P1312 Lab-General states “Labs will not receive HVAC with exceptions listed on following pages”. The Labs omit HVAC requirements. This will not provide sufficient freeze protection for plumbing equipment such as emergency fixtures and hose bibbs as required by the Room Requirements in all of the labs. As well as the separate water supply in the Plumbing Lab. Please confirm that plumbing services and fixtures are required for the lab spaces and verify if freeze protection measure would therefore be required.

Bid per RFP. Provide fixtures per room requirements. Provide freeze protection measures for water lines, sanitary drains and fixtures. See Amendment 0012.

Lab-General states “Labs will not receive HVAC with exceptions listed on following pages”. The Labs omit HVAC requirements. This will not provide sufficient freeze protection for the wet pipe sprinkler system as required in section D4040. Please confirm if a dry pipe system should be provided for the Lab spaces.

Outdoor Labs are not attached to main building and are far enough to not require sprinkler piping.

102 2 Amendment 4 On the second page of amendment 4 you have Item 2 "Design to Budget for Package 5". Below

This is standard language for a solicitation and these Task Force that you state that these estimated costs are for informational purposes only and are not hard ceilings for costs. Can you change the label from "Design to Budget for Package 5" to "Package 5 Individual Building Estimates"? In the current label you are illudig that we should design to a budget and I don' t believe that is your intent.

Is there a minimum depth required for the covered portion of the outdoor labs?

Chapter 6 ESR D30

The P883 Mess Hall Part 3 Chapter 6 ESR D30 has a requirement for a heat exchanger to recover energy for the kitchen makeup air. We do not recommend energy recovery devices in the kitchen hood exhaust duct due to potential fouling with grease. The energy recovery would also not be useful in the summer when hot exhaust air from the hoods would have to bypass the heat recovery exchanger. Would a domestic water preheat device integrated in the hood be an acceptable alternative? Alternatively, would eliminating the heat exchanger on the make-up air and providing only VAV hood exhaust be acceptable?

See Amendment 0012. Energy recovery heat exchanger in kitchen hood exhaust not to be provided.

Can the Government release water hardness reports for past projects at Hadnot Point?

This will help determine if a water filtration system is needed. Additionally, the RFP doesn’t specify a type of water filtration unit to be used if water hardness levels exceeds acceptable levels.

Please provide an RFP section that specifies basic water filtration requirements if water hardness exceeds the acceptable levels.

Requirements

P1312

In response to Amendment 10, PPI’s #78 and #112, the RFP does not provide proper guidance on the exhaust system required. This exhaust has a large effect on the overall mechanical system of the building due to the large lab spaces, causing overall pricing to swing dramatically depending on final sizing. In order to protect the Government post-award, and to provide a level playing field between all bidders, we believe the Gov’t needs to clarify how to size the exhaust drops. Based on the experience of our mechanical designers, we believe 200 CFM per drop is the most accurate assumption for both soldering and generator exhaust drops.

For the generators, bid per specifications provided. For the soldering, bid per

RFP.
