2. Proposal Submission Guidance for DOD Safe and PIEE for Price and Factor 6 submission

A. DOD SAFE

Contractors shall send their Electronic Proposal submission to Karoline Duffy at Karoline.e.duffy@navy.mil through the DOD Safe Site (safe.apps.mil). Only DoD SAFE is authorized for the submission of the electronic original proposal in response to this solicitation. Further guidance is provided below for submission of hard copy submissions.

The contractor shall send the contract specialist, Karoline Duffy, the contractor’s email address who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site no later than May 28, 2020 by 1400, unless that date and time are changed via Solicitation Amendment.

The Contract Specialist will “Request a Drop-Off” through DoD SAFE utilizing the provided offeror’s point of contact email address. The recipient will receive an automated email containing the information for the request and instructions for uploading. If you do not receive an email containing drop off instructions 5 days before non-price or price proposal due dates, please contact the Contract Specialist. Only the identified POCs will be able to drop-off proposals or proposal revisions in DOD SAFE. Failure to provide accurate POC information will preclude the offeror from using DoD SAFE. Note: two email addresses shall be provided per Offeror. If an Offeror requires separate DoD SAFE drop off instructions for the purpose of submitting financial information in accordance with the Price submission instructions, a maximum of two additional email addresses may be provided per Offeror.

To submit the proposal, the offeror will utilize the link provided in the automated email to take you to DoD SAFE at https://safe.apps.mil. The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. You should receive a notification on the site “Drop-Off Completed” “Your files have been sent successfully.” Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”.

[Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any proposal must be completed no later than the due date and time, unless the date and time are changed via Solicitation Amendment, using the link sent by the contract specialist.

The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.

Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors. The maximum file size of a package is 8 GB. Up to 25 packages may be uploaded per link.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov).

B. Procurement Integrated Enterprise Environment (PIEE) – Solicitation Module

Using the Solicitation Module available within Procurement Integrated Enterprise Environment (PIEE) at https://wawf.eb.mil/piee-landing/. Instructions for obtaining access to and using the Solicitation Module are provided below:

Offerors and are required to be registered in System for Award Management (SAM) (https://sam.gov/SAM/pages/public/index.jsf) and their SAM account must include certain criteria PRIOR to obtaining access to the PIEE website and using PIEE’s Solicitation module.

The General Steps required to obtain PIEE access include:

Step 1. Register with SAM. (This is a mandatory step.)

Step 2. Establish an Electronic Business (EB) Point of Contact (POC) in SAM. (This is a mandatory step.)

• If your firm already has an active SAM account, validate that an EB POC is identified by accessing https://www.sam.gov/ (External Link) and click on "Search SAM". Where prompted, enter your Dun & Bradstreet Data Universal Numbering System (DUNS Number) or Commercial and Government Entity (CAGE) Code or Company Name and click the "Search" button. If you are presented with a list of DUNS numbers, pick the specific location and click on the Detail link. Scroll to the bottom of the Inquiry Results page. There you can see if anyone is listed as the EB POC. If no one is listed, the company has not identified an EB POC yet. Contact your company SAM POC and ask them to update the company's registration to include the EB POC.

Step 3. Ensure the CAGE Code is added to the PIEE Vendor Group Structure. (This is a mandatory step.)

• Note: Your CAGE Code must be added to the PIEE Vendor Group Structure BEFORE any personnel can self-register for applications in PIEE. To establish a vendor group for a CAGE Code, someone in your company needs to either call the Customer Support Center 1-866-618-5988 or send an email to Defense Information Systems Agency (DISA) Ogden at disa.global.servicedesk.mbx.eb-ticket-requests@mail.mil. If your organization has multiple CAGE Codes, the PIEE Customer Support Center will assist in adding all your CAGE Codes to your Vendor Group Structure in PIEE. Phoned in requests will be activated immediately. Emailed requests will be processed within 48 business hours after receipt.

Step 4. Establish an Organizational Email Address. (This is a Wide Area Workflow (WAWF) step only.)

• Note: If you do not set up an organizational email address, the personal email address of the first person who self-registers from your CAGE/DUNS Code will be used as the organizational email address.

Step 5. Designate a Contractor Administrator (CAM). (This is a mandatory step.)

• Vendors must appoint a CAM to manage their PIEE accounts. It is recommended that the EB POC be the CAM. If you appoint a CAM that is not your EB POC, then they are required to submit their CAM appointment letter, signed by their EB POC, via email to the Ogden Customer Support Center at disa.global.servicedesk.mbx.eb-ticket-requests@mail.mil. A sample CAM appointment letter is available at https://wawf.eb.mil/documentation/CAM-VendorAppointmentLetter.pdf

Step 6. Determine if batch feeds for data input is necessary. (This is WAWF step only.)

Step 7. Set up PCs to Access applications in PIEE.

Step 8. Self-Register CAM. (This is a mandatory step - there must be a CAM to activate vendors.)

• When registering as a CAM, Vendor User Roles will not be allowed, only add Administrative User Roles.

Important: If the CAM's account has not been activated within two (2) business days, notify the PIEE Customer Service.

Step 9. Vendor Roles

• Have all users for the CAGE Code(s) self-register on the PIEE web site for one of the available Vendor

Roles.

• Once the EB POC (CAM) has been activated, all company users will need to self-register. Every user must self-register on the PIEE web site by completing the online registration form. Note: User accounts will not be activated until the CAM activates the accounts.

Step 10. Complete the Web Based Training for the applications you will use in PIEE.

To utilize the PIEE Solicitation Module, register for an Account at https://www.eb.mil/; select vendor, create a user ID and password [Note you cannot change your user ID once registered]. Ensure you register for both Proposal Manager and Proposal View roles. Once activated by the CAM, search for the solicitation, using the Search link and solicitation number N40085-19-R-9255. Using the Proposal Manager role, select the Offer tab, then select the applicable CAGE Code for which submitting an offer. Upload the proposal using the Add Attachment link.

(Attachment file names cannot contain spaces and cannot exceed 1.9 GB per attachment. After uploading your proposal, select the Post Offer button to submit your proposal. The system displays a message recording the date and time your offer is posted. Keep that for your records. Additional and more detailed information regarding posting offers is available here: https://wawftraining.eb.mil/wbt/sol/Posting_Offer.pdf. NOTE that the submission of any proposal must be completed no later than the date and time indicated in the solicitation or amendments. The PIEE Solicitation module will record the date and time of package submittal. The date and time of package submittal recorded in PIEE shall govern the timeliness of any proposal submission.

Offerors shall allow adequate time to upload files, which may be slower for non-DoD users, and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov). The Solicitation Module within PIEE (https://wawf.eb.mil/piee-landing/) will be used for proposal submittal purposes ONLY. Unprotected editable electronic file copies of the RFP documents, including Word, Excel, and/or Adobe files will not be provided. Please plan accordingly.

Offerors are not required to submit financial information as detailed in the price submission instructions via PIEE.

However, that information is required to be submitted in accordance with the DOD Safe site instructions detailed above.

C. Mailed Hard Copies

The Non-Price Phase II and Price HARD COPY proposals shall be delivered by MAIL ONLY on the dates and times listed above, respectively, unless those dates are changed via Solicitation Amendment. NOTE: Hard copy proposals shall mirror the electronic versions submitted. In the event of discrepancy between the electronic and hard copies, the electronic copy received by the due date and time will be the governing document.

Proposals shall be labeled

Please explain what is meant by “…environmental mitigation to be in compliance with state and local laws and includes acquisition or interests in necessary land…”

If wetland impacts are required for the project in excess of 1/10th acre, wetland mitigation is required. If impacted wetlands cannot be mitigated on-site, then off-site mitigation may be required which may require purchase of mitigation credits from mitigation banks (where available) which are on separate land from the project. Acceptable wetland mitigation can vary from project to project and permit to permit which is why this statement is general. This statement appears at the end of 1.0 Project Description for every site.

If the use of tilt-up or precast concrete panels is permitted, will the use of a white exposed concrete finish such as sandblasted concrete or exposed aggregate concrete be permitted in lieu of white split face CMU required in 4.3.2?

Pre-cast and tilt-up exterior enclosures will be allowed in lieu of brick cavity wall assembly over CMU backup. However, acceptable appearance must follow guidelines established by the “Architectural Precast

Concrete Color and Texture Selection Guide" (https://www.pci.org/ColorTextureGuide). Form liners or inserts must provide a textured surface and color finish complimentary to standard modular red-flashed wire cut or common brick AND white or gray CMU;

reference MCBCL BEAP for MILCON project district guidelines. Finishing methods may include, but not limited to: prescribed manufacturer recommendations such as sandblasted, retarded, acid etched, etcetera. All proposed finishing methods MUST BE APPROVED by the MCBCL Architectural Review Board (ARB) prior to selection;. Material and finish samples must be provided to the ARB prior to final approval.

All

UFC 3-410-01 c6 requires LCCA of 3 options, however RFP includes a fairly presrciptive design.

RFP also requires LCCA but does not require 3 options be evaluated. Is only a single LCCA proving the proposed design meets energy goals, the only LCCA required? This appears to be a non-issue if

Change 6 is not part of the scope.

Bid per RFP. LCCA not needed. Provide systems that comply with D30 and D20.

P-1312

Part 3, Chapter 2, Paragraph 2.2 states the Facility Square footage (Academic and Applied Instruction components) is 62,165 s.f. The table that follows lists the outdoor spaces for a total of 16,008 s.f.

Part 3, Chapter 2, Paragraph 4.1 indicates a building Subtotal NET Area of 43,377 s.f. However, when the “Total SF (Net)” column is added up, the “Subtotal NET Area” equals 53,737 s.f. It appears that the Outdoor Lab Spaces (10,350 s.f.) are included within the Applied Instruction Facility table, but not counted in the NET area total (53,737 – 10,350 = 43,377).

Please re-issue the Space Tabulation Table to clarify requirements. Also please confirm if the 62,165 s.f.

indicated in paragraph 2.2 is correct, or if the 62,973 s.f. indicated in paragraph 4.1 is correct for the size of the Applied Instruction Facility.

RFP Section D209003 states that a oil/water interceptor (which we understand to be a oil water separator) is required for the parking spaces and circulation area (which we understand to be the parking deck). Please clarify the purpose of this oil/water separator. IPC (International Plumbing

Code) Section 1003.4.2.2 does not require a separator in a parking garage unless fueling, serving, repairing, or washing is conducted and contains the statement

“Areas of commercial garages utilized only for storage of automobiles are not required to be drained through a separator.” Is an oil/water separator required for the garage? And if so, what areas of the garage is required to be treated through the oil/water separator?

See Amendment 0010.This requirement has been removed.

RFP states to connect to an existing overhead 12.47 kV circuit on the east side of the site. It appears from the Part 6 attachments, the majority of the MV line running along the east side (N street) is underground, except for one pole at the southeast corner of the site.

Please confirm if GIS data is correct and MV system along N street is overhead or underground? There are other poles along the south side of the site such as Pole 325, 326, 327 that could be used instead, if that is acceptable per RFP.

GIS data is given as reference data and must be field verified. Using the south side of the site is also acceptable for this RFP

B_16MAR2020+(2+of+5) Adjacency site diagram for LSSS facility. The adjacency diagram shows a building on the site that is approximately 200' x 75'= 15,000 SF per floor x 2 floors to get to the program SF. Based on the size of the building shown in the bubble diagram the setbacks on the east and west are shown at approximately 24' which does not meet the 33' required in Part 3, Chapter 3 par 3.1.2.3 New Site

Work. In order to meet the 33' setback around the building the entire building would shift east encroaching on the parking lot and reducing the parking spaces by approximately 20 spaces or 1 aisle.

If the setbacks are required and the building program is required to be on 2 floors the building footprint is set. How are the lost spaces being accounted for in the provided site diagram. Are additional spaces available to the east in the shopping center parking lot, or will the minimum number of spaces required be reduced.

33’ ATFP setback should be maintained and if the building needs to shift to the east to accommodate this, then that is acceptable. The proposed parking area is replacing an existing parking area, so there should be a way to incorporate additional parking or reduction of minimums through coordination with base personnel.
