Para. Drawing
13 09/26/21 01 33 29 1.6.1 Section 01 33 29 paragraph 1.6.1 says that Commissioning is not applicable for this project, and there is no Commissioning spec detailing project requirements for Cx scope. However, it appears the HPSB checklist only applies to one of the 3 structures/buildings and equipment schedules exist in the Mech. drawings for the building and pier.
Commissioning will not be required for the structures included in this scope. Bid per RFP.
52 09/30/21 SS528 Please provide Pier 3 Precast Vault Schedule.
Precast vault schedule for Pier 3 is located on Drawing
SS530.
53 09/30/21 31 41 16 1.4.4 Steel Combination Pile Bulkheads, subsection 1.4.4, Geotechnical Consultant Documentation, requires “the services of an independent Registered Professional Geotechnical Engineer, experienced in soil mechanics and Dynamic Pile Analysis, shall be hired by the Contractor to observe test pile installation and production pile installation as specified herein.” Please clarify when the Contractor’s Geotechnical Consultant is required to be on site for Test pile install and testing operations, and for production pile installation.
The Contractor’s independent Geotechnical Consultant (GC), as defined in the specifications, will need to be on-site to observe all test pile (PDA, static, etc.) driving and testing activities. The GC does not necessarily need to be on-site while the Contractor is setting the test piles or getting setup to drive test piles.
54 09/30/21 CD111-
CD113
Demolition Note 8 indicates to demolish light and pole; however, many locations contain a note stating "Remove Luminaire Pole to Remain". Please clarify which is correct.
Bid per RFP. Text adjacent to key note provides clarification for each item that is called out. Electrical drawings indicate actual electrical work to be performed.
56 09/30/21 AE506 Drawing AE506 Detail C1 indicates that the Ductbanks are identified by rows and columns.
The example provided in the detail is “2x2” indicating a ductbank consisting of 2 rows and 2 columns. The detail goes on to indicate that it applies to all the ductabanks on AE103 through AE113. Drawings AE103 through AE113 do not have ductbank identifiers. Are we to assume that all the ductbanks will be 2 rows x however many columns needed?
Direct buried ductbank sizes are indicated by the direct buried conduit callout symbols; see AE001 for symbol. The number of direct buried conduit callout symbols across indicates the number of columns, and the number of direct buried conduit symbols down indicates the number of rows.
57 09/30/21 EP104 Drawing EP104 locates Transformer T23 near the bottom of the page. Is this intended to be new transformer T23A or showing the location of an existing transformer?
Transformer T23 on Sheet EP104 is the same as transformer T23A. It is a new transformer.
58 09/30/21 SS529 Concerning the manholes that are suspended from the new Pier 3 concrete Deck shown on Drawing SS303 and SS529 Detail C3. It appears that the ductbank conduits enter and exit the manholes from the underside of the deck above.
Using Feeder No. “S2” as an example (35KV #750 Cu Cables);
This circuit would have to cross multiple of these suspended manholes in a “U-Pull” configuration. Understanding that the height of 6’6” is acceptable by the NEC, there is still the issue of “working” the cables in and out of the top of the manholes during the installation, and not compromising the integrity of the insulation. Is it acceptable, or intended that the electrical contractor splice this circuit in each manhole as to avoid trying to pull though the manholes? If splicing the medium voltage cables is discouraged, would it be acceptable to continue
Splicing of 35kV cabling is not permitted.
the conduits for the medium voltage cables straight by the manhole and not sweep down into and back out of each manhole?
59 09/30/21 MS602-
MS608
Drawings MS602 through MS608 give pipe support schedules for the following utilities: Fire Water (FM), Medium Pressure Compressed Air (MPCA), High Pressure Compressed Air (HPCA), Pure Water (PW), and Domestic Cold Water (DCW). Will pipe support schedules for Oily Waste/Waste Oil (OWWO) and Sanitary Sewer (SS) as well?
Drawing MS801 through MS805 show all anchors, supports and invert elevations for all Oily Waste/Waste Oil (OWWO) and Sanitary Sewer (SS). Because of the continuous slope of that piping, profiles were required in lieu of schedules.
62 10/01/21 SS109A,
SS111B,
SS504
Does the Return Sheet and closure pour shown in Drawing SS504, Detail A1, apply to both the Base Bid and Option? Drawing SS109A does not appear to show the return sheet. If the Option for CEP102 is not exercised, please confirm what the detail is to tie the combiwall to the existing bulkhead.
The combi-wall steel sheet pile return and concrete closure pour shown in Plan A1/SS504 is applicable at the southern limit of new structure for both the Base Bid, shown on SS109A, and the CEP-102 Wharf Bid Option, shown on SS111B.
Plan A1/SS504 identifies the adjacent 42” diameter steel pipe pile as either 133 (Base Bid) or 188 (CEP-102 Wharf Bid Option).
63 10/01/21 SS504,
SS501
Drawing SS504 Note 2 indicates to selectively remove existing concrete cap as needed to install steel sheet pile. Drawing SS501 detail C3 appears to show same select removal of existing concrete cap 1' wide for installation of the steel sheet pile. Confirm the Note 2 on drawing SS504 is applicable to C3 detail on SS501 and the 1' dimension on SS501 is also applicable to the selective removal on SS504
Bid per RFP. Note 2 on SS504 also applies to the selective demolition shown on Detail C3/SS501. The 1’- 0” width of select demolition shown on Detail C3/SS501 also applies to the selective demolition on SS504. Field conditions may vary.
68 10/01/21 SS551 Regarding the FRP Backerwall Panels, please confirm the Government will be furnishing the chains between the hydropneumatic fender and the backer wall, and the counterweight. Is the Contractor to supply the Chains between the
The Government will furnish the hydropneumatics fenders, fender counter weight, and chains for attaching the fender to the FRP backer wall. The Contractor shall supply all chains for mounting the FRP backer wall to the tie-down anchors.

Paragraph 1.2
Reference Document 161469spc15 of 18_APP-C on Page 32 of 135 indicates a fuel tank exists underground in the CEP176 bulkhead. No documentation is provided with respect to size and depth. Specification Section 02 65 00 for underground storage tank removal provides dimensions for bidding purposes 3'x3'x6' steel on top of concrete pile cap platform and approx. latitude and longitude location. The approximate depth / elevation of the fuel tank and size of the concrete pile cap platform and supporting piles is not provided. Provide additional details of the fuel tank and supported pile platform and piles for bidding purposes.
Bid per RFP. No additional details are known.
76 10/01/21 G-125 1.D G-125 Referenced paragraph states that Demolition of Pier 3 can commence after a completion of Government’s Radiological Contamination (RADCON) survey. Will demolition of Pier 3T also require a RADCON survey?
A radiological survey evaluation request for Pier 3T has been submitted. Results are expected prior to contract award.

Section 00 21 16 - Factor 1 (Page 11 of 73) outlines the requirements for relevant “Corporate Experience”. The criteria defined under the “Scope/ Complexity” section details marine based construction elements ONLY. No stand-alone, land-based construction criteria has been identified for relevant Corporate Experience.
Section 00 21 16 - The 4th sentence, in the 5th paragraph from the bottom of Page 11 reads, “Offerors who fail to submit relevant experience for all Joint Venture members may be rated lower”. Our JV partner is a land-based firm who does not perform marine construction. As a result, they do not have any projects that meet the marine based relevant corporate experience. Their role within the JV will be to execute only the land-based construction components. This statement indicates that the Government can penalize a JV entity that includes a land-based team member who does not have marine experience.
Presently only marine based projects can be classified as
Bid per RFP relevant Corporate Experience.
A JV entity, that has been formed to properly address all elements of this Solicitation, both marine and land based, should not be penalized during the evaluation process. In fact, they should be rated more favorably that another Offeror who has not demonstrated an ability to address all the required work.
The Factor 1 relevant “Corporate Experience” criteria should be revised to allow an Offeror to submit at least one(1), stand-alone, land-based ONLY reference project to demonstrate how they will address “construction of a pile-supported, industrial building that includes process piping systems, process equipment, storage tanks, above and below ground utilities, emergency back-up power systems, site development, pump stations and demolition”. Presently these items can only be addressed if they happen to be part of a marine contract that is being used as a reference project.
At a minimum, the sentence that reads “Offerors who fail to submit relevant experience for all Joint Venture members may be rated lower” should be deleted in its entirety from the RFP evaluation criteria. A JV entity should not be penalized for forming a team that will deliver a highly qualified, cost-competitive, very low risk Best Value proposal to the Government. Presently that is exactly how this RFP is structured.
We request a revision be made to the RFP evaluation criteria as outlined above.

145 10/12/21 Amendment #1
PPI#79 Referencing PPI#79 of Amendment #1, the NAVFAC response refers to Amendment 001 Summary of Changes, however, no changes are shown related to this question. Please Clarify.
Refer to Amendment 0001;
Summary of changes.
Financial statements shall be submitted in the hard copy proposals at a minimum.
150 10/12/21 Amend.
Some preliminary questions were submitted, to determine the best approach for pursing the project.
Since our direction depended upon these answers, we were unable to determine the correct course of action. Now with the questions released, we request an extension of 2 weeks, which will give the appropriate time for the KTR to provide the most competitive proposal to the owner.
Bid per RFP - any future changes to the submission date will be addressed via subsequent amendment.
183 10/12/21 Instruc. to Offerors
4.2 Offerors are directed to submit
proposals via mail, we strongly recommend changing the submission to electronic via DOD SAFE drop-off, as commonly practiced by NAVFAC.
Submission via mail will require offerors to finish bid a few days ahead of time which will in turn limit sub-contractor involvement and increase overall price. Mail submission will also create reliance on mail carriers who are outside the control of the offerors.
