About this file
This document is a Price Schedule Attachment for a Dental Clinic Replacement project at Marine Corps Recruit Depot Parris Island, South Carolina. The price proposal form includes a base price for the entire project and six optional line items covering additional scope such as Building Integrated Photovoltaic (BIPV) system, landscaping enhancements, mechanical screen walls, Electronic Security System (ESS), telecom infrastructure, and an Internal Cellular Antenna System (IRES). The pricing structure allows the government to evaluate and potentially exercise these optional items within 365 calendar days after contract award, with the total contract completion timeline set at 1,074 calendar days.
The pricing document requires contractors to provide unit prices for specific line items, including base construction work, sitework, asbestos removal, hazardous materials disposal, and unsatisfactory material replacement. The government will evaluate the total bid by adding the base price and optional item prices, with the award to be made on the aggregate sum of these line items. Key requirements include providing a firm fixed price for optional items, potential performance bond adjustments if options are exercised, and adherence to specific pricing and evaluation criteria outlined in the document.

1.1 GENERAL BID NOTES
1. Award will be made on the total sum of Contract Line Items 0001A, 0001B, 0001C, 0001D, 0001E, and the sum of the extensions under Contract Line Items 0002, 0003, 0004, 0005, 0006, and 0007. For CLINs 0001C, 0001D, and 0001E enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.
1. The Government reserves the unilateral right to award CLINs 0002 through 0007 to the Contractor at the proposed price within 365 calendar days after the contract award. A firm fixed proposed price is required for CLINs 0002 through 0007. No provision is made for economic price adjustment. If any of these Options are exercised, the contract completion date remains 1,074 calendar days after award of the contract.
1. If CLINs 0002, 0003, 0004, 0005, 0006, and 0007 are exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.
1. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for CLIN 0001. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).
1. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
