About this file

This document package includes a federal solicitation and related project files for construction services. The solicitation seeks pricing for Hurricane Florence recovery and applied instruction facilities at Marine Corps Base Camp Lejeune, including seven projects. Offerors must provide pricing for demolition, abatement, and construction of new structures such as fire stations, a mess hall, and a Provost Marshal's office. Electronic pricing is due by June 16, 2020 with hard copy submissions due June 24, 2020. The Navy Facilities Engineering Command will administer the contract and conduct evaluations. The project files provide requirements for hazardous materials abatement, geotechnical work, landscaping, and mechanical, electrical and plumbing systems. Responses to questions seek clarification on demolition scope, occupancy loads, and other technical requirements.

Page Section Para.

127 Attachment F Section 1.1 Description of CLIN 0001 through CLIN 0005 states the base bids are from CLINs 0001 through 0005.

Whereas section 1.4 states CLINs 0001 through 0007 are base bids. Hence please confirm the

Base Bids are CLINs 0001 through 0007. See revised

Price Proposal Form in Amendment 0014.

base bid CLINs are 0001 through 0007 and provide the updated CLIN schedule.

129 Attachment F Section 1.1 Sub CLIN 0001B is provided for abatement of buildings#510,512 & 514 but there was no CLIN provided for the demolition of these buildings. Can a separate CLIN for Demolition be added.

See PPI #7, Demolition of buildings 510,514, 512 are included as Base Bid and would fall under CLIN 0001.

130 Attachment F Section 1.1 Sub CLIN 0004B is provided for abatement of building# H32 but there was no CLIN provided for the demolition of this building. Can a separate CLIN be added for demolition?

Demolition of building H32 is included as Base Bid and would fall under CLIN 0004.

131 Attachment F Section 1.1 and 1.2

In section 1.1, CLIN 0027 states the list of buildings to be demolished are 18,18D, 159 and 1400 whereas in section 1.2 the number of buildings to be demolished under this CLIN are only two (18 & 1400). Hence please clarify the list of buildings to be demolished

See Amendment 0014 with revised Price Proposal Form.

There are four buildings being demolished under

CLIN 0027.

132 Attachment F Section 1.2 Section 1.2, description of CLINs 0013,0014, 0018, 0019, 0022, 0023, 0025, 0026, 0030, 0031, 0034 & 0035 states the cost of design, design submittals, pathways and electrical powered required for these CLINs to be included in CLIN

See Amendment 0014 with revised Price Proposal Form.

0001A. Kindly confirm whether this cost allocation is correct.

133 Attachment F Section 1.3 (f), 1.4 (e)

Please clarify the maximum timeline for the Government to award the optional CLINs 0008 through 0036 since there is a conflict between sections 1.3 (f ) and

1.4 (e )

There is a distinction between Planned

Modifications and options on the timelines. See

Amendment 0014 with revised Price Proposal Form for corrected CLIN numbering.

135 Attachment F Section 1.1 Clarify the list of buildings to be demolished under CLIN 0011 since it is not clear whether one of the buildings references is 411C or

FC411?.

FC411 is being deleted and the correct Bldg. is 411C.

See Amendment 0014 with revised Price Proposal Form.

136 Attachment F Section 1.4 (g)

Please provide separate CLINs for base bids and optional bids in order to account the cost properly.

CLIN's are separated by type.

Note 1.4 (g) refers to Options and Planned Modifications.

137 Attachment F Section 1.1 All the optional items listed from CLINs 0011 through 0036 are mentioned as ‘Option 1’. Hence please provide the correct option reference numbers

Corrected, see Amendment 0014 for revised Price

Proposal Form

138 Attachment F Section 1.1 CLIN 0001 & CLIN 0011 are for the demolition/ abatement of buildings related building P883. Under which CLIN external works demolition required for P883 will be considered?

Presuming "external works" is referring to utilities and site infrastructure around the building, all would be included as the associated CLIN to the building referenced. Ex. CLIN 001 includes bldgs. 510,512,514 and related site.

139 Attachment F Section 1.1 Please confirm up to what extend the cost related to the parking structure has to be included in CLIN

0001AE?

Include building plus associated site, like entry access, landscaping, sidewalk at garage.

140 Attachment F Section 1.1 Reference to the CLINs 0016 & 0028, please clarify, whether the full cost of bi-fold doors to be included in these CLINs or the difference in cost between the original base scope door and upgraded bi-fold door to be included?

CLINs 16 & 28 would be the difference of original doors from costs of bi-folds.

145 Solicitation section 00 73

00 – Supplementary

Conditions

Reference to the phased construction schedule requirement, please confirm the Government intended phasing arrangement.

See RFP, Part 2, 01 14 00, Part 1.2 Special Scheduling

Requirements

160 Per response to PPI #29 included as part of Amendment No. 9, required occupant load to be supported for P1533 PMO is 348 occupants. Per

ICC 500

requirements, community shelters for hurricanes require a space for 20 sq.ft.

per occupant. For the PMO facility, accommodations for 348 occupants would then require a minimum usable floor area of 6,960 sq.

ft. (with no increase included for use or furniture type). This designated area comprises a significant portion of the overall facility. Our understanding of the 348 occupancy load for this building is that it would also include transient visitors and personnel who are present for

Occupant load for hurricane shelter shall be 248 persons.

training. During a hurricane event, it is presumed that visitors will not be allowed, training will not continue, thus such spaces to shelter these occupants would not apply. It may also be logical to assume a substantial reduction in permanent staff members for the duration of a hurricane. As a comparison, the occupant loads associated with the two fire stations that are part of Package 5 seem logical and reasonable and reflect a fraction of the total occupancy. Please confirm if it is the government’s intent to provide a shelter for such a high number of occupants for the P1533 PMO facility.

185 Amendment 0005 Bid Form

All CLIN 0005AC, 0006AC & 0007AC all say complete work for the facility inside the 5' line. This is the same description as

CLIN 0005AB,

0006AB & 0007AB.

Please confirm CLIN

0005AC, 0006AC &

0007AC should all say complete work for the facility outside the 5' line.

5AC, 6AC and 7AC should read "outside". See

Amendment 0014 for revised Price Proposal Form.

186 Amendment 0005 Bid Form

All The bid form requires soil samplings for Total Petroleum Hydrocarbons (TPH) diesel range and gasoline range organics (DRO & GRO), and Benzene, Toluene, Bid per RFP.

Methylbenzene, and Xylenes (BTEX), plus other analytes required by the treatment/disposal facility. Are there any other contaminents the soil samples need to be analyzed for?

187 Part 6 Attachment B.9

P1203 & P1518

Attachment B.9 states that there was a suspected PFAS release and recommends a site invistigation at Building 18 (Hadnot Point Fire Station) and Building BB8 (Courthouse Bay Fire Station). Plese confirm that only a site investigation is required as part of the construction contract and that if PFAS is present and requires remediation it will be considered a changed condition. Please provide the required criteria for a site investigation (what contamanents should be tested for, # of samples, etc...).

Yes, bid per RFP.

188 Part 6 - Attachment B.8

P1312 Scope indicates a full archaeological report would be submitted (following current OSA reporting requirements). Would a full archaeological report be required if no cultural features are recorded or can an executive summary suffice?

Per current OSA reporting requirements, a full report will be required. If no features are found, there would be less info to report, but standard report format needs to be adhered to.

189 Part 6 - Attachment B.8

P1312 Can you please confirm that monitoring is for the purposes of recording intact archaeological features and human remains, not general artifact collection from the site (Section IIB: “…archaeologist shall record and be authorized to collect archaeological material as warranted for analysis”)?

If intact features are located within areas that would be disturbed during demolition, feature excavation and collection of artifacts for analysis from the features would be required. General artifact collection should be limited to minimum required by OSA reporting requirements. Sample size to be determined by archaeological field director based on OSA requirements. If human remains are encountered, all work in vicinity stops and OSA must be notified for consulting on treatment/recovery plan. Human remains may require excavation for standard analysis if avoidance is not feasible.

190 Part 6 - Attachment B.8

P1312 Under Section IIA:

“archaeologist shall be present…until it is determined that project construction activities could have no effects on significant archaeological resources.”

Determined by whom? The archaeological monitor? The base archaeologist?

Determined by archaeological project manager, Base Archaeologist, and the demolition contract manager through review of demo plans detailing level and extent of ground disturbance.

191 Part 6 - Attachment B.8

P1312 For intact non-burial features: “…the archaeologist shall, after making a reasonable effort to assess the identity, integrity, and significance of the encountered archaeological resource, present the findings of this assessment to PWD and ECON”. In this case, what constitutes

Burial features may not be evident from surface stain or artifact/shell concentrations on the surface until a feature is bisected. For intact non-posthole features- present findings to Base Archaeologist, record, map and bisect all non-posthole features; record and map all posthole features, but bisect only a representative sample of post-like features. If human remains are discovered during feature reasonable? Bisect each feature?

Although unlikely (given the previous disturbance in the area) what if multiple posthole features are recorded? Can a representative sample be recorded/excavated?

bisection excavations or noted at feature surface, stop work and consult with Base

Archaeologist and OSA.

192 Part 6 - Attachment B.8

P1312 The scope indicates that the archaeologist must be Secretary of Interior (SOI) qualified. If human remains and/or larger cultural features are encountered that need to be recorded and excavated, can we bring in additional archaeologists to assist? Can the scope be amended to “It is mandated that the supervising archaeologist hired meets the standards of the Secretary of the Interior…”?

Yes, and yes.

193 Part 6 - Attachment B.8

P1312 Can you please confirm that the scope of work does not include costs associated with the excavation of human remains (would need to scope separately/issue a change order) and that no skeletal analysis is included as part of this project (recovery only)?

The scope of work does not include costs associated with the excavation of human remains and no skeletal analysis is included as part of this project.

194 Part 6 - Attachment B.8

P1312 Can we put a limit to the number/types of materials collected and the level of analysis? For example: no collection of cultural materials from the general surface or disturbed soils and analysis limited to a representative sample of culturally diagnostic artifacts from excavated features.

No collection of cultural materials from the general surface or disturbed soils and analysis limited to a representative sample of culturally diagnostic artifacts from excavated features.

195 Attachment F All The bid form has individual CLINs for each project to Undercut of Geotechnically Unsuitable Subgrade Soils and Replacement with Imported Structural Fill material. Part

3.1.3.1 there are criteria for bidding that include removal of uncontrolled fill, over excavation at the parking lots, etc...

Please clarify if the Contractors are to include removal and replacement of unsuitable material in their proposal in addition to the unit prices required or are the unit prices intended to cover all removal and replacement of unsuitable material.

The removal and replacement of the uncontrolled fill materials noted in the Criteria for Bidding is included in the quantity provided in the Price

Proposal Form Line 0001C for Removal & Replacement of Geotechnically Unsuitable

Subgrade Soils.

3.7 - C30

All SSPC QP 1 Certification is required in C30 for all of the projects.

SSPC QP 1

Certification is meant to attest to an industrial painter’s ability to apply coatings to complex industrial and marine coatings. This requirement is not applicable based on the type of project that is. This requirement will greatly reduce the number of painters who can price this job which will negatively affect the Government from a budget stand point.

Please consider removing this requirement.

207 Part 3.2 & Part 3.5 E101004

P1203 & P1518

The engineering system requirements require the contrcator to furnish and install the industrial laundy equipment per the Room Requirements.

213 Part 3.1, Chapter 3, 3.1.3.1

P883 Criteria for Bidding states "Anticipate removal of approximately 3 feet of uncontrolled fill materials in the vicinity of borings 19B-14 and 19B-15 replacement with imported structural fill." Price Proposal Form Line 0001C includes 1200 CY of Removal & Replacement of Geotechnically Unsuitable Subrade Soils. Is the removal of the uncontrolled fill materials noted in Criteria for Bidding included in the quantity provided on the Price Proposal Form? If no, please provide an area (length x width) that is to be included in the vacinity of borings 19B-14 and 19B-15.

The removal and replacement of the uncontrolled fill materials noted in the Criteria for Bidding is included in the quantity provided in the Price

Proposal Form Line 0001C for Removal & Replacement of Geotechnically Unsuitable

Subgrade Soils.

214 Amendment #12

RFI #161 The response of "Bid per RFP, no additional information is available" was provided in the previous amendment.

With all due respect and since we cannot properly bid per the RFP because it is not clear; based on bidder low price assumption (and probably not what the government would prefer), please review attached exhibit A and re-issue the response. If we were to bid it this way and other offers do not, we are at a significant price disadvantage. The original RFI is as follows; P1203, CHB Fire Station - Please provide a LOD Demolition Layout or LOD of any hardscapes, utilities and other site features that are to be addressed as part of the bid option demolition for BB8, Part 3, Chapters 3 & 6 as well as Part 6 do not address the demolition extent or LODs of the utility scope and hardscapes in F2010 1.1 General Demolition and F2010 1.2 Utilities.

RFP discusses utility & pavement demolition in the respective Part 3, Section

3.1.2.1 along with in Chapter 6, F20, Section F2010. The Government has provided all inormation available.

224 Part 3, Chapter 2 (Pg 3) & Part 3, Chapter 4 (Pg 2)

Are the bleachers for the (5) covered bleachers to be included in the base bid or are these part of the FFE package?

If base bid please provide req's for these locations. The RFP does not provide

Bleachers are part of the Base Bid and are consisted real property, not collateral equipment or FF&E.

USCDG requires 6 to 10 air changes per hour in various types of courtrooms. The RFP calls for a variable air volume distribution system and specifically waives the UFC requirement for a minimum of 4 air changes per hour when cooling loads do not require that much supply air.

Please clarify if design intent was to provide the high levels of air changes in the courtrooms as required in the USCDG or follow RFP intent waiving air change requirements.

234 P883 Mess Hall, Part 3.1 Chapter 5 “Room Requirements”

Per Amendment #10, Item #4 (page 6 of

13) states to install ductile iron hub and spigot pipe with high temperature silicone gaskets for the sanitary drain line serving the “Utensil Wash” and the “Dish Wash/Tray Cleanup” rooms. However, Durion piping is no longer being manufactured.

Previously completed Camp Lejeune projects have utilized PVC or “Blucher” stainless steel piping due to the unavailability of ductile iron. Local vendors have suggested to use “Blucher” stainless steel piping in lieu of ductile iron. Please confirm this is acceptable.

Use stainless steel.
