STI-SP001 Category

ATS performed inspections in general accordance with STI-SP001. This report lists the results of inspection and provides a condition assessment of the equipment based upon the information gathered.

External inspections were performed from the ground and available ladders/platforms. External inspections were performed at areas that were safely accessible.

Foundation

Soil/earth is the foundation for this equipment. No visible deterioration or damage observed.

North Head

Scattered coating failure and surface rust observed throughout.

Shell

Scattered coating failure, surface rust, and light corrosion observed throughout.

Support saddles were observed. Scattered concrete deterioration observed.

Grounding Cables

This report identifies the over-pressure protection that was readily obvious during inspection. No determination of relief capacity was made by ATS. The owner should verify properly sized protection is provided for the system.

The tank was determined to be Category 1 per STI SP001. The basis for this determination is the spill control was observed to be the secondary containment, and the inherent CRDM was observed to be the tank is lifted off the ground.

The owner should verify the ability of the spill control to fully contain a release.

Normal Venting

None was observed on this equipment.

Overflow

None was observed on this equipment.

Nozzles

This was observed on the shell. No visible deterioration or damage observed.

Emergency Venting

Scattered coating failure and surface rust observed throughout.

South Head

Scattered coating failure and surface rust observed throughout.

Anchorage

One grounding cable was observed. No visible deterioration or damage observed.

Analysis

This equipment was visually assessed in general accordance with STI-SP001. The results listed in this report are based upon the visual inspection performed, and does not include UT thickness data analysis (as UTT was not part of the inspection scope).

Secondary Containment

One grounding cable was observed. No visible deterioration or damage observed.

An earthen berm was observed. The earthen berm contains tanks 103-AST-01 thru 103-AST-04 and is lined. No visible deterioration or damage observed.

Nameplate/Platforms/Ladders/Labels

The tank does not have a nameplate and labeling is missing and/or illegible due to weathering. Coating failure and surface rust on access platforms and ladders.

Additional Comments

The tank was stick tested; no water was found to be present. 69" of fuel was measured. Sensor/fill gauge is located in control room; the gauge reading was 88.2". This discrepancy was noted to the operator.

Per UL-142, this tank requires a normal vent size of 2.5 inches and an emergency vent size of 8 inches. 6 inch normal venting was observed, and no emergency venting was observed.

These are cursory calculations based on observations at the time of inspection. The Owner should verify venting capacity satisfies the requirements of an applicable standard for the system operating parameters (e.g. API-2000, NFPA-30, UL-142).
