitting, general building/structural repair, landscaping, grounds maintenance).

None of the exclusions from reliance on a CATEX applies in this case; therefore, the proposed action does not require further NEPA analysis. The applicability of this CATEX determination requires full implementation of all environmental requirements identified below.

Comment 2 Work at Buildings 29, 318, 490, 553 and 554 occurs in the coastal zone; however, a Coastal Consistency Determination is not required because the project scope does not include activities identified on CT DEEP's list of federal activities subject to consistency review, as established in the CT Coastal Management Plan. In addition, the project does not have the potential to significantly affect state coastal resources and/or uses.

Requir 1 Work shall comply with all Federal, State, and local environmental regulations as well as with all applicable Navy requirements. SUBASENLON PWD EV shall be the point of contact for all questions related to environmental rules or regulations.

Requir 2 Existing facility HAZMAT surveys shall be reviewed prior to any facility disturbance. If suspect hazardous materials (such as asbestos and lead paint) are present and are anticipated to be disturbed under the scope of the project, surveys shall be conducted by qualified individuals in advance of construction activity. All survey results shall be provided to the PW NLON EV Division.

Requir 3 Management, storage, and disposal of any regulated waste shall be coordinated in advance with the PW NLON EV Division Hazardous Waste Program Office (x4298).

- All regulated waste shall be manifested through the Hazardous Waste Program Office.

- Any regulated waste generated under the scope of this project shall be managed, stored, and disposed of in accordance with the SUBASENLON Hazardous Waste Management Plan and SUBASENLON policies and instructions.

- Non-regulated solid waste (i.e., general trash, construction debris, and recyclable items) shall be properly managed and disposed of in accordance with Federal, State, Navy, and local regulations.

Requir 4 PW NLON EV Division shall be notified immediately of any actions that require dewatering activities under the scope of this project, including drain-down of any water piping and equipment. Discharge to the stormwater system is prohibited. Permitted discharges to sanitary are allowed in accordance with the General Permit for the Discharge of Wastewaters from Significant Industrial Users (SIU GP). No discharge shall occur without prior approval from the PW NLON EV Division Wastewater Program Manager (x2525).

Requir 5 PW NLON EV Division shall be notified immediately of any actions that require wastewater discharges under the scope of this project. No discharges shall occur without prior approval from with the PW NLON EV Division Wastewater Program Manager (x2525).

Requir 6 Provide adequately sized spill pallet for the 55-gallon drum of DEF located indoors by the south maintenance door per Section5(b)(9)(A), Containment, page 20 of the General Permit for the Discharge of Stormwater Associated with Industrial Activity. Contractor/Project Lead shall coordinate with PW NLON EV Division Stormwater Program Manager (x5191) for spill-prevention compliance.

Requir 7 Contractor/Project Lead shall coordinate with PW NLON EV Air Program manager (x5192) to address discrepancies in boiler technical documentation prior to commencing work:

- J-1502000-06: remove turbine language.

- Boiler 4 is also due on both fuels by 26 April 2024

- The ITT forms need to be submitted to the CTDEEP 60 days before the test date. Final report to the CTDEEP is 60 days after the tests (not 45)

- DG1 & 2 may take 2 days now due to EPA required low load testing along with the normal high load tests

- Excel file J-1502000-07 NLON Inventory: boiler specs are incorrect

Requir 8 Buildings 29, 318, and 490 occur within an IR site/zone. However, no ground-disturbing activities are included in the scope of work. If ground-disturbing activities are planned, a dig permit shall be obtained prior to the initiation of such activity and soil management procedures detailed in the dig permit and the SUBASE Soil Management SOP shall be followed.
