1. DOD Safe Site Information for Electronic Proposal Delivery
Contractors shall send their Electronic Proposal submission to Holly Snow at Holly.Snow@navy.mil through the DOD Safe Site (safe.apps.mil). Further guidance is provided below for submission of hard copy submissions.
The contractor shall send the contract specialist, Holly Snow, the contractor’s email address who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site no later than May 13, 2020 by 1400, unless that date and time are changed via Solicitation Amendment.
The Contract Specialist, Holly Snow, will “Request a Drop-Off” through DoD SAFE utilizing the provided offeror’s point of contact email address. The recipient will receive an automated email containing the information for the request and instructions for uploading. If you do not receive an email containing drop off instructions 5 days prior to non-price or price proposal due date, please contact the Contract Specialist. Only the identified POC will be able to drop-off proposals or proposal revisions in DOD SAFE. Failure to provide accurate POC information will preclude the offeror from using DoD SAFE. Note: two email addresses shall be provided per Offeror. If an Offeror requires separate DoD SAFE drop off instructions for the purpose of submitting financial information in accordance with the Price submission instructions, a maximum of two additional email addresses may be provided per Offeror.
To submit the proposal, the offeror will utilize the link provided in the automated email to take you to DoD SAFE at https://safe.apps.mil. The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. You should receive a notification on the site “Drop-Off Completed” “Your files have been sent successfully.” Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”.
[Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any proposal must be completed no later than the due date and time, unless the date and time are changed via Solicitation Amendment, using the link sent by the contract specialist.
The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.
Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors. The maximum file size of a package is 8 GB. Up to 25 packages may be uploaded per link.
It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov).
2. Procurement Integrated Enterprise Environment (PIEE) – Solicitation Module
Using the Solicitation Module available within Procurement Integrated Enterprise Environment (PIEE) at https://wawf.eb.mil/piee-landing/. Instructions for obtaining access to and using the Solicitation Module are provided below:
Offerors and are required to be registered in System for Award Management (SAM) (https://sam.gov/SAM/pages/public/index.jsf) and their SAM account must include certain criteria PRIOR to obtaining access to the PIEE website and using PIEE’s Solicitation module.
The General Steps required to obtain PIEE access include:
Step 1. Register with SAM. (This is a mandatory step.)
Step 2. Establish an Electronic Business (EB) Point of Contact (POC) in SAM. (This is a mandatory step.)
• If your firm already has an active SAM account, validate that an EB POC is identified by accessing https://www.sam.gov/ (External Link) and click on "Search SAM". Where prompted, enter your Dun & Bradstreet Data Universal Numbering System (DUNS Number) or Commercial and Government Entity (CAGE) Code or Company Name and click the "Search" button. If you are presented with a list of DUNS numbers, pick the specific location and click on the Detail link. Scroll to the bottom of the Inquiry Results page. There you can see if anyone is listed as the EB POC. If no one is listed, the company has not identified an EB POC yet. Contact your company SAM POC and ask them to update the company's registration to include the EB POC.
Step 3. Ensure the CAGE Code is added to the PIEE Vendor Group Structure. (This is a mandatory step.)
• Note: Your CAGE Code must be added to the PIEE Vendor Group Structure BEFORE any personnel can self-register for applications in PIEE. To establish a vendor group for a CAGE Code, someone in your company needs to either call the Customer Support Center 1-866-618-5988 or send an email to Defense Information Systems Agency (DISA) Ogden at disa.global.servicedesk.mbx.eb-ticket-requests@mail.mil. If your organization has multiple CAGE Codes, the PIEE Customer Support Center will assist in adding all your CAGE Codes to your Vendor Group Structure in PIEE. Phoned in requests will be activated immediately. Emailed requests will be processed within 48 business hours after receipt.
Step 4. Establish an Organizational Email Address. (This is a Wide Area Workflow (WAWF) step only.)
• Note: If you do not set up an organizational email address, the personal email address of the first person who self-registers from your CAGE/DUNS Code will be used as the organizational email address.
Step 5. Designate a Contractor Administrator (CAM). (This is a mandatory step.)
• Vendors must appoint a CAM to manage their PIEE accounts. It is recommended that the EB POC be the CAM. If you appoint a CAM that is not your EB POC, then they are required to submit their CAM appointment letter, signed by their EB POC, via email to the Ogden Customer Support Center at disa.global.servicedesk.mbx.eb-ticket-requests@mail.mil. A sample CAM appointment letter is available at https://wawf.eb.mil/documentation/CAM-VendorAppointmentLetter.pdf
Step 6. Determine if batch feeds for data input is necessary. (This is WAWF step only.)
Step 7. Set up PCs to Access applications in PIEE.
Step 8. Self-Register CAM. (This is a mandatory step - there must be a CAM to activate vendors.)
• When registering as a CAM, Vendor User Roles will not be allowed, only add Administrative User Roles.
Important: If the CAM's account has not been activated within two (2) business days, notify the PIEE Customer Service.
Step 9. Vendor Roles
• Have all users for the CAGE Code(s) self-register on the PIEE web site for one of the available Vendor
Roles.
• Once the EB POC (CAM) has been activated, all company users will need to self-register. Every user must self-register on the PIEE web site by completing the online registration form. Note: User accounts will not be activated until the CAM activates the accounts.
Step 10. Complete the Web Based Training for the applications you will use in PIEE.
To utilize the PIEE Solicitation Module, register for an Account at https://www.eb.mil/; select vendor, create a user ID and password [Note you cannot change your user ID once registered]. Ensure you register for both Proposal Manager and Proposal View roles. Once activated by the CAM, search for the solicitation, using the Search link and solicitation number N40085-19-R-9255. Using the Proposal Manager role, select the Offer tab, then select the applicable CAGE Code for which submitting an offer. Upload the proposal using the Add Attachment link.
(Attachment file names cannot contain spaces and cannot exceed 1.9 GB per attachment. After uploading your proposal, select the Post Offer button to submit your proposal. The system displays a message recording the date and time your offer is posted. Keep that for your records. Additional and more detailed information regarding posting offers is available here: https://wawftraining.eb.mil/wbt/sol/Posting_Offer.pdf. NOTE that the submission of any proposal must be completed no later than the date and time indicated in the solicitation or amendments. The PIEE Solicitation module will record the date and time of package submittal. The date and time of package submittal recorded in PIEE shall govern the timeliness of any proposal submission.
Offerors shall allow adequate time to upload files, which may be slower for non-DoD users, and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors.
It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov). The Solicitation Module within PIEE (https://wawf.eb.mil/piee-landing/) will be used for proposal submittal purposes ONLY. Unprotected editable electronic file copies of the RFP documents, including Word, Excel, and/or Adobe files will not be provided. Please plan accordingly.
Offerors are not required to submit financial information as detailed in the price submission instructions via PIEE.
However, that information is required to be submitted in accordance with the DOD Safe site instructions detailed above.
3. Mailed Hard Copies
The Non-Price Phase II and Price HARD COPY proposals shall be delivered by MAIL ONLY on the dates and times listed above, respectively, unless those dates are changed via Solicitation Amendment. NOTE: Hard copy proposals shall mirror the electronic versions submitted. In the event of discrepancy between the electronic and hard copies, the electronic copy received by the due date and time will be the governing document.

Background: RFP states that each administrative space greater than 175 SF is its own zone, and any spaces less than 175 SF must be grouped into a single zone. As this building is to be conditioned with VAV terminal units, this requirement will basically require a VAV terminal unit for every office over 175 SF and one VAV terminal unit for every 175 SF. This will require a substantial amount of VAV terminal units especially in open office or admin areas and some VAV Terminal units will be the smallest terminal unit available.
Question: Is it acceptable to group open office and admin areas into larger zones (1500 square feet maximum) for temperature control together to have a fewer number of larger capacity VAV

Section 2.3.6 for P-1203 and P-1518 indicates a "low" level of required protection for these inhabited buildings. P883 Dining and P-1533 are inhabited structures behind a controlled perimeter with similar standoff requirements, but level of protection is not explicitly indicated. Please confirm that for P-1533 and the Dining Hall at P- 883, the required level of protection per UFC 4-
010-01 is "low."
There is no level of protection that applies to ANY Task Force Florence package 5
MILCONs outside of the chapter 3 minimum standards in UFC 4-010-01. Specific additional requirements apply regarding the unobstructed space, vehicle-deterrent landscaping, etc as defined in the RFP. The language regarding "level of protection" is an error left in the document, copied over from an older RFP. The new minimum standards do not require blast-resistant construction and therefore do not provide a specific level of protection.

As shown in the bubble diagram and described in the narrative, the new fire station site layout could be constrained by the buffer for the fitness trail. What is the desired buffer width?
“The minimum buffer between the fire station development and the fitness trail must be 20’ wide. AE2 must attempt to preserve the fitness trail as-is. If it is not possible to fit the fire station on the site per the Bubble Diagram and maintain a minimum 20’ buffer between the fire station development and the fitness trail, then the fitness trail may be re-routed to follow along the eastern boundary of the fire station site. If the fitness trail is re-routed, the trail head signage must be relocated by the contractor.”
