About this file
This modification amends a solicitation for cathodic protection, aboveground storage tank, and underground storage tank maintenance and repair services. The Navy seeks these services for assets at the Naval Submarine Base New London in Groton, Connecticut. Offerors may now submit responses electronically in PDF format by the specified due date. Additionally, the modification provides answers to questions asked during a site visit. Services include monthly and annual testing, calibration, and repair of cathodic protection systems, automatic tank gauging equipment, and fuel management systems for aboveground and underground tanks, piping, piers, and quay walls. The modification clarifies that pricing should cover all recurring requirements spread over a 12-month period and that inspections are staggered throughout the year.

SITE VISIT QUESTIONS
N4005-20-R-3006 AST/UST CP Maintenance and Repair Questions after site visit
1. Attachment J-020000-12 ELINS bid sheet has entries for 12 monthly CP testing, but no line for annual testing. Should annual testing be included in the recurring price, or is is negotiated as non-recurring as unit priced labor?
Answer: The cost for all contract requirements, monthly and annual, for each ELIN is spread out over a twelve-month period.
2. Are annual inspections (CP, AST, UST) conducted all at once, or staggered throughout the year?
Answer: These tests are staggered throughout the year, and typically fall within the same month as the previous year. For example, the NEX gas station has always been done in February, B29 in May, etc.
3. Sample MAXIMO data entry forms give information about required data for each field, but no information about quantities of required data points (lines of pipe-delimited data). Is there an available number of predetermined data points for CP testing on Monthly and Annual testing?
Answer: No
4. Does this contract include 5 year close interval surveys on structures that have CP?
Answer: Question was relayed to POC but did not receive answer yet.
5. 150200F Facility Investment lists deliverable J-1502000-10 as an Underground Storage Tank Inspection Form, but Attachment J-150200-10 is an Aboveground Storage Tank inspection form.
Where is the form for USTs?
Answer: See attached for correct form.
6. What testing requires divers? Is any of it included in the FFP items, or is it all IDIQ negotiated?
Answer: Question was relay to POC but did not receve answer yet.
N4008520R3006
