This memorandum provides an updated list of recommended cleaning products for large area disinfection of coronavirus aboard Navy vessels. The Naval Sea Systems Command (NAVSEA) reviewed additional disinfectant products and approved their use for large area cleaning and disinfection as described in a previous advisory. The updated list includes eight quaternary ammonium-based cleaning products that are effective against enveloped viruses like coronavirus. Products are identified by national stock number or EPA registration number and registration product name. Dilution ratios are provided per manufacturer specifications. NAVSEA will continue to evaluate other disinfectant products and update the approved list as needed. Surface ships are to utilize a standard feedback report template to document product performance in an electronic advisory tracking system.

1. Background. Reference (a) provided guidance to conduct large area cleaning and disinfection for Surface Ships and Aircraft Carriers. Additionally, reference (a) contained a list of recommended disinfection products for use in large area decontamination. To ensure sufficient supplies of effective cleaning and disinfection products are available to conduct large area decontamination, NAVSEA continues to evaluate potential products to be added to those recommended in reference (a).
2. NAVSEA Action
a. NAVSEA has reviewed and approves the use of the recommended disinfection products to conduct large area cleaning and disinfection as described in reference (a).
b. NAVSEA will continue to evaluate other disinfection products and update the approved list as necessary.

Updated NAVSEA Recommended Large Area Cleaning Products
NAVSEA recommended products are quaternary ammonium based disinfectant cleaners (NSN or purchase locally). These compounds are well known and are the active ingredients in household non‐ bleach wipes such as Clorox wipes. They are extremely effective at neutralizing enveloped viruses (SAR‐COV‐2 / COVID‐19 is an enveloped virus). The following preferred products are commonly used effective disinfecting agents which have no detrimental impacts to fabrics when used in recommended diluted concentrations per the manufacturer directions. Recommended cleaners include:
a. NSN 6840‐00‐201‐2505, MIKRO‐QUAT INC. ECOLAB, EPA‐N list item 1677‐21, quaternary ammonium ethanol blend, 1 gallon, cage code 85884. This product should be diluted at a ratio of 1 ounce per 1 gallon per manufacturer specifications.
b. NSN 6840‐01‐604‐6411, CAVICIDE, METREX RESEARCH, quaternary ammonium‐isopropanol blend. EPA‐N list item 46781‐6.
This product should be used as received; no dilution is recommended per manufacturer’s specification.
c. LYSOL BRAND I.C. quaternary ammonium deodorizing disinfectant cleaner, EPA‐N list item 675‐54; 24 ounce bottles, no NSN. This product should be diluted at a ratio of 1:256 (0.5 ounce concentrated solution diluted with 1 gallon of water) per manufacturer’s specification.
d. DECON 7 part 1. EPA‐N list 89833‐3; no NSN (note: part 1 consists of a blend of quaternary ammonium compounds and surfactants). This product should be diluted at a ratio of 1:1
(1 gallon of concentrated solution diluted with 1 gallon of water) per manufacturer’s specification.
e. MAQUAT 2420‐10 EPA‐N list 10324‐194. No NSN. This product should be diluted at a ratio of 1.5 ounce per 1 gallon of water per manufacturer’s specification.
f. NSN 7930‐01‐589‐0598, multi‐surface sanitizer (VIREX II
256), DIVERSEY, EPA‐N list item 70627‐24, quaternary ammonium ethanol blend, 6‐32oz, cage code 325G4. This product should be diluted at a ratio of 1:256 (1 ounce concentrated solution
Enclosure (1) diluted with 2 gallons of water) per manufacturer’s specification.
g. Oasis 146 MULTI‐QUAT sanitizer; NIIN 01‐589‐3786; this product should be diluted at a ratio of 2 ounces per gallon of water (this is lower than the manufacturer's recommendation).
* h. NSN 6840-01-398-0974 ECOLAB disinfectant cleaner 2.0.
This product should be diluted 2.0 ounces of the concentrated solution with 1 gallon of water (as recommended by the manufacturer).
Note (1): Ensure chemical dilution instructions are strictly followed to prevent safety hazards from strong solutions or ineffective disinfection from weak solutions.
Note (2): Other products containing quaternary ammonium may be used if approved via a SHML Feedback Report (SFR). Surface ships are to download the SFR spreadsheet template and utilize, as required, to post SFR smil feedback details in the electronic advisory record repository and tracking system (EARRTS) advisory tracking record (ATR), as applicable.
