NSA CUTLER ACCESS INSTRUCTIONS for CONTRACTORS If any changes to this process are needed, please notify William Harke, PWD-Maine at

The following instructions are for contractors wishing to gain access to NSA Cutler and NCT AMS <let
Cutler facilities for the Demolish Bulk Fuel Facilities Cutler Project. They are intended for those that: 1) do not have an active CAC, or 2) a non-government employee with a CAC AND a need to visit the Restricted Area. The Restricted Area is any land area or buildings South of Hudson Blvd and the New Entry Control Point (planned 2025).
Note that the NCT AMS badge is picked up upon arrival and dropped off at the conclusion of that visit, which may span multiple days.
1. Prime Contractors should fill in the "To Be Completed by Contractor" section of the Access
Request List. This should include all their personnel and their subcontractors no later than 6/18/2024. Any questions should be directed to the NA VF AC host. Generally, the hosts are:

2. After submitting the completed Access Request List, all attendees shall submit the SECNAV 5512. This shall be subitted no later than 6/19/2024. Please note:
a. Each individual is required to read, understand, and complete Form SECNAV 5512.
b. The Sponsor section on SECNA V 5512 (Block 25) should be the FMS.
c. SECNA V Form 5512 includes Personally Identifiable Information (PII) and is to be submitted ONLY to Cutler Security. PII should be treated appropriately.
d. Forms need to be submitted a minimum of 12 days prior to badge pickup
e. If the planned site visit is more than 30 days after 5512 submission, the contractor should bring this to the attention of the NA VF AC host.
f. Incomplete or missing Information will delay the vetting process. If information is incomplete or missing, Cutler Security will contact the individual.
g. If an individual is denied access a denial package will be sent to the NA VF AC Sponsor
