53 RFP

Part 3.1

¶B10 Supers tructur e

All Part 3.1 ¶B10 states:

"Seismic Design Category Base bid on Seismic Design Category B. Final determination of Seismic Design Category in accordance with UFC 3-301-01 Structural Engineering and ASCE 7 is the responsibility of the DOR.

Wind Exposure

Base bid on wind Exposure C. Final determination of Exposure Category in accordance with UFC 3-301-01 Structural Engineering and ASCE 7 is the responsibility of the DOR."

Please confirm that if the DOR determines during design that seismic and wind categories are other than as stated above for “base bid” and there is a consequent cost difference from the bid price, a change order will be processed for the difference.

No compensation will be provided for consequences resulting from a Seismic Design Category or Wind

Exposure Category greater than what is presented in the RFP. The RFP base bid is based on conservative assumptions. The bidder may have their design engineer verify the Seismic Design Category and

Wind Exposure Category prior to bidding and submit an additional RFI, with justification, if they believe a more stringent criteria is appropriate.

67 RFP

Attach ment E

All Camp Lejeune mechanical design guide calls for several things that don’t match or have been omitted from RFP proper. Most notably:

a. OAT also at peak dehumidification of

140gr/lb and MCDB (design DB is in the RFP but not design gr/lb).

b. OAT at 99.6% which is 22F (99% of 26F is all that is listed in RFP).

c. Wants indoor design conditions at 70F when OAT<50F, 76F when OAT>80F and varying between. Design for +/1F. Allow local users +/-3F local control. (instead of just 78F and 68F listed in RFP)

d. If only one chiller provide a connection to future temporary chiller.

e. SAT reset not allowed.

Question: I understand that the RFP has precedent for conflicts like OAT winter and indoor design conditions, but what about for additional requirements that were omitted from the RFP directly like peak dehumidifcation?

a. Bid per RFP, the RFP outdoor design temperatures generate the most demanding criteria

(the highest enthalpy) therefore the contractor should follow.

b. the req't is UFC 3-410-01 Section 3-5.3.5 to use the 99.6% OAT for freeze protection along with the 99% OAT for comfort heating in general (Section 3-

5.2.4).

c. Follow Order of precedence, 78/68 deg. req't for most inside rooms is in RFP and UFC 3-410-01 (sections 3-5.3.1 and 3-5.3.3).

d. follow Camp LeJeune Guide, provide emergency chiller connection independent of number of chillers.

e. Bid per RFP.

69 UFC All UFC 3-410-01 c6 requires LCCA of 3 Bid per RFP. LCCA not needed. Provide systems

3-410- 01c6, Chapte r 3, 3-1 options, however RFP includes a fairly presrciptive design. RFP also requires LCCA but does not require 3 options be evaluated. Is only a single LCCA proving the proposed design meets energy goals, the only LCCA required? This appears to be a non-issue if

Room Requir ement s P1312

Several indoor and outdoor labs require vent connections for generator exhaust. Later Chapter 6 ESR D30 states to design exhaust systems per ACGIH. Can more information be provided about the generators used or specific criteria for how to size exhaust drops for generators? Assumed 200cfm per drop, is this acceptable for estimating purposes?

Design per RFP. Existing generator data is provided in Amendment 0011.

Program Chapter 5, (Page 1116 of 3682

The room data sheet for the Small Craft Lab states “Lab will receive oil/water interceptor to hold 8 test tanks (5’x5’x5’ each tank).” It is unclear what the drainage requirements are for this space. Is the intent for the oil/water separator to contain the entire volume of all

(8) tanks at the same time? The volume of all

(8) tanks is approximately 7,480 gallons, which would require a large interceptor.

Generally, an oil/water separator is sized based on a specific flow rate through the drainage line. Please provide clarity, such as time allowed to drain tanks, to allow proper sizing of interceptor.

Lab will receive oil/water interceptor to hold 8 test tanks (5’x5’x5’ each tank).

Site Work

New site work for LSSS facility references Part 6, Chapter B, B.3 Site Bubble diagram.

The same paragraph notes several requirements. The building should face Holcomb and be located so that the front aligns with the other buildings facing Holcomb to the SW of the site Based on the

Adjacendy plan referenced above the Setbacks are approximately 170'. The paragraph also states that the drive connecting Molly Pitcher is to be expanded to min. 3 lanes. The same paragraph also states the building must have 33' unobstructed space around it's perimeter.

The site is 301' deep. The required setbacks noted above are 170' on the Holcomb side +

33' on the access drive side+ 36' to accomodate 3 lanes on the access drive. This totals 239' of required setback and road leaving only 62' of width for the LSSS building. The typical Courtroom alone is 54' deep not counting lobby areas to the south or restricted corridors and judges chambers to the

ATFP requirements must be enforced. Bid per RFP.

Sectio n 01

91 00.

15 22

Section 1.3 Please confirm the number of systems to be commissioned is limited to the maximum number of items listed in section 1.3 of specification 01 91 00.15 22 for each building and all the listed commissioning will be done by the Client appointed commissioning agency.

Commissioning to be conducted by 3rd party.

151 Part 3 Chapte r 6

ESR

D30

Space available for mechanical rooms is very limited and it will be difficult to meet RFP requirements for clearances without exceeding building square footage limitations.

Part 3 Chapter 6 ESR D30 has a requirement for “Total chilled water system volume must be a minimum of 7 gallons per ton of cooling.

Provide an insulated storage tank within the mechanical room to meet this requirement.”

As the storage tank will not require routine maintenance, will it be acceptable to install the tank adjacent to the chiller in the mechanical yard? This has been done at past

Camp Lejeune projects without an issue.

Bid per RFP.

152 section D2020

Standard Performance Technical Specifications section D20 Plumbing states to use type “L” copper for 4” pipe & under above ground w/solder fittings & type “K” w/solder fittings for buried pipe. However in the Part 3.6 documents it states in Part 6, Engineering Systems Requirements section D202001 Pipes & Fittings to use type “K” copper tubing & fittings for above ground & buried pipe. Which statement supersedes the other? Will we be required to use type “K” or “L” for above grade domestic water piping?

As quoted in PTS D20: "RFP Part 3 including the Engineering System Requirements (ESR) provide project specific requirements. The RFP Part 4, Performance Technical Sections (PTS) provide generalized technical requirements that apply to multiple facility types and include more requirements than are applicable to any one project. Therefore, only the RFP Part 4 requirements that apply to the project and further define the RFP Part 3 project specific requirements are required." - Provide type K copper tubing and fittings for above ground and buried piping.

153 D2090

Interce ptors

Section D209003 Interceptors requires an oil/water interceptor for the parking spaces & circulation area in the Parking Garage for the Mess Hall. These are typically not required by code for parking garages. Please indicate whether this interceptor will be required to treat all drains, including for rain water on the top deck, or only internal floor drains below the top deck.

See response to PPI #99: This requirement will be removed. See Amendment 0011.

155 P883 Mess Hall

Part 3 Chapte r 6

ESR

D30

The P883 Mess Hall Part 3 Chapter 6 ESR D30 has indoor design conditions criteria of 78 F and 50%. In the kitchen area, this will require substantial energy in the summer to cool air to 55 F or less and potentially reheat to maintain the 50% RH at 78 F indoor temperature. Previous Navy projects have required us to temper air to the kitchen to 10 F less then ambient, without subcooling for dehumidification. Is that acceptable for this job to reduce energy consumption and reduce chiller plant size? Conditions in the seating area would be maintained at 78 F and 50%

RH.

Bid per RFP. Provide 78 F/50% kitchen space conditions.

Room Data

Sheets

The Room Data Sheets for P1312 require 24 generator exhaust vents in multiple labs.

There is no indication on how to size these.

Please provide sizing information to permit pricing. In addition, does this vent need to meet design criteria for typical generator

See response to PPI #78: Designer of Record has to size generator and design accordingly.

PROJECTS

"Two scheduling specification sections were provided in Part 2 of the RFP. Spec Section

01 32 17.00 20 par 1.10.2.9 and Section 01 32

17.05 20 par 1.6.2.4 both reference Weather

Days to be based off of a 30 year NOAA Average with 0.10” precipitation parameter.

Section 01 32 17.05 20 par 1.6.2.4 also gives a prescribed weather calendar that does not seem to align with historical data at the referenced 0.10” parameter. Carrying more weather days than necessary will artificially inflate the schedule duration and increase price.

Specification 01 31 19.05 20 paragraph 1.3.8 states to use 01 32 17.00 20 for the design and construction baseline guidelines. Please confirm specification 01 32 17.05 20 is not applicable to this project."

Scheduling in both parts of 01 32 17 are to be followed. Additional requirements are required.
