About this file
This document is a Questions and Answers (Q&A) file for Washington State's Department of Enterprise Services (DES) Solicitation 02520 for Manlifts, a competitive procurement for chassis-mounted aerial devices and mobile elevated work platforms. The solicitation covers three categories of manlifts with varying height ranges (40-70 foot) and allows vendors to submit bids on single or multiple categories. Potential vendors submitted inquiries about specifications including body materials, fuel tank capacity, chassis configurations, compartment sizes, crane options, and connector types. The procurement team responded to these questions, providing clarifications and some flexibility in specific requirements.
The Q&A document reveals key procurement considerations, including the ability to address market challenges such as steel surcharges and potential supply chain constraints. While the state did not agree to extend the bid due date, they indicated willingness to incorporate language addressing surcharge issues in the master contract. Vendors sought clarification on multiple technical specifications, including the possibility of using composite bodies instead of galvanized steel, alternative crane manufacturers, and specific technical details about trailer plugs, fuel tank sizes, and compartment dimensions. The solicitation appears designed to provide flexibility for vendors while maintaining core functional requirements for manlifts used by electrical utilities and state agencies.

I am reviewing the language in the manlift RFB 02520 Master Contract Competitive Solicitation. The bid language in Section XXV Service Body line 2 says "Body to be constructed from galvanized steel" this effectively removes the possibility of a completely completive bid, going against the stated purpose of the bid. The bid allows for different chassis, different aerial devices but not the third component, the body. In the final weight calculation the body has a large effect on the final weight. I have seen the need to add ballast under the front bumper as a counter measure to the weight of the steel body. Using composite bodies allow the placement of counter measures needed for stability to be placed more strategic and not effect final weight.
What if an entity wants a composite or aluminum body to reduce weight and reduce or eliminate rusting that occurs here in the Northwest? This bid doesn't have those options available. Can the option of alternative body materials be offered? Who will determine if an alternative material will exceed the specification because it does.
It is our understanding from 30 plus years of serving electrical utilities that BrandFX Composite bodies outperform "galvanized steel" bodies by an effective margin. Our bodies are non-conductive so they pose no risk to linemen who are working around energized powerlines. In fact DOT at Snoqualmie has a 2005 Service truck with a BrandFX body that is still working, DOT has several of our bodies as does the State Patrol.
Please advise how to alter the bid language or a pathway to offer composite as an option.

This solicitation refers to manufacturers as awardees. Is the word manufacturer inclusive of distributors of manlifts?
| Yes |
| No |
Request # 1. Extend the bid due date by 3 months, so that we can get new chassis pricing for the 19,500 GVWR Chassis along with other chassis manufactures.
Request#2. In-order to provide fair pricing to you, please address the steel Surcharge issues that vendors are being faced with. Vendors and manufacturers are for-profit entities, and to supply equipment there needs to be a way for them to pass on the surcharge costs. Due to the long lead times for manufacturing, and with ongoing surcharges being placed upon the manufactures and vendors, we cannot absorb those costs and remain in business. We are asking for the ability to change pricing based upon evidential proof of surcharges.
