AMENDMENT 0004

THE PURPOSE OF THIS AMENDMENT IS TO PROVIDE THE FOLLOWING:

1. Extend the Proposal Due Date to 14 November 2021 at 2:00 PM EST

2. Provide RFI Responses

3. Attachments

4. Revise Wage Determination

All other terms and conditions remain unchanged.

1. PROPOSAL DUE DATE INFORMATION

The proposal due date has been extended to 14 NOVEMEBR 2021 at 2:00 PM EST. The submission and delivery requirements remain unchange.

2. RFI RESPONSES

41. There is a Solicitation Contract Form attached to the SF 1442. Are we required to submit this form along with our Price Schedule or only submit the Price Schedule?

GOVERNMENT RESPONSE: Offerors are required to complete and submit page 2 of the SF1442, along with a completed Price Schedule.

43. Specification Section 015000 references prevailing rates that the contractor will be charged for temporary utility usage but does not provide the rates. Please clarify if the contractor or owner is responsible for temporary utility usage fees.

GOVERNMENT RESPONSE: Contractor is responsible to pay the fees on used temporary utilities, as stated in article 3.3, Availability and Use of Utility Services, on section 01 50 00, TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS. Contractor must coordinate with Reservation Manager, utility companies and NAVFAC CM the available utilities, capacities and flow to determine no interruption to Reservation operations. Before bidding, offerors must confirm with Installation and / or the utility companies the prevailing rates for each of the available type of utility, and include those cost in the Bid.

47. Drawing A_A-601 door schedule is missing head, jamb & sill details and hardware set designations. Please provide this information for these doors.

GOVERNMENT RESPONSE: Door schedule has been updated to include hardware set numbers and door jamb detail designations. Revised door schedule on sheet A_A-601 is provided with RFI responses.

50. Specification Section 34 400.00 paragraph 2.6 requires Resilient Joint Pipe gaskets for storm sewer pipe to manhole or inlet connections. Resilient joint pipe connections will not provide watertight connection with concrete or HDPE storm sewer pipe. Resilient gaskets will not work if pipe enters structure at an angle. We propose to use non-shrink grout to make a watertight connection to inlets and manholes. This specification has been changed in all other Corps of Engineer projects we have done in the past. Please advise if this is acceptable.

GOVERNMENT RESPONSE: Please propose in accordance with the plans and specs.

51. How much time should we anticipate for inspection of delivery trucks to the site? What gate will be used for deliveries? Please advise.

GOVERNMENT RESPONSE: Inspection for delivery truck to the site are approximately 4 to 6 minutes; however, times are subject to change.

52. Drawing Number B-P-101, Note 2, illustrates, and identifies roof drain piping being installed to connect to a “RD” assembly. Plumbing Equipment Schedule drawing B-P-601 does not list a “RD” fixture/drain. Can we assume this “RD” fixture/drain will be furnished and installed by others? Or does the designer/engineer want the Division 22 contractor to furnish and install this drain in cooperation with the roofing assembly contractor? If the designer/engineer wants the Division 22 contractor to furnish and install this “RD” fixture, please provide an equipment schedule complete with Division 22 specification for this fixture. Please advise.

GOVERNMENT RESPONSE: There are no roof drains. There is an internal gutter system provided under Architecture as noted on the drawing. The gutters will be provided with a sleeve for connection to the rain leaders. Final connections per gutter manufacturer instructions.

53. Specification section 22 05 48.00 20, lists vibration isolation and seismic requirements for mechanical equipment, i.e., boilers, cooling towers as well as plumbing equipment. Specification section 23 05 48.19 lists requirements for Bracing of HVAC Systems, and notes water source heat pumps and split system heat pumps as the mechanical equipment we are to consider for “bracing” under Division 23 work. Where mechanical equipment is listed in Division 22 specification section 22 05 48.00 for vibration isolation, should that Division Specification section also be utilized for furnish and installation of vibration isolation and seismic isolation in addition to what is noted under Specification Section 23 05 48.19?

GOVERNMENT RESPONSE: 23 05 48.19 applies to the AT/FP bracing requirements for overhead utilities and other fixtures weighing 31 pounds (14 kilograms) or more (excluding distributed systems such as piping networks that collectively exceed that weight). Use 23 05

48.19 and 22 05 48.00 to select vibration isolators for water source heat pumps, split system heat pumps, and air circulation units. Vibration isolators are required at the two air circulation units in Bldg A. Use 22 05 48.00 20 for all other equipment as indicated.

54. Please indicate the design condition requirements for each pump unit to be provided in Section 333216: Packaged Utility Wastewater Pumping Stations as we cannot size the pump unless we know what the following requirements are: GPM = Gallons Per Minute and Ft. and TDH = Feet of Total Dynamic Head (Static Head + Friction Loss). Please advise.
