About this file
This is an equipment inventory attachment detailing the boiler and related systems at Naval Submarine Base New London in Groton, Connecticut. The facility operates six boilers with varying specifications and ages: Boiler #1 (Babcock and Wilcox, built 1960, 76,500 pph capacity, 150 psi design pressure); Boiler #1S (Cleaver Brooks, built 2011, 1200 BHP rating, 775 psi design pressure); Boiler #2 (Babcock and Wilcox, built 1960, 76,500 pph capacity, 775 psi design pressure); Boiler #3 (Babcock and Wilcox, built 1965, 76,500 pph capacity, 775 psi design pressure); Boiler #4 (Cleaver Brooks, built 2011, 1200 BHP rating, 150 psi design pressure); and Boiler #6 (Energy Resources Inc. Heat Recovery Steam Generator, 50,000 pph maximum steam capacity, 200 psi average). The facility also includes two deaerators (Chicago Heater Company units built in 1990 and 1993, each with 350,000 pph capacity at 50 psig), a hot water production system, and approximately 8 linear miles of steam distribution piping ranging from 2 to 14 inches in diameter, with nominal operating pressures of 600, 200, 125, and 5 psig.
This inventory directly supports the associated Boiler Maintenance & Repair solicitation (N4008526R0173), an Unrestricted, Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity contract for boiler maintenance and repair services at the Naval Submarine Base. The contract consists of a one-year base period plus four optional twelve-month periods, with award to the lowest-priced technically acceptable offeror based on evaluation factors of price, corporate experience, and past performance. Contractors must be registered in SAM prior to award and meet the $19.0 Million small business size standard under NAICS Code 238220.
