Re: Government Officer Quarters 6 Renovation Marine Barracks Washington (MBW) 8th & I Street SE, Washington DC MTFA Project Number: 21027.00 Tidewater Project No.: 5067-064

Dear Mr. Zuniga, Tidewater, Inc. (Tidewater) performed a Hazardous Materials Survey (Asbestos-containing Materials (ACM), Lead-based Paint (LBP), and other potentially regulated materials (ORM) survey) for the Government Officer Quarters 6 located at Marine Barracks Washington (MBW), 8th & I Street SE, Washington DC. The survey was conducted to determine the extent and approximate locations of hazardous materials within the building to facilitate renovation of the Government Officer Quarters 6.

The survey was completed in compliance with the Asbestos Hazard Emergency Response Act (AHERA), the National Emission Standard for Hazardous Air Pollutants (NESHAP), the Occupational Safety and Health Administration (OSHA), and the Environmental Protection Agency (EPA) guidelines and regulations.

In addition to the field survey, Tidewater’s Scope of Work included the review of existing hazardous material survey reports for the Government Officer Quarters 6. Data and conclusions utilized by Tidewater from these 3rd Party reports are assumed to be accurate.

Existing Documentation

MTFA provided Tidewater with copies of the following existing reports:

REPORT REGARDIND THE HAZARDOUS MATERIAL SURVEY FOR THE

QUARTERS SIX RESTORATION AND REPAIRS TO BE PERFORMED AT THE

MARINE BARRACKS LOCATED AT 8th & I STREETS IN WASHINGTON D.C. ( December 28, 2009)

HISTORIC MATERIALS TESTING AND ANALYSIS BY CONSERVATIONS

SOLUTIONS, INC. (CSI) – December 22-23, 2009.

Information regarding hazardous materials from these two reports will be summarized in the sections below. Copies of the reports are included in Attachment F.

Asbestos-containing Materials Sampling Activities

Tidewater’s representative, Mr. Joel Kissoondath, an EPA-certified and Maryland-accredited Asbestos Inspector, conducted the MBW Quarters 6 survey on August 18, 2020 and September 19, 2020. Tidewater collected a total of fifty (50) representative bulk samples of identified suspect building materials from accessible areas in Quarters 6. On September 14, 2021, Tidewater’s representative, Ms. Meneka Rodrigo, revisited the MBW Quarters 6 building to collect roof samples from the roof of the third level of the Quarters 6. Additional fourteen (14) bulk samples of roofing materials were collected on September 14, 2021.

The materials sampled during the survey included: 12” x 12” floor tile (various) and associated mastics, White 1’ x 1’ ceiling tile, 9” x 9” floor tile and black mastic, grey duct seam sealant, end cap mastic/seam sealant of fiberglass insulated domestic water piping, cove base mastic glue, hard plaster walls, interior door glazing compound, interior window caulking, interior door caulking, sealant on exterior siding/trim, exterior door caulking, exterior window caulking, roofing felt paper associated with slate roof, roof samples with layers of gypsum board, field membrane, mastic sealants associated with the roof.

Upon completion of sampling activities, Tidewater delivered the collected samples to EMSL Analytical, Inc., of Beltsville, Maryland, an independent laboratory accredited by the National Institute of Standards and Technology (NIST) and a successful participant in the National Voluntary Laboratory Accreditation Program (NVLAP). Rigorous chain-of-custody guidelines were followed throughout to ensure proper handling and delivery of the samples. The samples were analyzed via Polarized Light Microscopy (PLM) techniques using the current EPA method

EPA/600/R-93/116.

Please refer to Table 3 at the end of this report for analytical results of the materials analyzed.

Current federal and District of Columbia regulations define an asbestos-containing material as containing greater than 1% asbestos. Based on the laboratory analytical results, none of the fifty

(50) samples collected were determined to contain greater than (>) 1% asbestos by PLM and are therefore not ACMs.

However, according to the historical information and data provided by the Building Owner, the following asbestos-containing materials are present in the Quarters 6 building:

Any other suspect materials which may be uncovered during future demolition or renovation activities which have not been previously sampled for asbestos content should be considered asbestos-containing until sampling and analysis determines otherwise.

Lead-based Paint Testing

Tidewater’s representative, Mr. Joel Kissoondath, a District of Columbia-licensed Lead Risk Assessor, completed the Lead-based Paint survey of the MBW Quarters 6 Building on August 18, and September 19, 2020. Testing for lead content in paints and finishes was performed using a Niton X-Ray Fluorescence (XRF) Spectrum Analyzer. This instrument detects levels of lead in a component by reading and analyzing the fluorescence emanating from a surface when exposed to small amounts of radiation. XRF readings are reported in milligrams per square centimeter (mg/cm2), a mass per area reading.

Lead-based paint (LBP) is defined as paint containing more than 1.0 mg/cm2 lead by federal EPA and HUD regulations. Paint containing more than 1.0 mg/cm2 lead by District of Columbia is regulated as LBP.

Tidewater’s Lead Inspector/Risk Assessor inspected and tested all accessible components in the building. However, additional lead-based painted/lead-containing materials may be present in concealed areas of the building structure.

Other Regulated Materials (ORM)

Tidewater conducted a visual inspection of accessible areas in the Quarters 6 for the presence of potentially regulated universal wastes (UWs), polychlorinated biphenyl-containing (PCB-containing) wastes, and other potentially regulated materials. Per 40 CFR 261 Subpart C, UWs include any of the following six wastes that have at least one hazardous characteristic: batteries, pesticides, thermostats, cathode ray tubes, mercury-containing devices and mercury-containing lamps (e.g., fluorescent tubes and incandescent bulbs.)

Tidewater was unable to visually inspect suspect PCB-containing light ballast due to accessibility and safety concerns. Ballasts not labeled as non-PCB should be assumed to contain PCBs. Ballasts labeled as non-PCB should be assumed to contain either di-2-ethylhexyl phthalate (DEHP) or oil.

The ORMs encountered during the Quarters 6 Building survey are summarized in the table below:

Recommendations

Asbestos-containing Materials

Based on the results of our MBW Quarters 6 survey and a review of existing information for the Building, Tidewater makes the following recommendations:

Identified asbestos-containing materials shall be removed by a District of Columbia-licensed asbestos abatement contractor prior to the start of any renovation or demolition activity that may disturb such materials.

All presumed asbestos-containing materials shall be removed by a licensed abatement contractor prior to the start of any activity that may disturb such materials. If additional data is gained that refutes the presumption that these materials are asbestos-containing, the materials may be disposed of as general construction waste.

It is recommended that technical specifications be developed to ensure that any scheduled asbestos abatement work is conducted in accordance with NESHAP and OSHA asbestos standards. An asbestos abatement contractor, licensed in the District of Columbia, is required to perform the removal of any ACMs.

An accredited consultant shall be contracted to provide oversight and air monitoring during asbestos remediation. Daily and final air clearance monitoring shall be performed by a consultant industrial hygienist (IH) who will be responsible for maintaining daily logs and air sampling data sheets.

Lead-based Paint

OSHA regulates all activities that disturb lead-based paint. All construction work, including renovation or demolition of buildings containing lead is regulated by the OSHA 29 CFR 1926.62 Interim Final Lead Regulation. OSHA regulations require training, personal protective equipment, and personal air monitoring for workers when conducting activities that disturb lead-based paint/lead-containing materials. Lead-based paint abatement is not required prior to the renovation activity. However, any waste streams containing painted building components should be tested via Environmental Protection Agency’s (EPA) hazardous waste characterization procedure (Toxicity Characteristic Leaching Procedure (TCLP)) and be disposed of accordingly.

Prior to disposal, representative samples should be collected for analysis using TCLP to determine whether the debris is to be treated as demolition or hazardous waste. The hazardous waste criteria for lead waste is established under the Federal Resource Conservation and Recovery Act (RCRA), Subtitle C, as 5.0 milligrams per liter (mg/L) measured with TCLP as listed in CFR 40 Part 261. The contractor shall be responsible for proper disposal of hazardous waste that fails the TCLP test. Metal components coated with LBP which will be recycled as scrap metal would not be required to be sampled prior to removal from the site.

To minimize the potential for exposure to lead, the following work practices should be avoided when disturbing LBP or lead-containing materials:

Do NOT use open flame burning or torching;

Do NOT use machine sanding or grinding without a HEPA vacuum exhaust;

Do NOT use uncontained hydro-blasting or high-pressure washing;

Do NOT use abrasive blasting without HEPA vacuum exhaust;

Do NOT use heat guns operating above 1,100°F; and Do NOT use dry scraping or sanding.

During the survey of Building B466 low levels of lead (0.1 mg/cm2 - 1.0 mg/cm2) were detected on several surfaces. Although these readings are below the District of Columbia threshold for the definition of lead paint (1.0 mg/cm2), dry sanding, torch cutting, or scraping of these surfaces may release significant quantities of lead dust. Therefore, in compliance to OSHA’s Lead in Construction standard (29 CFR 1926.62, Appendix B), should renovation or demolition activities impact these substrates (or the other substrates determined to be a lead-based paint/lead-containing material) in such a manner that lead dust is generated, these areas will require air monitoring to determine OSHA limits for renovation are not exceeded.

Other Regulated Materials

Universal and other potentially regulated wastes should be separated from other waste streams and disposed of in accordance with all applicable federal, state, and local regulations.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received. Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA

600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample.

Estimation of uncertainty is available on request.
