About this file
This document contains an inspection report for an aboveground storage tank (AST). The report provides details of the inspection conducted by Applied Technical Services, Inc. on an AST located at a facility in Kittery, Maine. The inspection was performed in accordance with API 653 standards.
The report includes general equipment information, executive summary, recommendations, photographs, personnel qualifications, reference standards, and plans for future inspections. Based on visual inspection, the external condition of the tank was found to be fair with some coating failures and surface rust observed where insulation had been removed. Access was limited by the insulation. Internally, limited inspection was also conducted due to insulation, but no defects or deterioration were observed. Recommendations included replacing the compromised insulation to prevent further corrosion under insulation, and conducting a more thorough inspection for full assessment. Priority 1 and 2 action items were identified.

Internal access gained via:
This report contains the results of the field inspections performed. Inspections and analysis were performed in general accordance with the standards listed in "General Equipment Information". Inspections were limited to areas of accessibility. Prioritized action items and subsequent inspection frequencies have been outlined in this report and should be addressed.
Any non-destructive testing (NDT) performed within this scope of work was completed utilizing trained personnel meeting the requirements of SNT-TC-1A. NDT methods were performed in accordance with the codes, standards, or client specifications agreed upon with the client/owner.

Analysis
The external inspection was limited due to insulation. The performance of a more thorough external inspection may be considered in order to fully assess the condition of the equipment. This can be accomplished with additional insulation removal during future inspections. No visible deterioration or damage was observed at the time of inspection.
Analysis was performed in general accordance with API-653.
The insulation should be replaced as soon as practicable to prevent further CUI (corrosion under insulation) of tank shell, roof, chime, and nozzles.
2Significant biological growth on/around the tank due to water under insulation.3
313292
Performance of a more thorough inspection may be considered in order to fully assess the condition of the equipment. 2Inspection was limited due to insulation.2
Because process variables can change over time, the Owner should verify the venting capacity for the system meet the requirements of an applicable standard.
(e.g. API 2000, NFPA 30).
As outlined in API 650 (5.8.5), venting should be designed in accordance with applicable standards.
Observation Recommended Action Priority
Priority 1 - High likelihood/consequence of failure (or) Critical code/standard deficiency (or) May not be fit for service without action Priority 2 - Med likelihood/consequence of failure (or) Add'l info needed for evaluation (or) Repair may be considered for continued service Priority 3 - Low likelihood/consequence of failure (or) Non-critical code/standard deficiency (or) Best practice/preventative maintenance
Action items listed in the table below are based upon observations recorded at the time of the on-site inspection and/or as determined during the post-inspection data evaluation. Prioritization has been applied, and is defined as "1", "2", "3":
