Please confirm a PZC 26 profile will be an acceptable alternative.
The layout currently provided in the drawings is based on an NZ26 intermediate steel sheet pile (SSP).
Alternate SSP profiles would be acceptable if they and the overall combi-wall system meet all structural and other contract requirements. If an alternate SSP profile is utilized, the Contractor shall provide updated layouts affected by this change for review and approval by the Contracting Officer.

CN101 shows the existing contours near the North Face wall (outboard) is at -11.0 to -15.0’ elevation. The new PC fascia panel is installed to a -22’ elevation.
Section A1 on SS301 shows the existing mudline to be below the -22.0’ elevation.
Please clarify which is correct.
Refer to Amendment 0006;
Summary of changes. The existing mudline will graphically be shown above the bottom of fascia at EL -22.00 NAVD88 with a note that indicates the elevation varies and to refer to the dredging plans for existing mudline elevation. Refer to revised Drawing
SS301.
307 CN101
& SS301
If elevation on CN101 is correct, please clarify if the contractor expected to excavate / dredge this 10’ of material prior to combination wall installation. The prewelded studs will be damaged, if driven through the mudline.
Where the existing mudline along the CEP-176 alignment is higher than -
22.00 NAVD88, it is anticipated that
select dredging will be required at these specific locations after installation of the new steel pipe/sheet pile combi-wall to facilitate construction of the concrete fascia.
308 CN101
& SS301
Please confirm the existing North Face bulkhead can handle being dredged to a - 23’ elevation.
The 1943 original as-built construction drawings for CEP-176 are poor quality and unable to be read. For reference, subsequent repair drawings from 1946 and 1982 appear to show the mudline adjacent to the existing bulkhead as -
10.0 Mean Low Water (MLW) and
sloping down to the dredge depth.
Repair drawings from 2000 and the hydrographic survey for this project show the existing mudline adjacent to the existing bulkhead at the western end of CEP-176 deeper at -20.0 MLW.
The difference between MLW and NAVD88 vertical datum can be found on G-005. Localized dredging associated with debris removal to facilitate installation of the conbi-walls will be allowed down to elevation -20.0 MLW with prior approval of the Contracting Officer.
309 CN101
& SS301
If excavation / dredge is allowed prior to installation of the combination wall on the North Face, please clarify if the contractor will be able to dispose of the material at Craney Island? This excavation quantity is near 10,000 CY.
Regardless of timing, the dredged material may be placed at CIDMMA

Summary of changes.
311 SS501 From C3, please provide a detail on how the internal void filled with concrete between the combi-wall and the precast fascia terminates between Pipe Pile Bent 1 and the East End of CEP 176.
Refer to Amendment 0006; Summary of changes. See attached updated Detail C3/SS501. Precast concrete fascia panel at the eastern end of CEP-176 to include a return portion as shown.
Details shown on Drawing SS536 remain applicable.
312 SS501 From C1, please provide a detail on the transition of the fascia concrete from elevation -22’ to -6’ between Pipe Pile Bent 97 and 98. We cannot determine where that transition occurs.
Refer to Amendment 0006, Summary of changes. See revised drawing SS501. The overall depth of the precast concrete fascia panel at CEP-176 was established at -22.0 NAVD88 to adequately mount the heavy weather mooring FRP backer wall shown on Drawing SS551. Therefore, a bottom elevation of -22.0 NAVD88 is not needed at CEP-102 or underneath Pier
3. As such, the precast concrete fascia panel is intended to end at the northwest corner of CEP-176 near pipe pile #97. The bottom of the concrete fascia makes a transition from elevation -22.0 NAVD88 to elevation -6.0 NAVD88 at the alignment of the front face of pipe piles on the combi-wall running along the north face of CEP-
176. Contractor to form the south face of the fascia at the transition between elevation -22.0 to -6.0. For additional information, see C1/SS501 &
A4/SS501.

Bid per RFP. Refer to Summary of Changes, incorporated laydown map “Pier 3 Contractor Laydown Map”.
Height of the stored materials shall not exceed 12 feet in total height to allow for clear radar path between vessels berthed at pier 1/pier 2 and security trailer near building CEP64.
314 CP301 Section A2 states to provide a 6” weld at each interlock below the pile cap soffit.
Please confirm that the pile cap is the concrete fascia and the contractor is required to weld the interlocks together at elevation -22.5’ for Sections 1 and 2 and elevation -6.0’ for Sections 3 & 4.
The "MINIMUM 6" LONG WELD AT
EACH SHEET PILE INTERLOCK"
provided for electrical continuity as shown on Detail A2/CP301 shall be located at the top of steel sheet piles (i.e. the cutoff elevation).
315 CP301 Can the continuity weld be performed at the top of sheets?
The "MINIMUM 6" LONG WELD AT
EACH SHEET PILE INTERLOCK"
provided for electrical continuity as shown on Detail A2/CP301 shall be located at the top of steel sheet piles (i.e. the cutoff elevation).
316 CP301 The elevations for these new anodes are installed at NAVD88 elevations -26.5’, - 32.5’, - 10.5’, - and -14.5’. Please confirm that the anode installations will have to be completed after dredging operations are completed in the related areas.
Confirmed that it is anticipated that cathodic protection anodes will be installed after dredging operations are completed at locations where the existing mudline is higher than the required anode installation elevation.

Refer to Amendment 0006;
Summary of changes.
319 Note 2 SS539 How thick is the epoxy sealer that goes on top of the precast fender piles?
Epoxy sealer at the top of prestressed concrete fender piles, as identified in Note 4 on SS539, shall be applied to a Dry Film Thickness (DFT) of 14 mils.
Epoxy sealer shall be a standard manufactured product for use in this application.

Note 2 on drawing G-122 states that the transition from phase 2 to phase 3 corresponds with the substantial completion of CEP-176 structural work where Phase 3 includes the allowable dredging. Please define more clearly what is considered structural completion of CEP-176. Does this include fascia panels?
Note: it appears the precast fascias are below existing mudline in some of the areas that would lead us to be believe some dredging is required before the fascias are set. Please clarify.
Substantial completion must include installation of the new steel pipe/sheet pile combi-wall, construction of concrete fascia, and construction of the CEP-176 relieving platform prior to full-depth dredging activities in the basin. Where the existing mudline along the CEP-176 alignment is higher than -22.00 NAVD88, it is anticipated that select dredging will be required at these specific locations after installation of the new combi-wall to facilitate construction of the concrete fascia.

Per UFC 4-150-02, 6-1.5.1, number of valves is based on bleeding the water in the pipe exposed in 8 to 12 hours, thus number of valves indicated is adequate.
The manufacturer figure provided is not applicable as all of the hose connection piping on the deck are protected by heated enclosures; thus providing the valves in a heated area at the end of the pipe would not open and flush water.
