About this file
This document is an Amendment of Solicitation (Amendment 0008) for the P-7889 Dental Clinic Replacement project at the Marine Corps Recruit Depot in Parris Island, South Carolina. The amendment provides detailed responses to multiple pre-proposal inquiries and clarifications across various technical and design aspects, including equipment specifications, construction materials, utility systems, elevator capacities, roofing systems, and photovoltaic system details. Key clarifications include guidance on dental equipment procurement, confirmation of metal stud gauge sizes, specifications for solar module and inverter systems, and responses to technical questions about construction materials and building systems.
The solicitation maintains the original response date of 01 May 2025 at 2:00 PM EDT, with the amendment providing contractors additional technical guidance to help them prepare accurate and compliant proposals. The amendment addresses questions about equipment specifications, construction techniques, utility installations, and technical requirements across multiple disciplines, including electrical, mechanical, architectural, and structural elements. The document emphasizes that contractors should base their submissions on meeting the specified requirements and that there are no prior approval clauses for most technical systems, requiring contractors to provide solutions that meet the contract document specifications.

01 57 19.01 20 -1.3.1.3
Section 01 57 19, page 3 under 1.3.1.3 Surplus and Impacted Media Management says, "The Contractor should understand that the soils produced during excavation and construction, and ground water produced from dewatering of excavations and trenches, may be contaminated with chemical constituents. Appropriate planning and considerations for likely profiling and offsite disposal of impacted media should be made prior to construction." It is unknown what quantity of excavated soil will be contaminated. Please provide a unit price line item on the bid form with a quantity of contaminated soils in cubic yards and a line item for contaminated ground water in gallons.
See CLIN 1D. Specification section 01 57 19.01 20 Paragraph 1.3.1.3.1 Purpose and Overview states "Contractor shall provide the Contracting Officer with written notification of the quantity, lab testing documentation, and anticipated volume of surplus or impacted soil or groundwater that is anticipated to be generated and disposed during construction.

Coiling Counter Doors do not need to be STC rated.
CU102 Note 14 on CU102 calls out a jack and bore for the waterline crossing Blvd De France. Can this crossing be installed as an open cut utility installation with pavement patching. There is a significant cost savings for this installation to be open cut.
Our understanding is that the Base did not want an open utility cut across Blvd De France. Install as designed as open utility cut is not an option.
Spec 05 04 00
Please specify metal stud gauge sizes for exterior wall, brick soffits/columns shown on Dwg A501, A502, A505, A506, A507, S512, S513, S516, S521, S523
Per specification 05 40 00 and Paragraph H on drawing S-001, it is the contractor's responsibility to design cold-formed metal framing.
Note that minimum stud size and thickness requirements are given in Paragraph H.3 on S-001.
Spec 27 10 00
2.4.2 states equipment racks are to be 4 post free standing racks while T-401 shows 2 post racks and note 2 on T-401 specifies the NMCI rack to be a lockable cabinet. Can you please clarify what is required for equipment racks?
Provide standard and NMCI racks as described on sheets T-001 & T-401.
Dwg
EP501
Please confirm the correct DC and AC size for the photovoltaic system.
The minimum sizes are provided on the drawings. We show 80 panels at 350 watts, with an inverter size of 27.6kW.
Dwg
EP501
Could you please confirm the preferred manufacturers for solar modules, inverters, and racking systems? We propose using Longi 540W modules and SolarEdge/SMA inverters rated for 277/480V 3-phase 4-wire (datasheets attached).
Please confirm if these are acceptable.
There is no prior approval clause for this system. The Contractor must provide a system which meets the requirements of the Contract Documents.
Dwg
EP501
We plan to use Solaredge/SMA inverters, which are built-in wye configurations (3-phase, 4-wire) inverters. We won't need an isolation transformer that converts the output of these delta inverters into wye. Please confirm if this additional isolation transformer can be removed from the scope.
The electrical isolation provided by the transformer is required.
Dwg
EP501
Our understanding is that the PV contractor's scope is limited to providing and installing the solar panels, optimizers, inverters, racking, and AC disconnect, while the electrical contractor will be responsible for the final point of interconnection, including conduits and conductors from the AC disconnect to the main distribution panel. Please confirm if that is correct
We cannot answer questions which concern division of labor between sub-contractors. The General Contractor is responsible for the entire work, and division of labor must be coordinated with that entity as well as the other sub-contractors to ensure that a complete project is delivered.
Dwg E801
Please confirm if the rooftop lightning protection system falls under the PV scope of work or the electrical contractor's scope of work.
This is under the general contractor's scope to determine division of labor.
However, the two systems must be coordinated.
