About this file

This document is an Inspection Report for a diesel tank (CU-127-AST-01) located in Cutler, Maine. The report was prepared by Applied Technical Services (ATS) and provides a condition assessment of the external and internal components of the tank. Key findings include:

The tank's exterior shows scattered coating failure, surface rust, and biological growth. Access to some components was limited, so a more thorough external inspection may be needed. The concrete foundation shows deterioration. The report recommends coating repairs, verifying adequate overpressure protection, and scheduling future inspections per API-653 guidelines. No UT thickness data was collected, as it was not part of the inspection scope. Overall, the report identifies several priority action items to address the equipment's condition.

Proprietary Document. To be reproduced only in full.

An earthen berm was observed. No visible deterioration or damage observed.

The tank's nameplate has been painted over. Coating failure and surface rust observed on access ladder and platform.

None was observed on this equipment.

Roof

Inspection of this component was limited due to accessibility. Scattered coating failure and surface rust observed. Biological growth

(mold/moss) observed throughout.

Floor Chime

This was observed on the roof. No visible deterioration or damage observed.

Overflow

Scattered coating failure and surface rust observed. Heavy biological growth was observed throughout.

Anchorage

No anchors observed.

Foundation

This report identifies the over-pressure protection that was readily obvious during inspection. No determination of relief capacity was made by ATS. The owner should verify properly sized protection is provided for the system.

Normal Venting

Shell

Inspection of this component was limited due to accessibility. Scattered coating failure and surface rust observed.

Nozzles

Inspection of this component was limited due to accessibility. Scattered coating failure and surface rust observed.

Nameplate/Platforms/Ladders/Labels

A concrete support pad is the foundation for this equipment. Concrete deterioration observed throughout.

ATS performed inspections in general accordance with API-653. This report lists the results of inspection and provides a condition assessment of the equipment based upon the information gathered.

External inspections were performed from the ground and available ladders/platforms. External inspections were limited due to a lack of access (or height restrictions).

Grounding Cables

More than 3 grounding cables were observed. No visible deterioration or damage observed.

Analysis

This equipment was visually assessed in general accordance with API-653. The results listed in this report are based upon the visual inspection performed, and does not include UT thickness data analysis (as UTT was not part of the inspection scope).

3 Coating deterioration was observed.

Coat areas as necessary. Refer to coating provider for best surface preparation and coating application.

External inspection was limited due to access.

The performance of a more thorough (i.e. not limited) external inspection may be considered to better assess the condition of the equipment.

Venting was observed. No determination of venting capacity was made by ATS.

Owner should verify venting capacity satisfies the requirements of an applicable standard for the system operating parameters (e.g.

API-2000, NFPA-30, UL-142).

Observation / Finding Action Item Priority

Priority 1 - High likelihood/consequence of failure (or) Critical code/standard deficiency (or) May not be fit for service without action

Priority 2 - Med likelihood/consequence of failure (or) Add'l info needed for evaluation (or) Action may be considered for continued service

Priority 3 - Low likelihood/consequence of failure (or) Non-critical code/standard deficiency (or) Best practice/preventative maintenance

Action items listed below are based on observations recorded at the time of inspection and/or findings determined during the post-inspection analysis. Priority "1", "2", "3" has been applied and is defined as:
