1 SCOPE OF WORK:

The project will repair fuel tank deficiencies for the two 60,000 Gallon #2 fuel oil tanks located at PNSY-72 (Tanks A-101 and A-102): The work includes the following and incidental related work:

Note: All work listed below applies to both tanks unless explicitly stated otherwise.

1.1 Tank Shell

The shell diameter is 20 feet and has 2½” of insulation on the tank exterior; the height up the side of the tank to the start of the insulated conical roof was just over 28 feet.

1.1.1 Insulation

Both tanks are experiencing severe corrosion due to Corrosion Under

Insulation (CUI). This includes the entire shell and roof exterior surfaces. The entire tank exterior insulation shall be removed. The insulation is presumed to be foamglass insulation with Asbestos Containing Material (ACM) in the caulking used for the insulation.

1.1.2 Coating

The coating of the roof and exterior shells appear to be completely beyond their service life and require new tank coating to technical standards.

1.1.2.1 Pressure Wash

Subj: ST19-0831 Repair Oil Storage Tanks

Date: 1/25/2021

Page: 2 of 19

Rev 21a

Once all the insulation is removed from the tanks, exteriors shall be pressure washed to remove any dirt and vegetation. Pressure washing shall meet SSPC-SP01.

1.1.2.2 Abrasive Blasting

Because of significant corrosive damage to the tank shell under the insulation, abrasive blasting shall be completed to the tank shell and roof to remove corrosion. This may include steel repairs followed by abrasively blasting off all heavy rust to bring the tank exterior meet the requirements of NACE 3/SSPC SP6 Commercial Blast Finish.

1.1.2.3 Paint

Once the pressure washing and abrasive blasting is completed, the tank shall be painted with either two coats of Sherwin-Williams

Macropoxy 646(or approved equivalent) or an alternative coating system consisting of one coat of Sherwin-Williams Macropoxy

646(or approved equivalent) followed by a topcoat of Sherwin-

Williams Acrolon 218 aliphatic urethane(or approved equivalent).

Color to be determined based on available options.

Slip-resistant coating is required on the roof at the sample gauge well, the roof manhole, and stairs.

1.1.3 Chime

Between the concrete pad and beneath the steel tank floor a gap varies between ¼” and ½” in the few locations. See Figure 2.1.3

Figure 2.1.3: Tank Chime Gap Example

The repairs for this is to pressure wash out of this gap all of the rust, dirt and accumulated organic material beneath the floor. This should be followed by an application of Sherwin-Williams Macropoxy 5000 Penetrating Primer Sealer(or approved equivalent) on both the outside the tank and under the floor. Under the floor, the painting contractor is limited to merely squirting the sealer into the gap.

Once it is cured, a foam backer rod is inserted and covered with a sealing caulk applied over the outer gap edge of the floor. This caulk edge is finished downward at

Page: 3 of 19 a 45 degrees to facilitate drainage. Either an oil-resilient urethane or a polysulfide caulk must be used for this application.

1.2 Stairs and Ladders

All stairs and ladders shall be recoated to meet current standards. Slip-resistant coating is required on all stairs and ladder treads.

1.3 Concrete

1.3.1 There are minor cracks and spalling in the concrete dike floor and walls. The contractor shall repair all existing cracks and spalling according to the ACI

Publication 224.1R-07 Causes, Evaluations and Repair of Cracks in Concrete

Structures Piping and Valve.

1.3.2 As part of the abandoned piping, one of these pipes is 8” diameter and passes through the northeast corner of the dike wall before being cut off. The hole shall be patched once abandoned piping is removed.

1.3.3 Fuel Tank Containment Lining

The containment shall be lined per guidance given in ICRI Guideline No.

310.2-1997 - Selecting and Specifying Concrete Surface Preparation for

Sealers, Coatings and Polymer Overlays. Containment lining shall be slip resistance on ground floor.

1.4 Fuel Tank Components
