About this file

This hazardous material sampling and testing report documents the results of surveys and sampling conducted at two exterior tanks associated with Building 72 at the Portsmouth Naval Shipyard. Suspect asbestos-containing materials and paint samples were collected from the tanks and analyzed for asbestos, RCRA metals, and polychlorinated biphenyls (PCBs). Analytical results found no detectable asbestos in any samples. Various metals were detected in paint samples, with the highest concentrations found in layered red and yellow paint. Four resampled paints had PCB reporting limits that exceeded thresholds for classification as PCB bulk product waste, while three resamples had limits greater than 1 mg/kg but less than 50 mg/kg. The report provides sample locations, descriptions, analytical results, and recommendations for management and disposal of materials based on contaminant levels.

Subject: Urgent Service Order, Hazardous Material Sampling & Testing Report

Location: PNSY – Building 72 Tanks 1 and 2 Contract No: N4008520D0047

Dear Ms. Tardif and Mr. Brown:

Credere Associates, LLC (Credere) is providing this Hazardous Material Sampling & Testing Report of activities conducted between March 22 and May 13, 2021, at two exterior tanks associated with Building 72 at the Portsmouth Naval Shipyard (PNSY). The work was conducted in accordance with NAVFAC Contract No. N4008520D0047 (Contract) awarded on May 1, 2020, Maine Department of Environmental Protection (DEP) Chapter 425: Asbestos Management Regulations (Chapter 425), and Maine DEP Chapter 424: Lead Management Regulations (Chapter 424). This summary aims to provide a brief narrative of work performed and associated analytical results.

Sampling Requests and Objectives In preparation for tank refurbishing, Credere conducted a survey of suspect asbestos-containing building materials and paint potentially containing Resource Conservation and Recovery Act (RCRA) Metals and Polychlorinated Biphenyls (PCBs) on two exterior tanks identified by NAVFAC as Tank 1 and Tank 2 located adjacent to Building 72. Building material sampling was conducted on unique materials identified during the survey with consideration of a NAVFAC proposed scope of work presented in email correspondence dated March 17, 2021. The sample locations, IDs, and descriptions are shown on the attached Figure 1.

Prior Asbestos Testing NAVFAC provided Credere with asbestos sampling results from the exterior tanks that was conducted on April 5, 2005. According to an April 18, 2005, Memorandum by the Portsmouth Naval Shipyard Occupational Health and Safety Office, asbestos was detected in one “caulking-like material” identified at the top of Tank #2 underneath the insulating cover material. The 2005 Memorandum also

Hazardous Material Sampling & Testing Report June 22, 2021 PNSY, Building 72 Tanks 1 and 2 Page 2 of 5 indicated that the positive asbestos sample may have been collected from the insulating cover material itself. The Memorandum indicated that the extent of this material and whether it was on both tanks was unknown. A copy of the April 18, 2005, Memorandum is included as Attachment C. Credere specifically looked for this material in May 2021. Limited materials were observed under the antiskid and insulating cover; it is unclear if observed materials were the same materials sampled in 2005.

Additional samples were collected with the results discussed below.

Asbestos Sampling and Results In March and May 2021, suspect asbestos-containing materials (ACMs) were collected from the two tanks by a Credere Maine Certified Asbestos Inspector. Copies of the inspector’s certifications are included as Attachment A. A total of nine (9) suspect ACMs were sampled in triplicate (27 total samples). The sampling was performed in accordance with Maine DEP Chapter 425 Asbestos Regulations. Collected samples were submitted to EMSL Analytical, Inc. of South Portland, Maine for laboratory analysis by Polarized Light Microscopy according to U.S. Environmental Protection Agency (EPA) Method 600/R-93/116. Sample locations, ID’s, and descriptions are summarized on Table 1. The laboratory reports are included in Attachment B. The survey locations with sample ID’s and descriptions included the following:

CA-SACM-1 (A,B,C) – Tank 2 Black/gray, foam insulation, ground level of tank CA-SACM-2 (A,B,C) – Tank 1 White, caulk (patches), top of tank CA-SACM-3 (A,B,C) – Tank 1 Black/gray, woven/tar (patches), ground level of tank CA-SACM-4 (A,B,C) – Tank 2 Black/gray, woven/tar (original), ground level of tank CA-SACM-5 (A,B,C) – Tank 2 Black, tar/caulk, around pipes and extrusions CA-SACM-6 (A,B,C) – Tank 1 Yellow, anti-skid material, top of tank CA-SACM-7 (A,B,C) – Tank 2 Black/gray, caulk/adhesive, top of tank (possible 2005 material) CA-SACM-8 (A,B,C) – Containment Area Grey, caulk, concrete wall seams/penetrations CA-SACM-9 (A,B,C) – Containment Area Grey, caulk, between the concrete wall and asphalt

Based on the laboratory results, no materials sampled during the March or May 2021 sampling events were found to contain detectable asbestos. It should be noted that Credere attempted to locate and resample the material identified in 2005. The tanks were observed to be approximately 40-foot high cylinders that were covered with a foam type insultation and a woven cladding material. Spiral stairs were connected to each tank that provided access to the top of the tanks. A portion of the tank cover material on the outer rim of the tank top was coated with a yellow paint like anti-skid material. The only materials Credere identified that may have been the 2005 sampled caulk like substance included white patch caulking on the top of Tank 1 (CA-SACM-2), and a black to gray adhesive type caulking (CA-SACM-7); however, it is unclear if the 2005 sampled material remains on Site. No other caulking like materials were observed on either tank. If the positive asbestos-containing material identified in April 2005 is observed during future work involving these tanks, it should be properly abated in accordance with Maine DEP Chapter 425. The Credere asbestos inspector suggested that the 2005 material might have been an adhesive used to attach antiskid material on top of the tanks although it was not detected in sample CA-SACM-7. If present it would be difficult to identify or estimate the

PNSY, Building 72 Tanks 1 and 2 Page 3 of 5 extent without removing all the antiskid material, which only covers a relatively small portion of each tank roof with an estimate of approximately 60 square feet on each tank.

Additionally, the gaskets at pipe joints and valves and the valve packings should all be considered ACMs. These components, if removed, are usually removed intact. It is unclear from the work order if these fixtures will be disturbed or removed during renovation.

If any unidentified suspect ACMs are observed during future work, they should either be tested or assumed to contain asbestos and properly abated in accordance with Maine DEP Chapter 425.

Paint Chip Sampling and Results Credere collected paint chip samples from the tanks and associated structures in accordance with Maine DEP Chapter 424 Lead Regulations. On March 22, 2021, four samples were collected and submitted to Absolute Resource Associates of Portsmouth (ARA), New Hampshire for RCRA 8 Metals analysis by EPA Methods 6020/7471 and Polychlorinated Biphenyl (PCB) analysis by EPA Method 8082. Sample collection was chosen considering unique paint types and colors. The initial PCB results were inconclusive due to matrix interference, and an additional seven samples were collected on May 6, 2021. These samples were split and analyzed for PCBs using two different extraction and cleanup methods more amenable to PCBs in paints1. Sample locations, sample ID’s, and descriptions are summarized on Table 2. The laboratory reports are included in Attachment B.

The survey locations with sample ID’s and descriptions included the following:

1 Technical Guidance for Determining the Presence of Polychlorinated Biphenyls (PCBs) at Regulated Concentrations on Vessels (Ships) to be Reflagged, US EPA, Nov 2013

PNSY, Building 72 Tanks 1 and 2 Page 4 of 5

Analytical results indicated that various metals were detected in each of the four samples. The highest concentrations of detected metals were found in sample CA-PC-3 collected from layered red and yellow paint observed on portions of the tanks, the associated stairs, and various fittings on the tanks.

Should the RCRA metals analytical data be used for disposal consideration, the “Rule of 20” was applied to sample results to determine the potential of “toxicity characteristic” as a hazardous waste.

The Rule of 20 is calculated with the total concentration results divided by 20 and compared to EPA Toxic Characteristic Leaching Procedure (TCLP) regulatory limits listed on Table 1 in 40 CFR Section §261.24. If the total concentration of an analyte is less than 20 times the TCLP limit, then the sample cannot leach enough of that constituent to exceed the standard.

As previously mentioned, the four initial samples collected on March 22 were inconclusive to the presence of PCBs due to matrix interference and were resampled on May 11 and submitted for analysis. Resampling of CA-PC-1 was not conducted at the same location because the yellow paint could not be separated from the antiskid material, so other yellow paint that could be separated was sampled and collected as CA-PC-8. Similar to the March results, the reporting limits achieved during the May testing for some samples were above the Toxic Substances Control Act (TSCA) regulatory definition (40 CFR 761.3) of a PCB Bulk Product ≥50 milligrams per kilogram (mg/kg) due to matrix interference and necessary laboratory dilution. According to ARA, the material was difficult to analyze and indicated that collecting new samples may not necessarily reduce the reporting limits.

PCB analytical results of the paint chip samples are provided in Table 2.

The PCB reporting limits were compared to the TSCA definition of a PCB bulk product waste (≥50 mg/kg), which would be required for removal and disposal under 40 CFR 761.62. Materials that contain total PCBs at a concentration of equal to or greater than 1 mg/kg but less than 50 mg/kg are not regulated by TSCA for disposal as long as they remain in use. However, if materials with those concentrations are removed from use, such as through demolition or renovation, they must be disposed at a facility that is licensed to accept this waste in accordance with state regulations. Building materials that contain total PCBs at a concentration of less than 1 mg/kg are unrestricted for future use and/or disposal [40 CFR 761.61(a)(4)(A)].

Four of the seven paint resamples (CA-PC-6, CA-PC-7, CA-PC-9, and CA-PC-11) were found to have reporting limits that exceed the 50 mg/kg threshold for PCB Bulk Product Waste, and conservatively should be managed as PCB Bulk Product Waste. These materials include gray paint on tanks and/or pipes, gray/black paint on the outer fibrous coating, and black paint on the pipes. The remaining three resamples (CA-PC-5, CA-PC-8, and CA-PC-10) were found to have reporting limits greater than 1 mg/kg and less than 50 mg/kg. If these materials (red paint on the tank and/or stairs and black or yellow paint on the stanchions) are removed, conservatively these materials should be disposed of at a facility licensed to accept PCBs at “as-found” concentrations.
