About this file
This document is a Question & Answer (Q&A) addendum for Solicitation 02520 Manlifts, issued by the Washington State Department of Enterprise Services (DES). The solicitation covers procurement of manlifts, which are chassis-mounted and mobile elevated work platforms designed for moving personnel, tools, and materials to working positions. The original bid due date of December 21, 2021, was extended to January 11, 2022, to allow Oregon businesses an opportunity to participate in the bidding process. The extension permits bidders who already submitted proposals to retract their initial bid and resubmit by the new deadline.
The Q&A document clarifies bidding procedures and provides contact information for procurement inquiries, specifically Marquita Price at 360-407-2218 or descontractsteamcypress@des.wa.gov. No changes were made to the original solicitation documents, and the Q&A serves as an official record of questions and responses. The solicitation appears to be a competitive procurement for manlift equipment that spans both Washington and Oregon jurisdictions, with the intent of securing a contract for mobile elevated work platforms that can be self-propelled or non-self-propelled and mounted on trucks.

Did this change the solicitation?
Can I ask why the extension? My team and myself worked long hours to get this turned in on time. To only have it extended seems unfair to us that met your timeframe requirement.
To clarify: Yes, this extension was to advertise, and allow Oregon bidders an opportunity in Oregon as well as the State of Washington. If it wasn’t advertised in Oregon you couldn’t have Oregon business.
Extending until January 11, 2022.
Did submit a bid - due on original due date of 12/21/2021- Could it be retracted and we submit a new bid on or before the new due date of January 11, 2022?
Yes, you are able to retract your bid before the close date. To clarify: you will need to specify that you are retracting your old bid submittal and resubmitting your new bid by the close date.
Extending until January 11, 2022.
We are curious as to why the extended due date?
To allow Oregon bidders the opportunity to bid.
Extending until January 11, 2022.
