Field Summary and Data Report – Supplemental Sediment Sampling to Support Maintenance Dredging, Norfolk Naval Station, Norfolk, Virginia PREPARED FOR: Department of the Navy – Naval Facilities Engineering Command Mid‐Atlantic
COPY TO: Project File
PREPARED BY: CH2M
DATE: November 1, 2018
This technical memorandum summarizes work performed for the Department of the Navy (Navy) Naval Facilities Engineering Command Mid‐Atlantic division, under the Navy's Comprehensive Long‐term Environmental Action ‐ Navy contract, Contract N62470‐16‐D‐9000, Contract Task Order 5278. The scope of the work is to conduct supplemental sediment sampling in support of maintenance dredging to be completed in Fiscal Year (FY) 2019 through FY 2021 at Naval Station Norfolk (NSN) in Norfolk, Virginia. The general objective of this effort is to support the Navy’s maintenance dredging program, which provides for unencumbered navigational access to NSN by naval vessels. Maintenance dredging of the berths and access channel ensures that adequate water depths are maintained and access to the facility is preserved. To maintain compliance with applicable regulations, the Navy has submitted requests to the appropriate regulatory authority for authorization of maintenance dredging activities.
Disposal at the United States Army Corps of Engineers (USACE) Craney Island Dredged Material Management Area (CIDMMA) is proposed. The data collected under this effort, and summarized herein, will be used to make the determination whether dredged sediments may be placed at the CIDMMA. If dredge material is not accepted at CIDMMA, alternative disposal options will need to be determined.
Field Investigation The field investigation is being completed in phases because of funding considerations. The field investigation was performed in accordance with the Sampling and Analysis Plan, Supplemental Sediment Sampling to Support Maintenance Dredging, Norfolk Naval Station, Norfolk, Virginia (SAP) (CH2M, 2018).
The following sections summarize the field activities. A summary of the daily field activities is provided in Table 1.
Mobilization One
The field team mobilized to the site on Monday, April 23, 2018, to begin the first phase of the field investigation. Athena Technologies of McClellanville, South Carolina (Athena), was subcontracted to provide the sampling platform and sampling support. This was provided onboard the R/V Artemis, a 35‐foot pontoon boat outfitted with an A‐frame and winch system for sediment vibracore and grab sampling. The vessel was launched from the boathouse at Pier 5T on NSN for sample collection. The CH2M HILL, Inc. (CH2M) field team set up a sample processing area in the Hydrographic Building
CEP‐188.
Sediment sampling began in the late morning of April 23, 2018, in the 12N/14S locations. Sampling activities were completed on May 4, 2018, and the sampling vessel was demobilized on the same day.
FIELD SUMMARY AND DATA REPORT – SUPPLEMENTAL SEDIMENT SAMPLING TO SUPPORT MAINTENANCE DREDGING
NORFOLK NAVAL STATION, NORFOLK, VIRGINIA
2 AX0626181252BOS
The objective for the first phase of the field investigation was to collect approximately 167 discrete samples and the associated 55 composite sediment samples from the pier areas and LAG Marina on NSN, as outlined in the SAP.
Mobilization Two
The field team mobilized to the site on Tuesday, August 7, 2018, to begin the second phase of the field investigation. Athena was subcontracted to provide the sampling platform and sampling support. This was provided onboard the R/V Artemis, a 35‐foot pontoon boat outfitted with an A‐frame and winch system for sediment vibracore and grab sampling. The vessel was launched from the boathouse at Pier 5T on NSN for sample collection. The CH2M field team set up a sample processing area in the Hydrographic Building CEP‐188.
Sediment sampling began in the late morning of August 8, 2018, in the TUG basin locations. Sampling activities were completed on August 15, 2018, and the sampling vessel was demobilized on the same day.
The objective for the second phase of the field investigation was to collect approximately 93 discrete samples and the associated 14 composite sediment samples above the currently authorized depth from the remaining pier areas, including the TUG basin and approach, the 3T and 5T basins, and the V50 fuel basin. In addition, elutriate samples (bulk sediment and site water) were collected from eight locations within the TUG basin, the 3T and 5T basins, and the V50 fuel basin.
Sediment Sampling and Processing
Sediment composites were typically comprised of three discrete samples, consisting of either surface grabs or sediment cores that were homogenized and sent to an offsite analytical laboratory.
Briefly, the sampling procedures entailed the following steps:
Position as near to possible to proposed sampling stations using submeter, real‐time kinematic differential global positioning system (RTK dGPS). Elevation data was collected using a Trimble R8 Global Navigation Satellite System (GNSS) interfaced with the Virginia Virtual Reference Station (VRS) Network. Vessel position was held using multiple anchor points or through the use of dynamic positioning (that is, use of motors). If a proposed location was not accessible, the vessel was positioned as close as practicable.
Upon arrival at each station, the water depth was measured using a weighted tape measure. The RTK dGPS data was used to calculate the real‐time tide level.
The target sampling depths and sampling mechanism were determined using the following equations.
The thickness of material above the project depth was determined by the following equation:
The target sample depth is determined using the equation:
For target sampling depths greater than 1 foot, a vibracore was used for sediment collection. A Petersen grab sampler was used for locations with a target sampling thickness of 1 foot or less.
When core samples were required, a core barrel was advanced to approximately 2 feet beyond the target sample depth to assure adequate sample recovery. Upon retrieval of the core, the excess length was cut from the bottom and the additional sediment was returned to the point of collection.
AX0626181252BOS 3
The core was then capped, the ends taped, and labeled with sample identification and indicating top and bottom for transfer to the on‐shore processing team.
Grab samples were processed on the sampling vessel as described in the SAP; core samples were processed by a shore‐based team following the procedures outlined in the SAP. Briefly, the cores were split longitudinally, measured, and logged using the Unified Soil Classification Scheme (modified for sediments).
All as‐sampled coordinates and other field measurements, including water depths, tide level, target sample depths, sample collection mechanism, core penetration, and core recovery lengths are provided in Table 2. As sampled locations and sampling mechanism are illustrated in Figures 1A through 1K. The sediment core logs, core photographs, and copies of the field note books from both mobilizations are provided in Attachment 1.
A summary of all the analytical samples submitted and the associated analyses are provided in Table 3A (sediment). Unless otherwise noted in Table 3A, the composite sediment samples slated only for total petroleum hydrocarbon (TPH) analyses were submitted for analysis with a 5‐day turn‐around‐time to allow the individual core or grab samples (that is, discrete samples) to be run within the analytical holding times if the composite samples returned results of greater than 400 milligrams per kilogram (mg/kg) TPH (80 percent of the CIDMMA limit). The data were provided to the CH2M project team and the TPH analyses for the discrete samples were cancelled or initiated upon review by the project chemist.
Surface Water Sampling
Surface water samples were collected outside of the V‐50 area (Figure 1K) on August 14, 2018, from approximately 1 meter above the sediment surface using a transfer pump with nitrile tubing for analysis of site water and elutriate preparation. Approximately 10‐tubing volumes of water were purged before sampling. Field filtered and unfiltered samples for chemical analysis were collected directly into precleaned laboratory containers. Filtered samples were passed through an inline 0.45‐micron filter before filling the containers. Unfiltered samples for elutriate preparation were placed in 2.5‐gallon low‐ density polyethylene containers. Approximately 17 gallons of site water were required for chemical analysis and elutriate testing. The surface water and elutriate samples, as well as the associated laboratory analyses are listed in Table 3B.
Investigation‐derived Waste
Investigation‐derived waste (IDW) was not generated during this event. Excess sediment from the pier area was returned to the point of collection after the analytical samples have been obtained. The SAP noted that sediments from the LAG Marina are not as well‐characterized and that excess materials from these two areas will be containerized and treated as IDW; however, no excess sediment remained after all the analytical samples were collected. Used sampling equipment, personal protective equipment, and all of the core tubes were placed into heavy duty garbage bags and disposed of in an on‐base dumpster designated by the Navy point of contact. Because of space constraints, some core liners were placed directly into dumpsters.
Demobilization
Sediment sample collection and processing during the first mobilization was completed on May 4, 2018, and Athena and CH2M demobilized from the site on the same day. Sediment sample collection and processing during the second mobilization was completed on August 14, 2018, and Athena and CH2M demobilized from the site on August 15, 2018 after vibracore testing in the TUG Basin.
4 AX0626181252BOS
Summary of Sediment Analytical Results The analytical results are summarized in the following section. The complete laboratory data reports in portable document format (PDF) are provided in Attachment 2. The data are also provided in Excel format in Attachment 3.
Total Petroleum Hydrocarbon
TPH data are provided in Table 4. The two general areas where TPH values greater than the 500 mg/kg criteria for CIDMMA were the TUG basin and the V‐50 Fuel Basin (specifically, samples from coring locations SD‐51, SD‐52, SD‐53, SD‐54, SD‐62, SD‐63, SD‐64, SD‐65, SD‐76, and SD‐79 from the TUG Basin, and location SD‐102A, B, and C; SD‐103A, and SD‐104A in the V‐50 Fuel Basin). These locations are identified using an orange marker on the Figures 1A through 1K.
Based on elevated results for the composite sample SD101, individual grabs were also analyzed. These results are also provided in Table 4; TPH concentrations were not above the acceptance criteria for the individual grab samples from this location.
Elutriate Sample Results
Modified elutriate samples (also called effluent elutriates) were prepared from samples collected from Area 3T, Area 5T, TUG basin, and the V50 fuel basin. The elutriate samples, along with the site water sample collected to prepare the elutriate samples, were analyzed for the parameters denoted in Table 3B.
The bulk sediment, site water, and elutriate results are summarized by parameter class in Table 5. The site water data are listed first, followed by the bulk sediment and elutriate results (total and dissolved) for each of the sampling locations. These data will be used by USACE to determine if dredge material from each of these areas is acceptable for disposal at CIDMMA. Sediment data are compared to the Effects Range‐Low and Effects Range‐Median presented in the National Oceanic and Atmospheric Administration (NOAA) Screening Quick Reference Tables (SQuiRTs)1. The elutriate sample results are compared to the acute and chronic Virginia Water Quality Standards (VAWQS; 9 VAC 25‐260) for salt water. Only the filtered elutriate samples were screened for metals. NOAA Criterion Continuous Concentrations (CCC or chronic value) and Criterion Maximum Concentrations (CMC or acute value), are included in Table 5 for reference, but are not used to screen data.
There were some instances where PAH results were reported from two analytical runs, comprising an initial and a dilution run. In these instances, the values that were not “E” qualified by the laboratory (indicating a result outside of the calibration) or the more conservative (that is higher, or detected value) are reported in Table 5.
The elutriate results indicated sporadic copper and nickel concentrations in the dissolved fraction that exceeded the Virginia Water Quality Standards chronic criteria; no results exceeded the acute criteria.
Upland Placement Sample Results
Two whole core composites were collected from the TUG Basin (locations SD‐54 and SD‐64) for the analyses to determine if the dredge material would be considered hazardous or non‐hazardous per the Resource Conservation and Recovery Act and to determine acceptability at Port Tobacco at Weanack, Virginia (Weanack Land, L.L.C.).

The toxicity characteristic leaching procedure results, along with the reactivity, ignitibility, and corrosivity (pH) results are provided in Table 6. The sediment above the currently authorized depth within the TUG Basin is not hazardous per RCRA.
The additional data collected to determine acceptability at Port Tobacco are presented in Table 7 and are screened using the facility‐provided template in Table 8. Comparison to the facility‐provided criteria indicated that the only parameter above the most stringent criteria was benzo(a)pyrene; it was greater than the upland fill criteria, but below the Virginia Department of Environmental Quality Section 305 criteria
Rinsate and TripBlanks
Blank data are provided in Table 9.
Analytical Data Quality
The data attached have been checked by a CH2M chemist; however, a full data validation procedure was not performed. The data set has been determined to be complete and usable.
United States Army Corps of Engineers Review This report and the associated data set will be submitted to USACE for review and a determination on acceptance at CIDMMA.
