Proposal Organization/Format:

The proposal submitted in response to this solicitation shall be clear, concise, and shall contain sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposals should not simply rephrase or restate the Government’s requirements, but rather should demonstrate convincing rationale to address how the Offeror intends to meet these requirements. The offer shall be compliant with the requirements as stated in the RFP.

Nonconformance with the solicitation requirements, specified organization and content may result in elimination or misevaluation of the proposal. All claimed technical capabilities to meet the requirements shall be realistic and are subject to verification by the Government. Offerors should assume that the Government has no prior knowledge of the Offeror’s business and that the Government will base its evaluation on the information contained in the Offeror’s proposals.

Cross-Referencing: To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal.

Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.

1. Include a cover page Solicitation Number & Title, Prime Contractor Name, Address, Phone Number, Unique Entity Identifier (UEI), and Cage Code, Point of Contact Name, Phone Number, and Email

3. Requirements of the Technical Factors

Volume II: Price Proposal: Volume II shall contain the Offerors price proposal in a single pdf. Please refer to the Price Solicitation Submittal Requirements for contents of the Price proposal.

Basis for Award:

This task order will be awarded on a fair opportunity basis pursuant to FAR 16.505 ordering procedures.

The proposed task order will be awarded to the responsible Offeror offering the best value to the Government. The tradeoff source selection process is selected as appropriate for this acquisition because the best value is expected to result from selection of the proposal with both price and non-price factors considered. To make a determination of best value, the Government shall evaluate each Offeror on price and non-price factors as listed in the RFP.

The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with Offerors in the competitive range; and to award, without discussions at the discretion of the Contracting Officer, the contract to the Offeror representing the best value to the Government with price and non-price factors combined.

The Government intends to evaluate proposals and issue a task order without discussions (except clarifications as described in FAR 15.306(a)). Therefore, each initial offer should contain the offeror’s best terms from a price standpoint. However, the Government reserves the right to conduct discussions if later determine by the Contracting Officer to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

The solicitation requires the evaluation of price and the following non-price factors:

Factor 1: Experience Factor 2: Project Specific Requirements Factor 3: Past Performance

All technical factors (Factors 1 and 2) when combined are of equal importance to each other and, when combined, are of equal importance to the performance confidence assessment (Factor 3 – past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.

Price

(a) Solicitation Submittal Requirements:

The Offeror shall submit the following:

Cover page that includes:

- Solicitation Number & Title

- Prime Contractor Name, Address, Phone Number, Unique Entity Identifier (UEI), Cage Code

- Point of Contact Name, Phone Number, and Email

Completed Price Proposal Form Amendments Acknowledged (if applicable) Bid Guarantee

(b) Basis of Evaluation:

The Government will evaluate price based on the total lump sum price including all options. The Government intends to evaluate all options in accordance with FAR 52.217-5, Evaluation of Options (JUL 1990). In accordance with FAR 52.217-5, Evaluation of Options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

i. Comparison of proposed prices received in response to the RFP.

ii. Comparison of proposed prices with the IGCE.

iii. Comparison of proposed prices with available historical information.

iv. Comparison of market survey results

Non-Price Evaluation Factors:

Factor 1 - Experience:

(a) Solicitation Submittal Requirements:

The Offeror shall submit the following information:

Construction Experience:

Submit a minimum of one (1) maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as:

Size: Minimum of 16,000 square feet.

Scope: Interior and/or exterior renovation of an existing DOD Housing Building (e.g. Department of Defense family housing, unaccompanied housing (enlisted or officer quarters), or comparable facilities e.g. DoD lodging facilities, etc.)

Complexity: Relevant projects shall have included repairs to multiple (at least 3) building systems and infrastructures (e.g. architectural, HVAC, electrical, plumbing, and fire protection).

Note: Projects submitted that only include horizontal or civil site work will not be considered relevant. A building is defined as “A structure, enclosed by walls and a roof, constructed for an intended occupancy in accordance with life safety codes.” Additionally, projects submitted that only include painting or other superficial alterations to demonstrate exterior renovation will not be considered.

Recency: Projects submitted for the Offeror shall be completed within the past ten (10) years of the date of issuance of this RFP.

A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole should not be submitted as a project; rather Offerors should submit the work performed under a task order as a project.

The attached Construction Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e., unique features, area, construction methods). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Provide applicable documentation on projects that were validated and/or certified through a Sustainable Third Party Certification program.

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the offeror shall clearly demonstrate what portion of the work was performed by the JV member offering on this contract and shall not include work performed by the JV as a whole. The JV member proposed for this contract shall specifically address field work performed by that JV member including field staffing and direct field work oversight. The JV member proposed for this contract shall also address home office management performed by that JV member including the number/percentage of employees provided for the overall contract by the JV members as well as the overall percentage of work performed by the JV member. The Offeror shall also submit a SIGNED copy of the Joint Venture agreement indicating the proposed participation of each Joint Venture member. Offerors are still limited to a total of five (5) projects combined.

The Offeror MAY NOT utilize experience of a subcontractor to demonstrate construction experience under this evaluation factor.

(b) Basis of Evaluation:

The basis of evaluation will include the Offeror’s demonstrated experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five projects. Any projects submitted in excess of the five (5) for Construction Experience will not be considered.

Relevant projects that include rehabilitation, as defined by the U.S. Secretary of the Interior's Standards for Rehabilitation (36 CFR 67) may be considered more favorably than those that don’t include rehabilitation.

Relevant projects that demonstrate experience on buildings on the National Historic Register of Historic Places may be considered more favorably than those that do not demonstrate experience on building on the National Historic Register of Historic Places.

Projects that demonstrate a greater depth of relevant experience in relation to the stated requirements may be considered more favorably.

JV Offerors who fail to submit relevant experience by all JV partners may be considered less favorably.

Factor 2 – Project Specific Requirements:

(a) Solicitation Submittal Requirements:

The Offeror shall submit the following information:

Provide a narrative not to exceed 2 single-sided pages, 8 ½ “ x 11” that clearly addresses the following items:

a. Strategy to ensure timely execution by the stated contract period of performance

b. Plan to address staging and lay down constraints at the project site.

c. Plan and Procedures to identify and report historical artifacts to the government, if discovered during construction.

d. Strategy for protection of existing historic building components to remain in the home considering the following construction activities:

1.Soldering and welding of mechanical piping in finished areas and near combustible materials (note that press and grooved fittings are not permitted) 2.New penetrations in historic masonry, plaster, and framing.

3.Utilization of existing openings to move new equipment and material into the building.

(b) Basis of Evaluation:

The Government will evaluate the narrative considering the extent to which the Offeror demonstrates a clear understanding of the requirements of the project. The Government will evaluate the Offeror's technical approach to determine adherence to the requirements of the RFP.

Failure to address all elements as set out above may render this factor UNACCEPTABLE.

Proposals demonstrating experience with innovative planning with no operational disruptions may be considered more favorably.

Proposals demonstrating a greater depth of understanding of the requirements may be considered more favorably.

Factor 3 – Past Performance:

(a) Solicitation Submittal Requirements:

Submit Past Performance Questionnaires (PPQ) (Attachment B) for each project included in Factor 1 for Construction Experience. The Offeror should provide completed PPQ in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. (Note: Clients are highly encouraged to submit questionnaires directly to the Offeror.

However, if the client requests, questionnaires may be submitted directly to the Government’s point of contact, Lindsay Brown, Lindsay.m.brown14.civ@us.navy.mil, and Elle Al-Ajmi, elleana.a.al-ajmi.civ@us.navy.mil.

Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 and on other task orders under this Multiple Award Contract. Offerors may also address any adverse past performance issues on the projects for Factor 1 – Experience or under this Multiple Award Contract. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.

The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.

Performance award or additional information submitted will not be considered.

(b) Basis of Evaluation:

This evaluation will consider how well the Offeror’s team performed on relevant projects submitted under Factor 1 – Experience and may also consider past performance on other projects currently documented in known sources. More emphasis may be placed on more relevant projects.

The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the Offeror’s team’s past performance will be used as a means of evaluating the Offeror’s team’s probability to successfully meet the requirements of the RFP.

In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror may not be evaluated favorably or unfavorably on the factor of past contract performance (see FAR 15.305[a][2][iv]). In this case, the offeror’s past performance is unknown and assigned a performance confidence rating of “Neutral.”

NOTE THE FOLLOWING:

Any post-award changes to the scope of work, technical specifications, or drawings will be issued on a Standard Form (SF) 30.

This request does not constitute a notice to proceed nor shall it be considered as a commitment on the part of the Government.

Any costs incurred prior to issuance of a task order cannot be reimbursed. Offerors will not be reimbursed for any effort or proposal costs resulting from this solicitation.

Offerors are advised that funding may not become available. If funds are not available, no award will be made as a result of this solicitation.

If funding becomes available, the successful Offeror will be issued a task order under their contract, as set forth in DFARS 252.216-7006, Ordering.
