About this file
This document is an amendment to a solicitation for construction services related to Hurricane Florence recovery efforts at Marine Corps Base Camp Lejeune in North Carolina. The amendment provides responses to seven questions posed by offerors. It confirms that each of the seven project numbers requires a dedicated project manager, superintendent, and site safety and health officer. SSPC QP-1 certification is not required for painters given the type of projects. The amendment clarifies that washers and dryers are part of the furniture, fixtures, and equipment package for two specific projects. All other terms and conditions of the solicitation remain unchanged. Price proposals are due on the dates specified unless amended. The solicitation was issued by the Naval Facilities Engineering Command on behalf of the Department of the Navy for Hurricane Florence Recovery Support and Applied Instruction Facilities at Marine Corps Base Camp Lejeune.

AMENDMENT 0013

Page Section Para.
160 Per response to PPI #29 included as part of Amendment No. 9, required occupant load to be supported for P1533 PMO is 348 occupants. Per ICC 500 requirements, community shelters for hurricanes require a space for 20 sq.ft. per occupant. For the PMO facility, accommodations for 348 occupants would then require a minimum usable floor area of 6,960 sq. ft. (with no increase included for use or furniture type). This designated area comprises a significant portion of the overall facility. Our understanding of the 348 occupancy load for this building is that it would also include transient visitors and personnel who are present for training. During a hurricane event, it is presumed that visitors will not be allowed, training will not continue, thus such spaces to shelter these occupants would not apply. It may also be logical to assume a substantial reduction in permanent staff members for the duration of a hurricane. As a comparison, the occupant loads associated with the two
Occupant load for hurricane shelter shall be 248 persons. This accounts for two shifts of officers and essential administrative personnel, dispatch, armory, etc.
fire stations that are part of Package 5 seem logical and reasonable and reflect a fraction of the total occupancy. Please confirm if it is the government’s intent to provide a shelter for such a high number of occupants for the P1533 PMO facility.
196 Amendment
The Hurricane Florence Relief Packages 05 (Thursday, JUNE
4 2020, 1600 EST)
and 07 (Tuesday, June 9, 2020, 2:00 pm Eastern Time) are currently scheduled to have price proposals due within five business days between submissions. To provide a better opportunity for subcontractors and vendors to participate in both pricing efforts, can the price proposal due date for HFRM Package 05 be rescheduled one week later?
(Tuesday, June 16, 2020, 2:00 pm Eastern Time)
Additionally, the successor price submissions would need to change. See below for the proposed revised submission dates:
• Electronic Price Proposal Tuesday, June 16, 2020, 2:00 pm Eastern Time.
• Electronic Factor 6 Proposal Wednesday, June 17, 2020, 2:00 pm Eastern Time.

3.7 - C30
All SSPC QP 1 Certification is required in C30 for all of the projects. SSPC QP 1 Certification is meant to attest to an industrial painter’s ability to apply coatings to complex industrial and marine coatings.
This requirement is not applicable based on the type of project that is. This requirement will greatly reduce the number of painters who can price this job which will negatively affect the Government from a budget stand point. Please consider removing this requirement.
