Reference Question Response
Sec. Para. Draw.#
9 Currently the construction industry, there is an on-going concern about significant fluctuations in material (fuel, steel, etc.)
costs due to inflationary pressures out of the offeror’s control. This concern was brought up in the Industry Day for this project. Does the Navy plan to adjust this solicitation to account for economic price adjustments?
At this time, it is not the Government's intention to adjust this solicitation to account for economic price adjustments. Bid per
RFP.
16 Spec 35 59
13.14 20
2.1.1;
2.7.1, 2.7.1.1
Section 2.1 of the Polymeric Fender Pile specification (Section 35 59 13.14 20) calls for the Type 4 polymeric piles.
These piles are extruded with a HDPE exterior/core and reinforced with GFRP (fiberglass) rebar. The Type 4 piles meet the abrasion resistance requirement in Section 2.7.1, and the HDPE exterior is not reactive to seawater. Please confirm that the “HDPE Sleeve” referenced in Section
2.7.1.1 is not required for the Type 4, extruded HDPE pile.
If the outer surface of the proposed Type 4 extruded HDPE pile with GFRP (fiberglass) reinforcement meets the abrasion resistance requirements specified, then an additional HDPE sleeve referenced in Specification Section 35 59 13.14 20, Paragraph 2.7.1.1 is not required. The intent of this specification is to provide fender piles along CEP-175 at the Pier 3T demolition area to match adjacent existing fender piles, see Plan C1/SS402.

Section C3
Drawing SS533 - Section A4 shows a construction joint under the outfall between the combi-wall and precast fascia panel. Drawing SS521 - Section C3 does not show a construction joint at top precast fascia panel. Provide clarification to if a construction joint is permitted for the infill concrete between combi-wall and precast fascia panel at EL. 3.17
In Section A4/SS533 the top of the fascia panel is at a lower elevation due to the presence of the outfall. The construction joint shown in Section A4/SS533 is only allowed at these localized areas where there is an outfall present. At typical sections away from the outfalls, a construction joint is allowed as shown in Section C3/SS521.
