QUESTION RESPONSE
21 Page 10 Paragraph 8 The RFP states the following: If an Offeror is utilizing experience information of affiliates/subsidiaries/pa rent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/pare nt firm will have meaningful involvement in the performance of the contract or the Government may not consider the project.
For Tribal Companies such as ours, we base our experience and past performance on FAR 15.305[a][2][iii]; which states that TRIBAL 8(a)s may claim the past performance of sister companies and key management personnel during the evaluation period of award (FAR 15.305[a][2][iii]).
If there will be meaningful involvement from the affiliate/subsidiary, does the FAR statement hold true for this solicitation No.

1.6.1.2 Spec says QC Manager
cannot be SSHO.
Which spec should be followed?
Three (3) hats of supervision is required at this time
87 Amend #2 PPI #29 The answer to PPI #29 says that three individuals are required to manage the work of this contract. However, Section 13 .3 of the SOW indicates that the QC Manager can also be the Site Supervisor for the seed project.
Does the SOW supersede the requirements of this the amendment?
Three (3) hats of supervision is required at this time.

2.2.2 Presently there is no
stipulated order of award for bid options #1 thru #4, however all options contain an award period of 100 days following award of the Base Bid. Of specific concern are options #1, #2, #3.
With no specific order of award each option price will need to be developed to include a respective increase in overhead costs associated with the projected increase in performance period.
With no known order of award these overhead costs could become duplicative if multiple
There is no stipulated order of award options are awarded as currently stated in the
RFP.
For example, Option #1 adds 90 calendar days so theoretically 90 days of overhead would be added to the bid.
Option #2 adds 60 calendar days so theoretically 60 days of overhead would be added to the bid, and so forth for Option #3. So, if all four Options are awarded theoretically no more than 90 days would be required however due to no stated order of Option award a total of 210 days of overhead would have been priced into the bid amount for the four options.
Please clarify the order of the Option award to avoid this duplication of costs.
90 Price Proposal Form- Attachment F
Contract Line Item Note i
This note states in part “If any or all option items are exercised, the contract completion date remains the same as that of the base price (CLIN 0001), as the work required by these options can be performed concurrent to the base work.” Please confirm as the Option items (Notes e, f, g) all indicate the performance period will be extended if the Options CLIN 0002, 0003 and 0004 are awarded.

123 Amend #2 Questions 68 & 69
Amendment #2 – responses to PPI 68 &
69. The information provided by the Government in responses to PPI 68 & 69 does not provide the sizing, capacities, demands etc for the existing Fuel Oil Pump Skid. The drawings are schematic. SOW page 21a para 1.6.1 states to “provide D-B services to replace all pumps, strainers, valves, controls, and any additional accessories to the fuel oil pump skid located in B72. The system shall be complete and usable and meet all current capabilities and new standards and specifications.” Please provide current data for fuel usage from all appliances, minimum supply capacity, required supply duration and maximum consumption rates for supplied equipment.
If AS-BUILT information is not available – Govt to provide assumptions for bidding purposes to allow for qualified pricing from all Contractors.

125 Amendme nt #2
1.7.1 Fuel
Oil Water Separator
PPI 71 – The Government response to PPI 71 does not provide enough clarification to Size the new oil/water separator. Are we to size this Unit to service the containment, draining of existing boilers, and heavy rainfalls (per the Government Response)?
If so – we will need additional information on the quantity of boilers, inspection schedule and also asbuilts of the existing grades in this area to quantify rainfall calculations. Please clarify the Government response or confirm that we are to size the new oil water separator for the tank containment area only.
Oil Water Separator shall be sized for the fuel tank containment alone. Please disregard PPI #71. See PPI Attachment
- Equipment list for additional information
126 Amend #2 PPI #74 Answer to PPI 74 indicates that the system needs to allow for fill as well as dispensing. The fuel oil that is stored in the tanks is likely dyed and is not allowable for over the road use. Is a dispensing system really desired?
Option #3: Fuel Oil Fill Station shall be removed from the RFP. Section 1.8 from the SOW shall be disregarded.
127 Amendme nt 2
Amendment 2 provided the ACM sampling test results, since there is no ACM, how do we proceed?
Based on the June 22, 2021 Building 72 Fuel Tanks Hazardous Material Sampling & Testing Report, previously provided to bidders under Amendment 2, the following should be considered presumed asbestos containing material (PACM) and should be managed accordingly, pursuant to the project specifications, PNSY and Navy requirements, and local, state and federal statutes and regulations:
- The adhesive and/or caulk used to attach antiskid material on top of the two tanks. The estimated area of PACM to be managed is estimated at 60 square feet per tank (total of 120 square feet).
- The gaskets at pipe joints and valves, and the valve packings, for all piping and fixtures to be disturbed or removed during tank renovation
128 M101 Drawing M101 only shows a single fuel oil return line, is this correct?
Yes. The fuel oil return line is a single line until it splits as it enters the containment area.
129 General Is there a basis of design for the oil water reparatory? Flow?
See PPI Attachment #95 - B72 Fuel Oil Water Separator As built for OWS requirements and operations.
130 General Please clarify the use of the tanks as emergency truck fuel, is there to be a dispenser?
Option #3: Fuel Oil Fill Station shall be removed from the RFP. Section 1.8 from the SOW shall be disregarded.
131 General Fuel oil pumps, please provide the requied flow and output pressure.
See PPI Attachment #95 - B72 Fuel Oil Water Separator As built for OWS requirements and operations.
