QUESTION RESPONSE
1 General What percentage of concrete containment walls/floor need repair?
The entire interior of the containments requires a new lining. About 25% of the containment requires patch repair
2 General What percentage of steel AST surface needs repair?
The entire tank surface is covered with insulation so there is no way to determine this. The contractor shall assume that the entire surface needs to be repaired.
3 General Where is the existing fuel oil equipment located?
The fuel oil skid is located on the interior of the B72 basement level.
Approximately 50ft away
4 General What is the size and type of the existing fuel oil filling equipment
The existing filling station is a field fabricated steel pipe system with no remote fill box. The line is approximately 2" diameter piping with a shut off valve
5 General Where is the oil/water separator located?
The oil/water separator is located outside the containment wall near the fill station in the street. It is accessible through a grate.
6 General What are the dimensions of the existing oil/water separator?
The oil/water separator is located outside the containment wall near the fill station in the street. It is accessible through a grate.
7 General Can drawings of the B72 fuel oil skid be provided?
Please See the attached PPI Attachment Q7 - Fuel Oil Skid Drawing
8 General Are as-built drawings of the AST fuel oil system available?
Please See the attached PPI Attachment Q8 -Fuel Oil OneLine Drawing
9 General Does the Navy intend to re-insulate the ASTs?
The Navy does not intend to re-insulate the ASTs.
10 General What percentage of piping coating needs repair?
Based on the condition of the piping assume all the exterior piping requires new coating repair
11 General Is a temporary fuel oil tank required during construction?
No, the fuel tank work shall be phased.
One tank can be empty and the other shall remain full. Transfer between the tanks can be completed after the completion of the other

“Informatio n for the Site Visit pertaining to the seed project will be issued via Amendmen t once the final date/locatio n has been determined.
Would the Navy please confirm that there will be a site visit for the seed project?
Site visit information provided with Amendment 0001.
14 Section 00 21 16 Solicitatio n Page 18
“Informatio n for the Site Visit pertaining to the seed project will be issued via Amendmen t once the final date/locatio n has been determined.
As of mid-August, the amendment with information regarding the site visit has not been posted and we are coming up to the deadline for pre-proposal inquiries (14 days before the August 31 proposal due date).
Will the deadline for PPIs be extended to allow time for questions to be submitted after the site visit?
Site visit information provided with Amendment 0001. Proposal due date extended to 23 September 2021. PPI deadline remains 14 days before proposal due date.

Block 13D
“Offers providing less than calendar days for Governmen t acceptance after the date offers are due will not be considered and will be rejected.”
Will the Navy consider reducing the pricing validity period from 120 days to 60 days?
This is a volatile construction market and several subcontractors who might bid on the seed project will not hold their prices for more than 60 days.
Shortening the pricing validity period may result in lower proposed prices for the seed project.
Propose per RFP.
16 Sol P. 16 P. 5.2 The submission requirements state the following are required:
1 original, 1 copy, 1 CD, and a DOD link Submission. Is this Correct?
Yes.
17 Sol P.16 P.5.2 Would the government consider accepting pricing through the DoD link drop off in lieu of with the hard copy submission? If we submit the pricing in with the hard copy submission it decreases the time subcontractors have to bid the project and may reduce competition.
Per RFP, page 16, 5.2 Proposal Submission Instructions, allows for pricing to be submitted electronically.
18 6 of 59 Section 2 Para 1
What is required to be submitted? Page 6 references only the seed project with no options while multiple other sections of the RFP mention multiple options. Thanks.
Please reference Solicitation 01 00 00 - General Requirements for the correct information on submission requirements for the seed project. Attachment 1 is to be completed in its entirety.
19 5.1 Site Visit The RFP states that a site visit will be scheduled and the date will be announced by an Amendment. Has a date and time been established for the site visit?
Amendment 0001 provides site visit information.
20 SF 1442,
Block 13
Proposal Deadline
The current proposal due date remains August 31, which is 14 days from today.
However, we have not received an Amendment to schedule a site visit.
May we have a 2 week extension for the proposal deadline;
which would make the deadline September 17, 2021?
Proposal due date has been extended to 23 September 2021 NLT 2:00 PM EST.
21 Page 10 Paragraph 8 The RFP states the following: If an Offeror is utilizing experience information of affiliates/subsidiaries/pa rent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/pare nt firm will have meaningful involvement in the performance of the contract or the Government may not consider the project.
For Tribal Companies such as ours, we base our experience and past performance on FAR 15.305[a][2][iii]; which states that TRIBAL 8(a)s may claim the past performance of sister companies and key management personnel during the evaluation period of award (FAR 15.305[a][2][iii]).
If there will be meaningful involvement from the affiliate/subsidiary, does the FAR statement hold true for this solicitation No.

Evaluation Factors for Award references “Representations and Certifications required by Section 00600 of the RFP”.
There is no Section 00600 in the RFP, there is a Section 00 45 00 Representations and Certifications. Please clarify.
Section 00 45 00 is Representations and Certifications.
23 7 of 59 00 21 16 5.3.(a).(1) Proposal requires a separate Price CD to be included with the Price Volume. Section 00 21 16, paragraph 5.2 (page 16 of 59) related to the Proposal submission states that a CD containing both the price information and non-price information is to be provided with the hard copies. Please confirm that the Navy wants the price information included on the CD that is submitted with the non-price information.
Offeror may submit separate Price and Non-Price electronic files contained on one (1) CD-ROM.
24 3 of 3 Attachment F - Price Proposal Form
Note k. Note k. states: “If any of the CLIN’s 0002- 0005 are exercised, additional bonding and consent of surety is required.
Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all CLIN’s.”
Please confirm that the initial performance bond, prior to exercising any CLIN Options, is only for the contract amount initially awarded and the bond amount will be increased incrementally as each CLIN Option is awarded.
Payment and performance bonds shall be for the total submitted price including all options.

Interior are to be cleaned per API Standard 2015. Requirements for Safe Entry and Cleaning of Petroleum.
27 13 of 19 Scope of Work
4.1.1 The estimated On Site
Time is 100 days. This conflicts with the paragraph 4.5 requirement that states “The contractor shall mobilize and commence work as soon as reasonably feasible from date of contract award but no later than 3-4 weeks after award.”
The 3-4 week mobilization and commence work requirement is not reasonable considering the need to prepare and gain approval (4 week or 20 working day Government review time) of the HazMat (asbestos/lead) Plans and other pre-construction submittals.
The mobilization and commencement of work start should be the contractor’s responsibility to establish based on the work activity duration and sequencing requirements.
Please resolve the above stated conflicts.
" but no later than 3-4 weeks after award." shall be removed from SOW.
See updated SOW”
28 2 of 19 Scope of Work
1.1.2.2 This states in part “This
may include steel repairs…” Question #1 – how will the determination to repair steel plate be made? Typically the condition of tank plate is determined by completing non-destructive testing of the plate. Access to the inside of the tank would be required to assess the condition of the tank bottom plate. Please advise who will be responsible for plate assessment and what methods will be used to assess the plate condition.
Question #2 – As it not possible to determine the amount of plate that will require replacement please confirm that any plate replacement will be handled as a differing site condition via a modification to the contract. If not, a unit price should be established as part of the Price Proposal Form to establish a cost for plate replacement.
Q1. NDT has been completed on the tanks and no steel repairs are expected.
Visual inspection of the outside of the tank shall be completed and any areas of note shall be called out.
Q2. No steel plate repairs are expected.
29 01 35 26.00
1.6.1.2 This states the SSHO
cannot be the QC Manager, specification 01 45 00.10 22,1.5.1.1 states the QC Manager cannot be the Superintendent, specification 01 30
00.00 22, 1.4.2 states the Superintendent cannot be the SSHO.
From this the requirement is for a 3 person field staff, considering the size and scope of this project this level of field staffing seems excessive, would the Government consider a 2 person staff with the QC Manager also performing the duties of the SSHO?
Per current guidance 3 person field staffing is required.
30 Drawing
GI101
Drawing shows a 20’ x 30’ contractor laydown area.
Question #1 – will a location be provided for the contractor’s office trailer?
Question #2 – this 20’ x 30’ location will not be adequate for the blasting and painting equipment that includes a compressor trailer, dust collector and generator. Are there other locations in a reasonable distance for this equipment?
No additional laydown is available in the area.
31 Scope of Work Attachment D
1.1.2.1 This describes pressure
washing prior to abrasive blasting.
Considering the potential lead based paint on the tanks this is an unnecessary step and creates a requirement to contain and dispose of this wash water as a hazardous lead containing wash water.
This step should be eliminated as the abrasive blasting will remove any dirt and vegetation.
Pressure Washing prior to abrasive blasting shall be removed from the scope.
32 Attachment F -Price Proposal Form
CLIN001 Base Price includes “repairing two stairs”.
The requirement to repair the existing tank stairs is not listed in the Statement of Work.
Please clarify.
Both tank stairs require new coatings and anti-slip treads.
33 Scope of Work Attachment D
1.4.1 Overfill Alarm, indicates a remote annunciator connected to the main control panel inside the plant.
Please provide a drawing showing the route of the conduit between the existing tanks and the main control panel.

between the existing tanks and the main control panel.
35 Drawing General Note #2
States “Work for this project shall be phases to accommodate minimal plan shutdown periods.” Please clarify what the phase are to be, can both tanks be painted at the same time?
Each tank shall be drained and cleaned before any abrasive blasting is to occur.
To minimize the outage fuel shall be transferred fully to one tank while work on the other is completed.
36 General Are there any local PNSY or NAVFAC safety requirements that would prevent the tanks from being abrasively blasted with product inside of the tanks? If there are please provide the specific requirements for tank condition prior to abrasive blasting.
Per Fuel Tank SME guidance and safety requirements the tanks shall be empty and gas-free before blasting. See API Std 2015.
1. Potential contamination of the contents.
2. Adverse effects of building a static charge on the shell.
3. Excessive heat from blasting the shell volatizes the contents.

“The contractor shall be required to (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed”. Attachment D SOW Section 4 Period of Performance states that the Base Bid Period of Overall Performance is 200 Calendar days and the estimated on-site time is 100 Calendar days. Please provide further clarity as to the “work” that is required to commence within 15 days of NTP per FAR 52.211-10.
Would this “work” just relate to preparation activities and not physical construction?
With the anticipated award and overall period of performance duration, the weather may not be suitable to start physical work within 15 days.
Fifteen (15) calendar days after award is the time period to receive and authenticate the payment and performance bonds.
50 Scope of Work Attachment D
