NETWORK ANALYSIS SCHEDULES (NAS), section
1.10.1.10.1 Cost Loading Activities states that "The value
of commissioning, testing and closeout WBS section may not be less than 10 percent of the total costs for procurement and construction activities." This is an excessive percentage of costs that could reasonably be assumed to be retainage if applied incorrectly, which is not allowed. For instance, true costs of Cx and TAB is closer to 1-3% of most contract values but is this section is misapplied to just those activities routinely. Will this item be enforced and if so what activities are allowed to be added into the schedule to account for the 10%? For instance if sums can be allocated to certain submittals, periodic inspections, 3rd party testing and inspections, etc. These costs could be spread throughout the duration of the project via dedicated activities at the end.
However, if 10% is pushed to the Cx phase of the project or the last 10-15% in the schedule, this is a major issue for cash flow on a project and certain administrators view
Delete “submittals, periodic inspections”, ADD ‘’FINAL” 3rd party testing and inspections, etc."… The intent of this spec language is to provide for adequate documentation that completed work in place is in compliance with the contract. Cx occurs throughout the Design and Construction and Post-Construction, so activities listed shall not include submittals because they do not represent work in place.
Government pays for accepted work in place. Commissioning and testing can occur at any time after the contractor submits all Certificates of Readiness for a system category and are approved by the government. 10 percent spread across commissioning, testing, and closeout WBS may encompass a large number this item as such. Essentially this is gray area and can lead to improper interpretation and usage.

Multiple Is there a software management component to the commissioning process that will be required outside of eCMS?
The Cx firm will likely propose their own proprietary Cx software;
however, all Cx Submittals must go through eCMS.
01 91 00 15 20
Multiple The specs are written to use the term CxA and CxC synonymously. We would like to confirm that the GC does not need to contract with a 3rd party Commissioning firm as an assist to the Governments Commissioning Agent.
GC is required to have a QC Commissioning representative designated to coordinate all Cx activities with the Government's commissioning firm. The Specification UFGS 01 91 00.15 22 will be provided in an addendum to replace UFGS 01 91 00.15 20.

M902 M902: The VAV's and HW Reheat VLV's use 25 VA, so each circuit in the power panel displayed can only support 3 VAV termincals at 80% load. The use of this type of power set up will increase power homeruns exponentially. Please consider 120V Power to VAV's and individual transformers in teh VAV's.
The BOD system from JCI can power 5 VAV boxes per 96VA tranformer. This means 25 VAV boxes can be powered per 500 VA transformer (as shown on M-902 notes 1-6). The electrical design has provided (12) dedicated 120V - 20A circuits for the DDC system. These are indicated as DDP-1 thru DDP-12.
They are shown on the EP sheets and the circuits are fed from the following panel boards: EQ21A, EQCOM1D, EQCOM2D and 2HVAC1. This is more than enough to power the BOD BAS system and devices. Follow the drawings and specs as shown. However, if the bidding contractor wishes to provide a no cost change to meet the design intent of the system as they desire and submit a variance request then that is also acceptable. See 01 33 00 for variation request forms and format.
EP112 The Power Connections in EP 112 QTY 2 Circuits, EP 116 QTY 1 Circuit, EP 132 QTY 2 Circuits and EP 136 QTY 1 Circuit. This will cover normal DDC panels for the Mech Rooms. The VAVs Power Transformers will also need 3 Dedicated Circuits to accommodate for VAV power. Please confirm if 3 added circuits will be added to each Nech Room for VAV Power

Detail A2 on A-174 calls out a "MECHANICAL YARD
CAP, PROVIDE GALV. 9 GA. 2" MESH CHAIN LINK
FABRIC W/ ALL APPROPRIATE FITTINGS AND
CONNECTIONS." This detail refers to the Mini-Split Enclosure plan C1/A172 on the Clinic Main Exterior Brick Veneer, but it calls it out as a Mechanical Yard Cap.
Please confirm that the Mechanical Yard shown in detail A1/A171 does not require a chain link roof cap.
Main mechanical yard shown on A1/A171 WILL NOT have chain link roof cap. Chain link roof cap will only be at mini-split yards at grid lines B and M.
A-132, A- 136, A-202
Drawing A-202 detail A4 shows an elevation with what appears to be a type L4 louver (from A-6) but has no callout number on A-202. This area is located on the second floor at areas 2A and 2F. On drawings A-132 and A-136 this same area shows the louver to be a type L3 louver. Please confirm if these louvers are to be a L3 or L4 louver.
Drawing A-132 and A-136 should be louver type 4. Elevation A4/A-202 does show louver type 4.
G-110, A- 710, A-740, A-741, 07 81 00
Drawing G-110 (Life Safety Notes) and specification section 07 81 00 (Spray Applied Fireproofing), conflict on the fire rating of the building and if spray applied fireproofing is or is not required. Drawing G-110 lists the primary structural frame, bearing walls, nonbearing walls, floor construction and roof construction to be 0 Hour rated and that additional will not be required for the exit stairs and elevator shafts. While specification section 07 81 00 lists the columns, floor decks and floor supports to be 1 HR rated. Through searching the drawings, the only request for fireproofing is on drawings A-710, A-740, & A-741where a note is requesting spray fireproofing on the underside of the deck in rooms 1GS1, 1CE1, 1CE2, & 1FE3. The beams and any columns do not appear to have applied fireproofing in these locations and Drawings A-710, A-740, & A-741 contradicts with the notes on G-110. Please confirm if spray applied fireproofing is or is not required. If spray applied fireproofing is required please confirm that it is for rooms 1GS1, 1CE1, 1CE2, & 1FE3 only and only at the underside of the decking above said rooms.
The spray applied fireproofing is required to create a 1-hour fire resistance rated lid for the stairway and elevator shafts only.
G-110 indicates structural element rating requirements for the building as Type IIB construction. G-110 also states additional fireproofing will not be required to meet NFPA 101 Section 8.2.3.3 which is in regard to the structure supporting the shaft fire barriers.
The fireproofing specified is required to create a lid for the stair and elevator shafts since the shaft fire barriers are not continuous from the bottom of the building to the roof.
NFPA 101 Section 8.6.4.1 permits the shaft to terminate where the highest level of the shaft has constructed with construction meeting the hourly rating of the shaft (1-hour in this case.
As stated in Spec Section 07 81 00 Para. 1.2.1, the spray-applied fireproofing spec is intended to apply to spraying all of the elements of a steel floor portion within rooms where indicated on the drawings
(creating a rated lid for the stairway and elevator shafts).
A-203, A-
Drawing A-203 detail A3 calls for a metal wall panel system above the sliding door entry systems. This is at both entry locations in areas 1B and 1D. The wall section for this area can be seen on drawing A-311 detail A3.
No specification section was provided for metal wall panel assemblies. Please provide a division 7 specification section for the required metal wall panels.
Will provide section 074213 with Amendment.
A-600, A- 601, A-602, and A-603
The door schedules on drawings A-600 through A-603 do not mention if any of the doors are to be STC rated.
Several of the wall types listed in drawings A-550 Through A-553 list STC ratings up to STC 55. A Solid core wood door assembly normally provides approximately a STC 25 rating and with the seal packages called for in the door schedule would be STC 32 rated. Please confirm that no STC ratings are required for all of the doors per the door schedules (drawings A-600, A-601, A-602, and A-603).
Provide solid wood doors and gasketing as prescibed.
A550, MH161,
MH162
Several of the second floor drawings have a keynote detail with (listed rooms) requiring envelope sealing and pressure testing as outlined in MH161 & MH162. These rooms appear to be surrounded by variants of the wall type #2. Drawings MH161 & MH162 detail how to seal penetrations and cracks, but have no mention if the walls for these rooms will need an air/vapor barrier to be installed or if paint is sufficient for the testing requirements. Please confirm that the paint on the gypsum per wall type #2 on drawing A-550 will be sufficient for the seal and pressure testing of rooms 2C01, 2C02, 2C05, 2C06, 2C08, 2D01, 2D02, 2D03, 2H10, 2H16, 2H17, 2J05, 2J06, 2J10, 2J11, & 2K04.
Paint is acceptable for all interior wall types for testing purposes.
However, all portions of rooms (Eg.
2L01) with exterior walls must be provided with air barriers per plans and specifications.
A-002 Drawing A-002 shows the continuous air barrier around the whole perimeter of the building but has the word “Tested” in each area (1A-1L and 2A-2L). Please confirm that only the full building air barrier envelope is to receive pressure testing and that it is not required to test each individual area.
The whole building will be pressure tested as stated on A-002. Air barrier testing is for the whole building as defined on A-002. In addition there are testing requirements for individual rooms/suites based on sheets MH161 & MH162.
A-610, A- 611, A-612, A-613, A-
The Door frame details in drawings A-610 through A-614 do not show the frames in CMU walls to receive either grout or foam insulation. Please confirm that door frames in CMU walls do not require grouting or foam insulation.
Exterior doors in CMU block only fill with foam insulation.
Amendment Required for notation on door schedule.
A-602 Drawing A-602 lists door 2H08 to have a lead frame only for the door. Please confirm that this is correct and a lead lined door leaf is not required for this room.
No lead lined door required.
13 49 10 - 1.3.3
Specification section 13 49 10 paragraph 1.3.3 for X-Ray Shielding calls for materials to be purchased from a single manufacturer. Please consider removing this requirement as multiple different trades will be supplying
The intent is to not provide lead-lined doors from multiple sources or wallboard and wall patches from multiple sources. A single source does not need to manufacture doors, and installing these products such as drywall, leaded windows, lead lined doors and frames.
glass, frames and wallboard products.
CG102 Key Note 8 & 9 call out the downspout boot locations.
There is no roof drain piping shown except one location where the RD connects to SDMH-03. Detail B4/CG501 shows an 8" PVC pipe connecting to a 12" PVC pipe.
Please provide roof drain piping locations on the plan as well as pipe sizing.
The only roof drain in the design is the one referenced in this PPI that connects to SDMH-03. The roof drain pipe connecting to SDMH-03 is 8" PVC. Key note 9 only calls out the location of downspouts. Concrete splash blocks shall be provided in these locations. Specifications will be revised to clarify requirement.

Survey Report
Page 5 3 Paragraph reads, "Prior to demolition/renovation activities,, LBP material that is likely to be disturbed or damaged to the extent that significant amounts of lead would be released, must be removed and/or managed and disposed of using approved practices under USEPAs NESHAP, 40 CFR Part 745." 40 CFR Part 745 is the subpart that mandates Lead Based Paint Poisoning in Certain Residential Structures. This regulation does not or appear to apply to this project. Lead-based paint associated with this project is mostly associated with red paint on structural steel components throughout Building 674 and 602. Standard demolition practices consiting of demolishing stuctural or building components with lead-based paint, in place with heavy equipment, as long as 29 CFR 1926.62 is followed. We do not believe the intent is to scrape and remove the 37,9992 SF of red lead-based paint associated with these components. During demolition, the steel components, painted with lead-based paint will be segregated from the building construction debris and sent to recycling yard as lead, is a metal and can be recycled. The question is, "Does the red lead-based paint need to be scraped and removed from the structural steel compoents prior to demolition of the builidng?"
No, the red lead-based paint does not need to be abated. During demolition, the steel components, painted with lead-based paint should be segregated from the building construction debris for disposal or recycling in accordance with state and federal regulations.
