42. Question: There is still, apparently, no Attachment D in the Solicitation documents. In Amendment003, posted Sept. 4th, this Attachment is referred to under two different names. There is a reference near the top of page 5 under Corporate Experience/Factor 1 that says “the offeror shall complete the Corporate Experience Questionnaire included as Attachment D.” Then on page 10 it says “A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as Attachment D.” Is Attachment D going to be a form that we use to do our own Corporate Experience write-up, or will it be the Past Performance Questionnaire that we send to our customer to fill out? Or is the same form to be used for both purposes? Please clarify.

Response: Refer to Amendment 0004

43. Question: We cannot locate a form DD254 anywhere in the Solicitation documents. Will you be issuing a DD254 for this proposal submission? Please provide or clarify.

Response: Refer to revised Solicitation Section L and see uploaded DD 254.

44. Question: Section M.3(b)(4)(a), page 244: The last paragraph in this section states, “A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as Attachment D”. There is no included Attachment D in any of the solicitation documents. Would the government please provide a blank copy of Past Performance Questionnaire Attachment D?

45. Question: Is the fuels portion a new requirement to this solicitation?

Response: There aren’t any fueling operations for this procurement.

46. Question: what are the requirements of operating hours for Marine 1 fueling manning?

Response: There aren’t any fueling operations for this procurement.

47. Question: Reference: Solicitation page 239, under sub- item (ii), the statement “For each project, the offeror shall complete the Corporate Experience Questionnaire included as Attachment C.” This form (Attachment “C”) does not appear to be in the solicitation. Would the Government please provide the Attachment “C” form?

48. Question: Reference: Solicitation page 244, under sub- item (a), the statement “A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as attachment D.”

This form (Attachment “D”) does not appear to be in the solicitation.

Would the Government please provide the Attachment “D” form?

49. Question: Reference: Solicitation page 233, under section titled Section L, L.6 Financial

Information, item “a.” which reads “Furnish financial statements from the Offeror and Subcontractor(s) for the last two (2) years.”

Will the Government please clarify if we are using a subcontractor to perform a relatively small portion of the work such as a generator Load Test or PM, do we have to submit the information on each subcontractor that may be performing work such as described?

Response: PM is a major part of the requirement, and the Government will require Furnish financial statements from the Offeror and Subcontractor(s) for the last two (2) years as stated in Solicitation Section L.6

50. Question: Reference: Solicitation page 237, under item 1, the statements which read as follows:

“The solicitation requires the evaluation of price and the following non-cost/price factors: PRICE NON- COST/PRICE FACTORS:Factor 1– Technical/Management Approach Factor 2 – Corporate Experience Factor 3 – Safety Factor 4 – Past Performance on Recent, Relevant Projects” Also reference solicitation page 238, item b(1) Factor 1, Corporate Experience.

Would the Government please clarify Whether Factor 1 is Technical / Management Approach or Corporate Experience, and also provide the same clarification for Factor 2?

Response: Refer amendment 0003

51. Question: Reference: Solicitation page 233 under L. Financial Information, the following statements: Although Financial Information will not be considered under the Technical Evaluation Factors, it shall be considered part of the responsibility determination. The following information shall be submitted separately with the offeror’s proposal:”

Would the Government please clarify whether Financial Statements should be included in the Price Proposal Volume?

Response: Financial Statements should be included in the Price Proposal Volume.

52. Question: Reference: Solicitation page 237, item 2, the sentence which reads as ollows:

Volume 2: Price Proposal - Submit one (1) original and one (1) copy of the price proposal in a three ring binder. Submit on one (1) CD, a complete copy of the price proposal. Documents should be in Microsoft Word or Excel. Please do not submit Adobe Acrobat files. With the Price Proposal files to be included on the Price Proposal CD typically containing the SF33, Amendments, Schedule B, Representations and Certifications, and Financial Statements, none of which are available in MS Word or Excel, would the Government allow the PFD format only files to be included on the Price Proposal CD in PDF format? If not, where would the Government prefer that these files be included?

53. Question: There seems to be two Annex 1503010 – Janitorial. The first begins on page 73 of the RFP; the second, page 82. They appear to be duplicates; are they? If not, which one takes precedence?

Please clarify.

Response: Page 73 and 82 are duplicates.

54. Question: Section L1.a.2 Teaming Arrangements – This section defines a teaming arrangement as either two or more companies form a joint venture or a prime agrees with one or more companies to have them act as its subcontractor. Can a prime (small business) team with a subcontractor who is considered large? If so, are there any restrictions on how much effort the large business can perform?

Response: Refer to FAR 52.219-14 Limitations on Subcontracting.

55. Question: Will 11 x 17 pages (fold out pages) be acceptable and will they be counted as 1 (one) page or 2 (two) pages within the proposal?

Response: refer to Solicitation Section L for page size requirements.

56. Question Section M (1) – Non-cost/price factors shows Factor 1 as the Technical Management/Approach and Factor 2 as Corporate Experience. However, Section M.3.b. Technical Factors has Factor 1 as Corporate Experience and Factor 2 as Technical Management Approach. Can the Government please clarify the order of Evaluation Factors for Award?

Response: Refer to Amendment 0003

57. Question: The referenced Attachment C, Corporate Experience Questionnaire, is not included with the Solicitation package. Can the Government please provide Attachment C?

Response: Refer to amendment 0004

58. Question: The solicitation makes reference to Attachments C and D, but there is no reference to either an Attachment A or B. Are there Attachments A and B associated with this solicitation? If so, can the Government please provide them?

Response: There aren’t any attachments A and B for offerors to submit.

59. Question: The referenced Attachment D is not included with the Solicitation package. Can the Government please provide Attachment D?

Response: Refer to amendment 0004

60. Question: Performance recognition documents can be quite lengthy with regards to page count.

Will the Government please exclude performance recognition documents; awards; award fee determinations; customer letters of commendation; etc. from the page count?

Response: The page count of 125 sheets is concrete and will not change. Refer to Solicitation

Section L

61. Question: Section L does not indicate the duration of the transition period nor does Section C (0200000, Spec. Item 2.17) provide a timeframe. Can the Government please clarify the duration of the transition period?

Response: Refer to Solicitation Section M Factor 2 Technical / Management Approach, Phase-In

Transition Plan.

62. Question: The requirements are very clear as to the Facility and Personnel clearances to support this effort; however, how long does the Government anticipate it will take for the Small Business contractor Key Management Personnel (KMP) to receive a PSP approval? Upon contract award (if awarded to a Small Business not already in possession of PSP approved personnel), will the Government automatically initiate the appropriate facility clearance verification through DISCO, and initiate the PSP approval process for the KMPs

Response: Refer to Amendment 0002

63. Question: Relevant Corporate experience is defined as: Experience as the prime contractor with facility support services performed in the following areas: Facility Investment services, aviation fuel support services, janitorial services, grounds services, pest control services, street sweeping and snow removal services and Administrative areas of similar size, scope and complexity to this requirement performed within the last five years preceding the release date of the solicitation. Does this mean and or is it acceptable for the offeror (Prime) to have Teammates (Subcontractors) that collectively demonstrate within their proposal “relevant” Corporate experience in Facility Investment services, aviation fuel support services, janitorial services, grounds services, pest control services, etc? Can the government please clarify?

Response: Refer to Solicitation Section L1. PROPOSAL PREPARATION INSTRUCTIONS:
