1 13 Factor 1 5 Factor 1, Corporate Experience states “Scope: New construction of a simulator facility”. Will similar complex construction types be viewed as relevent such as active hospitals which have Operating Rooms or CT Scans, IT Facilities, or Laboratories with heavy coordination between with owner or contractor provided prefabricated equipment (similar to simulators) be considered as relevant experience?

Propose according to the RFP

2 With the virus and everyone trying yo work from home subcontractors are asking for 3 week extension will this be possible?

Please see Amendment

RFP Given the current cripling effect the COVID19 Pandemic has placed on the entire country, General Contractors, Subcontractors, and Vendors are all subject to it. Some are having to work from home, others aren't allowed to work or can't access files/information they need, and at best, those that are working are not able to operate at full speed in terms of estimating, take-offs, pricing efforts, etc.

Please consider a two week bid extension from April 9th to April 23rd to allow the necessary time for the market to propose on this project in unforeseen and uncontrollable circumstances.

Please see Amendment

4 S-513 Joist reinforcing detail is given on C3/S-513, please indicate where this is need on the structural drawings as this detail is not referenced.

Joist hanger detail C3/S- 513 is provided as an option for locations where hanging loads fall between joist locations.

5 05 12 00 05 12 00-2.6.2 clarifies zinc rich primer for all structural steel. This is a significant cost premium over standard primer, espeically on non-exposed structural steel.

Please confirm it is requried.

Standard shop primer may be used for interior, non-exposed structural steel.

6 05 12 00 AISC certified erector and fabricator are required per 05 12 00-1.3. Please consider removing the AISC certified erector requirement for additional competition.

AISC certifications may be waived provided a similar certification and QC program is being followed. Refer to IBC 2015 Section 1704.2.5 for additional special inspection requirements in lieu of approved detailed fabrication and quality control procedures.

7 21 00 00 Please confirm that no clean agent fire suppression systems are required in any rooms such as server rooms, simulator areas, etc.

Confirmed. Clean agent system is not required for this project.

8 21 30 00 Please confirm which start method will be required on the controller for the fire pump, and if a transfer switch is needed.

Refer to Specification 21 30 00, section 2.7.1 for start method and ATS requirements.

9 M-603 The Duct Silencer Schedule on M- 603 has lines for DS-13 and DS-14 with no information listed next to

it. Please confirm only DS-1 through DS-6 is applicable.

Only DS-1 through DS-6 are required. DS-13 and DS-14 were printed by error and can be disregarded.

10 RFP Item 1.2 Under item 1.2 General Overview of Contract - Description of Work it is noted, "The facility will be a reinforced concrete masonry unit building with seismic upgrades on a pile supported reinforced concrete slab on grade foundation." The structural plans do not show a pile foundation, the geotechnical report does not recommend one, and there is not a specification for a pile foundation.

Confirmed. Piles are not anticipated for this project.

Please confirm that there will NOT be a pile foundation required.

11 Attachment I CLIN 0001AF is for the sampling, and then exavataion, handling, and disposal of petroleum contaminated soil. Please separate the soil sampling and make it its own unit price CLIN (i.e.

5 soil samples @ $____ ea), as there is a chance that tested soil may come back clean and not need to be removed. Unless the Gov't wants all excavated soils treated as contaminated?

Provide bid as specified. 0002

12 C-008, C-

Plans C-008 and C-009 indicate contaminated soils located within the limits of construction (and confirmed in CLIN 0001AF). The water table in this area will likely be encountered during construction. Due to the contaminated soils, the water will also be contaminated and will need to be treated and legally disposed of. Please provide a quantity and unit price line item on the bid form for treatment of contaminated water.

Bid Form has been edited to include a line item “Treatment of Contaminated Groundwater” as requested with a quantity of 250,000 gallons

very clearly notes the CxA will be provided by the Gov't. Please confirm these are the same firm/person, and will be provided by the Gov't.

CxA is to be provided by govt.

15 1 Solicitation In light of “Stay at Home Orders” issued across multiple states, counties and cities, and the uncertainty resulting from the national emergency declared as a result of the COVID-19 Pandemic. Our operations, and that of the subcontractor market, have been severely impacted. For this reason we are requesting a 2 week extension of this bid.

Please see Amendment

Due to Amendment 0001 cancelling the site visit, will the demolition contractors have the opportunity to visit the jobsite to view the three buildings to be demolished? Will there be an opportunity for general contractors and any other subcontractors to visit the jobsite?

Due to COVID-19 pandemic and the increasing state and local governments issuing “shelter in place” policies, there will no longer be a site visit for this solicitation.

Please utilize the drawings and specifications when preparing your proposal.

17 A4/A526 Please provide a specification for the pre-cast concrete sills at the windows as shown on detail A4/A526.

Refer to specification 04 20 00, section 2.2.4.

18 Is the general contractor to submit pricing as shown on pages 25-27 of 29 of the RFP, with Item No's 0001, 0002, 0003, 0004, 0005, 0006 and 0007 or is the general contractor to submit pricing as shown in Document 00 22 13.00 20 - Supplementary Instructions to Offerors with CLIN 0001AA, 0001AB, 0001AC, 0001AD, 0001AE, 0001AF, 0002, 0003, 0004, 0005, 0006 and 0007? Please clarify the bid form.

Please use Attachment I- Price Proposal Form

With the virus and everyone trying yo work from home subcontractors are asking for 3 week extension will this be possible?

Please see Amendment

20 Will there be any Blast requirments on the glazing as non shown?

Blast rating is not required.

21 Please consider pushing the bid date on this Solicitation at least one week to 16 April. There is quite a bit of work bidding right now at Cherry Point and Camp Lejeune and everyone is a bit displaced. A short extension would help this bid considerably.

Thank you.

Please see Amendment

22 Drawing A-611 indicates OH-FS as a Fire Shutter for opening 195B.

The details on drawing A-522 show a non rated OH coiling door.

Also, spec section 08 33 23 doesn’t refer to any fire rating for the coiling door/ shutter. Please clarify if this opening is a rated opening and if so please provide additional specs/ details on the required opening rating and shutter construction.

Fire rating is not required for the overhead coiling door.

23 Solicitation

Request for electronic bid submission on bid due date in lieu of hard copies for reasons stated above in question 1.

Please bid per RFP 0003

24 Telecom

In the Combination Floor Box Schedule on Drawing TN601 there is a column labeled 'Telecom Outlet Type'. It has the outlets listed as x/x/x with each x being an outlet type. A sequence that appears multiple times is 1/SP/S. I know that the Nmber 1 stands for a Type 1 outlet and the 'S' stands for a SIPR Outlet (See Note 2 on TN601). However there is no where that 'SP' is defined. I assume it means that it is a spare outlet and doesnt require cabling but I can't be sure? What does the 'SP' stand for?

SP stands for space and is to be left open.

25 4 CLIN 3 With the current "work from home" requirement being enforced by most companies would it be acceptable to provide an email from our banking institution demonstrating adequate financial resources in place of a signed bank reference?

Our banking institution is unable to provide such a letter without going into the office location, and at this time they are all working from home.

26 1 14 Amendment 0001 cancels the site visit previously scheduled for 24 March, is NAVFAC scheduling an alternative site walk for this solicitation.

No 0003

27 2 02 41 00 1.2.2 The specifications state the following: "It is the contractor's responsibility to provide pricing to remove and dispose of all existing furniture and equipment in the building at the time of the initial building walk-through's. Since the site walk was cancelled NAVFAC will need to provide contractors with a detailed list of all equipment, along with photos, of the building contents which will need to be disposed.

See attached FFE list, FFE floorplan, and existing building photos for B286 and B4038.

28 4 02 41 00 1.6.1 Is construction water available on MCBCP and if there available is there a cost for water usage.

Water is always available for base contract work at the fill station located at the water plant free of charge.

If a contractor desires water to be setup at a construction trailer, the contractor must hire a licensed plumber to install a tap and have backflow prevention installed and tested.

Paperwork must be submitted to the Base.

This is all at the contractors expense.

Usually during demo work all utilities are demo'd as well, so having water at the demo site is dependent on if the contract calls for water utilities to be demo'd. If water will remain at the bldgs.

contractors must install a backflow preventer on the desired hydrant and have a licensed tester test the assembly and submit the certified paperwork to the Base.

29 1 1.1 The specifications state that the Government will employ the services of an independent, Commissioning Firm. Please provide the number of calendar days that the Commissioning Firm will require so that those days can be incorporated in the Contractors schedule.

The Commissioning Firm is employed by the Government and will require approximately 58 days.

30 6-7 3.1 Pursuant to the demolition specifications the contractor is required to salvage/recycle numerous items from the existing building, the lack of a site walk prevents contractors from acturately performing a qualified takeoff from the plans provided. If a site walk is not going to be provided will NAVFAC provide the detailed drawings of the the buildings to be demolished along with photos.

General Demolition sheets are included in the set which do include drawings and some existing photos.

Also see attached Site Investigation Report for additional existing photos. See attached existing As-Built drawings for buildings B4038 and B4162.

Additional drawings and photos will be forthcoming as the Base is currently in the process of gathering additional information and will be distributed as they become available.

31 8 3.10 The specifications state that the following: "Offsite disposal of contaminated material shall be in accordance with design documents and base requirements." MCBCP, as the generator of hazardous waste must currently have a detailed disposal plan which would be incorporated in the base requirements for disposal, please make this document available to contractors.

The Base does not have a detailed disposal plan.

We do not identify any disposal sites. All language is similar to “dispose in accordance with local, state, and federal regulations” or “as directed by the COR”. ***Additional Response 4/20/20: If any soil is found with contamination, the Contractor will need to inform Base EAD (Environmental Affairs Department). They will need to have the material tested for disposal. The test required will depend on type of material.

Contractor shall test any soils that require disposal whether clean or known contamination. No soils can be disposed of onboard MCAS Cherry

Point. See attached Soil Guidance document for reference.***

32 1-4 1.2 Specifications require the contractor to remove and dispose of PCB containing lighting ballasts and associated mercury-containing lamps. The lack of a site visit prevents the contractor from acturately identifying the size and level of effort required to remove each unit. Could NAVFAC provide a detailed list along with photos, and height of units from floor.

See attached Site Investigation Report for existing building photos. See attached drawings for existing as-built drawings. See attached Hazardous Materials Report for the project. Additional drawings and photos will be forthcoming.

33 3.(a) With the current "work from home" requirement being enforced by most companies would it be acceptable to provide an email from our banking institution demonstrating adequate financial resources in place of a signed bank reference?

Our banking institution is unable to provide such a letter without going into the office location, and at this time they are all working from home.

34 3.(b)( 1)

Would the government consider revising experience requirements to require a minimum of 1 project.

Please bid per RFP 0003

70 tn701 1. On drawing TN701 Note B2 FMS One-Line it depicts seven (7) runs of 8-strand OM3 fiber. On drawing TN201 the matrix for this fiber reflects a 1U fiber enclosure and only 48-strands of fiber.

FPP3 on TN701 shall be a 72 port patch panel in lieu of 48 port.

a. Can we use a 12-strand fiber and a 4U enclosure which is standard for strand count, we see 6,12 and 24 to be standard fiber counts and not a custom order with a long lead time like the 8-strand (the adapter panels will need to be 12-strand, they are not made in an )

12-strand fiber and 4U enclosure is acceptable

71 TH07 1. On drawing TN07 Note C2 Telecom One-Line it depicts eight

(8) runs of 12-strand SM OS1 fiber.

That is correct. 0004

a. On drawings TN202, the matrix and the note C2 reflects fiber in both racks as well as the matrix. What is the requirement.

Provide fiber per one-line to fiber patch panels of racks. For example one-line shows

(1) 12 strand to rack B1;

fiber patch panel in B2 is spare.

b. On drawing TN204 Note C3 reflects a fiber enclosure in all three secure racks but the One Line drawing on TN07 only shows one (1) 24-strand. What is the requirement.

The requirement is one 12 strand fiber to S5.

This would be a half populated patch panel;

not all ports will have cabling.

c. On drawing TN205 Note C3 reflects a fiber enclosure in one rack but the matrix reflects two racks. What is the requirement.

Provide for D1 rack in elevation. B2 was left in table accidently and should ignored on

TN205.

72 TN501 1. On drawing TN501 Note A3 depicts a television wall plate with a data jack (A) and a Coaxial jack

(B) and two blanks.

Yes. That is correct. 0004

a. On drawings TN602 the matrix for the wall plates shows the TV data jack in the voice column. What is the requirement?

The data jack should be classified as UCLAS data in lieu of phone. They should be terminated at a UCLAS patch panel.

73 TN602 1. On drawing TN602 Comm Rm 130 room 184 conf. should that first item be a TV?

This is referring to the outlet in184-1 floorbox.

See combo box schedule sheet TN601 for outlet types. 184-1 shall be Type 4 / Space / Type S outlet. Only using 3 gangs of 8.

74 1. Will all of the conduit pathways for the copper and fiber backbone be in the plenum space and not installed below the slab?

Yes all backbone cabling shall be routed in plenum overhead as shown on TN004.

75 3.5.1.4 1. 3.5.1.4 Final Verification Testing. This is not something that we have seen on any other projects is this truly a requirement of the Telecom Contractor?

Yes this testing per section 3.5.1.4 is required. Coordinate with base telephone for completion.

76 Door Hardware

Will there be some updates to the hardware for each door or are we supposed to tr and determine what is needed from the Hardware Schedule. It has some doors noted

(24) but not all.

Please refer to previously issued Amendment 003 for supplemental information.

77 24 00 10 00 The RFP includes a CLIN schedule on pages 24-27 of the RFP.

78 22 00 10 00 4.2 The Proposal Submission Instructions allows for the Price Proposal Form as well as the Small Business Subcontracting Plan to be submitted Electronically. The rest of the proposal is to be delivered to NAVFAC's office as Hard Copies.

Due to the pandemic and Government Offices limiting access and unable to accept deliveries, we suggest all Price and Non- Cost/Price proposals be submitted electronically.

Please provide means to submit the propsoals electronically.

Please see Amendment

79 21 09 90 00 3.13.

Specification 09 90 00 Paints and Coatings Section 3.13.2 Interior Paint Tables calls for the High Performance Architectural Latex - Scrubbable Coating System for all Accent Color Walls to be scuffmaster or equal to and for the Scrub Test to be greater than 13,100 cycles per ASTM D2486.

Scuffmaster's normal eggshell product is only 8,000 scrub cycles and to get to the 13,100 you would have to use their premium coat texture product that is applied by an air spray gun only. With all other walls being just regular paint with a solid color, is the premium product desired to add the texture on the accent walls?

8,000 scrub cycles with no special applications is acceptable for accent walls.

82 A0002 The answer to PPI 12 in Amendment 0002 is to "Provide bid as specified." The GET Geotechnical report specifically states the groundwater table was measured at depths ranging from

6.5 to 9.5 feet below existing grade. Seasonal fluctuations of +- 2 to 3 feet are common. Land Management Group was consulted, and confirmed the Seasonal High Water Table would be at 21 to 36 inches below the ground surface. The GET report also verifies in section 1.2 that the 6 acre site is within a LUC boundary due to existing contaminated soil and groundwater conditions. C-008 verifies this as LUC Area 14, and notes than any groundwater encountered must be containerized, treated, and properly disposed of. It is unreasonable to expect the General Contractor to know how much groundwater they will encounter over the life of the project. There is no way to quantify that during the bid. This is identical to the amount of contaminated soil that will be encountered. CLIN 0001AF sheds the risk for the soil by providing an estimated quantity of soils, and a unit price. We are simply asking for a very similar CLIN to be added for contaminated ground water encountered. Please provide an estimated quantity of

The response in Amendment 002 was a typo. It was revised in Amendment 003 to read the following: "Bid Form has been edited to include a line item “Treatment of Contaminated Groundwater” as requested with a quantity of 250,000 gallons". See attached revised Bid Form.

contaminated groundwater to be included in the bid, and a unit price for any amounts above or below that amount.

83 Amendment

5 of 12 The Gov't answers the question;

"Bid Form has been edited to include a line item “Treatment of Contaminated Groundwater” as requested with a quantity of 250,000 gallons". Is NAVFAC going to povide an updated Attachment I -Bid Form?

Revised Bid Form was inadvertantly excluded in previous amendment and will be issued. See attached.

84 Electrical We do not see any specific electrical equipment manufacturers listed in the specificaions, please provide required manufacturers if required.

Specific electrical equipment manufacturers will not be provided and is not required.

85 Electrical What type of raceways are required for the fire alarm system?

One location in the specifications indicates GRC another location indicates EMT.

Provide RMC or IMC per 28 31 76 2.27.

86 Electrical EL701 Sheet EL701 indicates lighting control Bridge Modules and Area Controllers which are not shown on the drawings. Please clarify quantities and locations.

Area controllers and bridge module quanties and locations are to be determined once a manufacturer is selected. Quantity and locations will vary based upon system.

87 Electrical EL701 Sheet EL701 indicates Lighting Control Panels, these are not shown on the drawings. Please provide quantity and location. Is there only one as indicated on one-line diagram?

There is to be one lighting control panel to operate outdoor lighting circuits in rm 234.

88 Electrical Are multiple single-phase circuits allowed in a single conduit for branch circuiting homeruns (i.e.

from the panel to a local grid box)?

Yes but per E-001 all wiring must be to NEC.

All variations/changes to circuits must submitted for review and approval prior to installation.

00004

89 Electrical If multiple single phase-circuits are allowed in a single conduit, how many current-carrying conductors are allowed in a single conduit?

Limit multi circuit branch wiring to 3 circuits. Neutrals shall not be shared.

90 Electrical E-001 When sizing branch circuit conductors for homeruns to panels, are we to follow the parameters set on drawing E-001 General Note 14, or do we follow the conductor sizes noted on the panel schedules for each individual circuit?

These are set forth as minimums. Please use conductor sizes indicated in panelboards which have been modified for voltage drop.

1.5.8 Submittal Reviewer is

requiring a registered architect or PE reivew each submittal. It is A-typical for a contractor to have a registered architect on a DBB project team, and licensed PE's are not common, even on experienced DOD project teams. On similar NAVFAC projects, we have seen this exact language read the submittals need reviewed by someone with 10 years or more experience. Please confirm if this requirement can be switched.

Second paragraph under 01 45 00.00 20 which reads, "Each submittal must be reviewed by a registered architect or professional engineer."

can be struck out.

The corridor and under raised floor cable tray is not clearly defined, can you provide further design clarification.

Please see cable tray symbol definition on TN001. The tag associated with cable trays shows the size, type, network and elevation above ( negative number for below) finished floor.

Corridor cable trays are stacked in some instances which is apparent by two tags showing two trays with different networks and different heights. It may appear as one tray but that is because it is being viewed from the top and a tray under the other would be hidden by the highest tray. Cable trays under access floor can be better viewed on 400 series sheets.
