Installation of a new 3,000 gallon diesel fuel AST at the P1312 site should be considered a base bid. The following criteria must be met:
1. Replacement Tank
a. Provide and install double walled, horizontal, cylindrical UL 142 AST of same or similar dimensions and capacity
b. Inspect ASTs and all other materials when they are delivered and prior to installation to verify they are not visibly damaged and that their coatings are intact.
c. Ensure that tank opening for piping is in same or similar location and of same diameter as existing aboveground piping configuration to ensure existing piping run can be utilized with few or no modifications.
d. NFPA 30 requires that tank saddles higher than 12 inches above the foundation have a minimum fire rating of 2 hours and be constructed of protected steel, masonry, or reinforced concrete.
e. Per NFPA 30A 4.3.6.1, all tank openings shall be located above the maximum liquid level.
f. Install normal vent for primary tank and emergency vents for primary and secondary tanks in accordance with NFPA 30.
g. Ensure replacement tank has working level gauge, fillport spill bucket, overfill prevention valve, and correctly sized normal and emergency vents.
h. Ensure fill connection point is located such that tank and liquid level gauge is clearly visible during fueling deliveries.
i. Fillport/ fill connection must be a liquidtight connection.
j. Ensure fill pipe entering top of tank terminates within recommended distance to the tank bottom.
Fill pipe shall be installed or arranged to minimize vibration. Per NFPA 30- 21.4.4.
k. Overfill Protection
i. Use PEI/ RP600-12 Recommended Practices for Overfill Prevention for Shop-
Fabricated Aboveground Tanks.
ii. Install liquid level gauge such that it is accessible to the fuel delivery operator and visible during fueling operations. Level gauge can be new or recycled from old tank if it is operable. Contractor to provide analysis and expert recommendation.
iii. Install spill containment equipment at the fill connection that is capable of holding the maximum quantity of fuel stored in the delivery hose. For tank-top fill, ensure spill container is at least 5 gallon capacity and has a relief valve that releases spilled fuel to the primary tank. See Section 8 of PEI RP 200-13. Spill bucket can be new or recycled from old tank if it is operable. Contractor to provide analysis and expert recommendation.
iv. Provide and install an overfill protection device on fill port.
v. Overfill and spill equipment must be properly installed, operated, inspected, tested, and maintained in accordance with manufacturer's specifications.
l. Leak Detection
i. Provide and install interstitial liquid sensing device (such as pop-up gauge) on interstitial port for monitoring leaks.
ii. Install leak detection equipment in accordance with manufacturer’s instructions.
m. Ensure all caps and valves are made of ductile iron or steel. Per NFPA 30 27.4, low melting point materials such as aluminum, bronze, copper, or PVC and are not allowable.
n. For all fittings, ensure pipe dope or similar thread-sealing compound is properly applied to ensure leak-proof and pressure tight fittings as well as to avoid seizing of the fitted parts.
o. If overfill prevention/fill tube prevents product gauging with a stick, provide a tank-top opening equipped with a lockable, vapor-tight, non-sparking cover that can be used to manually gauge the primary tank’s contents. This facilitates water detection and removal. Install fitting at the low end of horizontal tank. See PEI RP 200-13- 8.4
p. Install an anti-siphon valve upgradient from (i.e. on the tank side of) the existing block/ check valve and the isolation valve in accordance with NFPA 30, 30A, and PEI RP 200-13. Per NFPA
30- 22.13.1, each connection to the AST through which liquid can normally flow shall be provided with a block valve located as close as practical to the tank shell to allow isolation during an emergency or for repairs. A check valve alone cannot be used to meet this requirement, although one can be used in conjunction with the operating valve.
q. Ensure proper corrosion protection for any portion of the tank or its piping that is in contact with the soil such that it is properly engineered, installed, and maintained (by providing a maintenance
Plan to the owner) in accordance with the requirements of NFPA 30- 21.4.5.
r. Install and design replacement tank configuration to include with unions, valves, and other alleviating devices that allow easy access, inspection, and testing of tank appurtenances as part of the required annual inspection under STI SP001. This also includes application of pipe dope for all threaded fixtures.
2. Install OSHA-approved Stairway
a. Tanks may require an OSHA-approved stairway with platform for safe and efficient fill port accessibility. Stairway/platform combination should be available as an option for inclusion from the tank manufacturer.
b. Ensure stairway is designed with enough risers to allow refueling operator and/or tank inspector to easily access tank top fill ports and other appurtenances.
c. Ensure stairway is bolted securely in place
3. Pressure Testing
a. Pressure test tank prior to being placed into use as required by NFPA 30- 21.5.2.
b. Minimum testing requirements can be found in PEI RP200-13- Section 14.
c. Perform an air-and-soap test prior to introducing liquid into the tank system.
d. Follow instructions by the tank manufacturer when conducting test or follow PEI RP200-13- 6.6 and Section 14.
e. Prior to test, ensure shipping plugs and thread protectors have been removed and replaced with properly doped, product compatible, liquid-tight plugs in all unused tank openings. Low melting point materials may not be used for ASTs, so all valves and plugs must be steel or ductile iron.
f. Normal and emergency vents must be secured or removed and plugged during test.
g. Ensure shipping bolts have been removed from emergency manway vents and replace with partially threaded long- bolts to allow for proper movement.
4. Piping
a. Aboveground piping installation is required for replacement of low melting point materials
