About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for solicitation N4008526R0173, issued by NAVFACSYSCOM MID-ATLANTIC on 23 July 2026 with an effective date of 23 July 2026. The amendment is not extending the receipt deadline for offers and is marked as "Incorporate Legal Review Changes."
The amendment outlines several significant modifications to the original solicitation. Four clauses are deleted entirely: FAR 52.234-4 (Earned Value Management System), DFARS 252.209-7006 (Limitations on Contractors Acting as Lead System Integrators), FAR 52.212-2 (Evaluation-Commercial Products and Commercial Services), and a duplicate FAR 52.234-4 reference. FAR 52.216-19 (Order Limitations) is modified to reduce maximum order thresholds from $1.4 million to $500,000 for both single items and combinations of items, with liquidated damages specified per individual task order. FAR 52.222-42 (Statement of Equivalent Rates for Federal Hires) is updated to establish wage rates with a uniform 32.85% fringe benefit rate for four employee classes: Boiler Plant Operator WG-11 at $31.63/hour, and Maintenance Mechanic WG-10, Electrician, and Pipefitter all at $30.51/hour. Section M (Evaluation Factors for Award) is modified to clarify that corporate experience evaluation includes "current ongoing contracts that have been performed for over one year." The evaluation criteria remain unchanged: Price, Corporate Experience, and Past Performance, each rated on acceptable/unacceptable basis, with minimum overall technical rating of "ACCEPTABLE" required for award eligibility.

Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
INSTRUCTIONS TO OFFERORS:
Offerors will be evaluated using the commercial procedures as prescribed in FAR Part 12. The solicitation will utilize the following evaluation factors: Price, Corporate Experience and Past Performance. The offeror's proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation.
The resulting contract will be awarded to the responsible offer whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government, price and other evaluation factors considered.
The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the lowest price technically acceptable proposal.
The Government intents to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR Overhaul 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
An overall technical rating must be at least "ACCEPTABLE" in order to be eligible for award. An "UNACCEPTABLE" rating in any factor results in the overall technical proposal being rated "UNACCEPTABLE" unless corrected through discussions.
The solicitation requires the evaluation of price and the following technical factors.
Factor 1-Price Factor 2-Corporate Experience Factor 3- Past Performance

The Government intends to evaluate all options in accordance with FAR Overhaul 52.217-5 Evaluation of Options (SEP 2025). Per FAR Overhaul 52.217- 5, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
Evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one of more of the following techniques to ensure a fair and reasonable price:
i. Comparison of proposed prices received in response to the RFP.
ii. Comparison of proposed prices with the IGE.
iii. Comparison of proposed prices with available historical information.
iv. Comparison of market survey results.
Factor 2- Corporate Experience:

If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client request, questionnaires MAY BE submitted directly to the Government point of contact, Allison King via email at Allison.n.king2.civ@us.navy.
