3.0 Operational Facility Requirements

4.0 Training Facility Requirements

4.1 Introduction

This document addresses the facility requirements specific to the F-35 Joint Strike Fighter (JSF) training system (TS) for academic training facilities of various sizes with different resource quantities. The requirements specified in this document, when combined with a tailored facility-sizing matrix and recommended functional layout, should provide adequate information to commence the architectural and engineering (A&E) design phase for Integrated Training Centers

(ITCs) (pilot and maintainer training), Pilot Training Centers (PTCs), Maintainer Training Centers

(MTCs), Field Training Detachments (FTDs) and Operational Simulator Facilities.

This Facilities Requirements Document (FRD) outlines minimum requirements. The actual working and storage areas required for each function at the site should be determined upon completion of the facility’s site-specific survey. The A&E design phase should develop the precise layout and total square footage requirements. The requirements stated in this document are limited for the most part to those items required to accommodate the F-35 training system. Ancillary areas within the facility (e.g., corridors, restrooms, etc.) are not specifically identified, as their requirements are dictated by the government’s facility regulations/guidelines and are not F-35 training system specific.

For the purposes of this document, use the term Academic Training Center (ATC) for any facility, which contains classrooms, flight simulators, or maintenance training devices. Current ATC configurations of the F-35 program include the following:

ITCs, which train pilots for their initial and subsequent tours in the F-35 and maintainers for their initial F-35 tour

PTCs, which train pilots for their initial and subsequent tours in the F-35

MTCs, which train F-35 maintainers for their initial tour in the F-35

Flight Simulator Buildings, which provide continuation training for Operational F-35 pilots at the same base as the Operational Squadrons

United States Air Force (USAF) FTDs, which provide transition and continuation training for USAF maintainers only

Multiple organizations within the F-35 program provide various elements of the F-35 training system. The government is generally responsible for facilities availability, to include any real property alterations and or improvements necessary to support program requirements. The host service should ultimately determine how best to meet facilities requirements through new and or existing real property assets. Government/host service responsibilities include building construction, heating, ventilating, and air conditioning (HVAC), electrical, plumbing, physical security systems, fire detection/suppression equipment, telephone infrastructure, furnishings, building systems and other utilities/services, such as compressed air, networks, etc. F-35 program

integrated product teams (IPTs) are responsible to provide the required training system components as specified under the applicable Production Contract.

Throughout the document the following terms are used as defined below:

"must" for an obligation

"must not" for a prohibition

"should" for a recommendation

"may" for a discretionary action

4.1.1 Purpose

This document provides the requirements to assist in the programming of new construction and/or alteration of existing facilities for F-35 academic training. The JSF Program Office (JPO) conveys the academic facility requirements as a recommendation to the Host Service. In planning for real property improvements and/or alterations, the Host Service should endeavor to meet the minimum requirements of this document, recognizing individual project programming may include additional Service requirements not necessarily associated with the F-35. In addition to project programming and planning, this document’s content should aid the Host Service in identifying salient functional requirements to a facility design agent, typically a contracted A&E firm to aid in construction project and design development. The A&E must then develop a detailed architectural design that fulfills the facility requirements specified in this document as well as applicable commercial, local, and Host Service building codes and construction criteria. Where a conflict exists between this document and building codes, the A&E firm should default to the more stringent of the two.

4.1.2 Scope

This document lists the requirements for F-35 Training Centers of all types including Simulator

Facilities located at operational bases. This document contains facility requirements for the various components of the F-35 training system. A separate facility-sizing matrix is included with each

Site Specific Activation Plan (SSAP) and indicates the quantity and type of spaces recommended for a specific location along with a recommended functional layout for those spaces.

The combination of this document, the facility-sizing matrix, and the functional layout should provide adequate information for facility budget estimates as well as commencement of the A&E process.

This document contains the Master GFE/CFE list (defined in section 4.3.17). The list should be referenced and tailored for site-specific needs and used during the design review stage to assist the service and A&E firm.

4.2.1 Number of Personnel

Each training center is sized to accommodate a specific number of students, instructors, technicians, and Training Systems Support Center (TSSC) personnel in single shift or dual shift operations. Training system maintenance and reconfiguration of components in preparation for the next day may require an additional shift Table 4-2 and

Table 4-3 are intended to allow A&E firms to estimate the facility requirements for personnel and are not to be used in site-specific facility design. Personnel estimates for training centers are developed using the ITC Simulation Model, as described in Section 4.2, during the SSAP event.

These initial personnel estimates are included in the site-specific sizing matrix described in Section

4.1.2. The site-specific sizing matrix should be used for initial facility designs, these personnel estimates are refined as the site activation process matures and documented in the interim contractor support (ICS) plan in found in Section 1.8.11 of the FRD.

Table 4-2 provides an example of the types and numbers of personnel using the Eglin Air Force

Base (AFB) ATC, personnel numbers for an ATC for another service may vary based upon student/pilot throughput. The Eglin AFB ATC personnel numbers were developed using the ITC

Simulation Model and refined in the site activation process.

4.2.2 Facility Layout Considerations

Detailed facility designs should account for the following criteria:

Minimize student/pilot and staff foot traffic and crossing over patterns

Consider noise mitigation to prevent interference from adjacent rooms and other base activity

Locate simulators and mock-ups adjacent to exterior doors

Classified areas should be placed in a single section of the facility when possible, allow for red/black separation and equipment layout separation from unclassified areas

Communications equipment room (CER) and telecommunication closets (TCs) should not be located near building utility rooms or generators to minimize electromagnetic interference (EMI) issues

Provide for all necessary building operations and maintenance provisions, or special built-in features to allow for the performance of all necessary building and maintenance operations without disruption to training

Design with future expansion in mind, such that maintainer training devices, for example, would be located adjacent to potential facility additions

4.2.3 Notional Facility Relationship

Each training center should develop a relationship diagram detailing the recommended adjacency relationships and traffic flow for the training. Each training center will have a recommended functional layout specified in the appropriate SSAP for that basing location.

4.3 Overall Facility Physical Characteristics

Overall Facility Physical Characteristics applies to the overall training facility; additional information, details, and specifications follow in the remainder of the document. All training related rooms within the facility will address the requirements for the following attributes: area, ceilings, access, windows and walls, floor, acoustics, HVAC, plumbing, fire protection system

(FPS), lighting, communications and information systems, security, environmental safety and occupational health (ESOH), and government-furnished equipment (GFE)/contractor-furnished equipment (CFE).

4.3.1 Functional Area Space

This section of the document contains square footage estimates for facility areas. These estimates are based on one or more of the following factors:

LM Aero REL TO US DOD, AU DOD, CA DND, DK MOD, IT MOD, NL MOD, NO MOD, TU MND, UK MOD, NGC, PW

Use or disclosure of the information contained herein is subject to the restrictions on the cover page.

USAF Standards, Naval Facilities Engineering Command (NAVFAC) Standards, Military Standards (MIL STD) and Corps of Engineering Standards

Unified Facilities Criteria (UFC)

Commercial Building Codes

F-35 minimum space requirements

Facility Planners should also take into account Service Specific Requirements, Country Specific requirements, and EU compliance. To reduce construction costs the A&E firm may combine certain areas, such as the repair shops or storage to the extent, the design constraints listed in this document are not materially compromised.

Table 4-4 shows the recommended component square footage for each space in the facility-sizing matrix. Lockheed Martin (LM) generates a site-specific matrix for each training center location with the recommended quantities for each type of space. Each of the areas listed in Table 4-4 are not necessarily required for each facility. Support spaces should relate to staffing and population levels. The sizes of the support spaces in Table 4-4 are sized based on a training operation of eight

FMSs, two ASMTs, one ESMT, and one WLT. A version of the sizing matrix can be seen at the below JDL link:
