About this file

This document is a Question and Answer (Q&A) addendum for Solicitation 02520 Manlifts, issued by the Washington State Department of Enterprise Services (DES). The solicitation seeks to procure chassis-mounted and mobile elevated work platforms (Manlifts) with specifications for 40-48' aerial devices, including options for communication systems and various mounting configurations. The competitive solicitation was originally scheduled with a Q&A period ending 12/13/21 and a bid submission deadline of 12/21/21, though the WEBS portal deadline was subsequently updated to confirm the 12/21/21 submission date.

The Q&A document addresses several key vendor inquiries, including clarifications on manufacturer experience reporting, communication system options, and pricing documentation requirements. Notably, vendors must provide both sales price and markup percentage in Exhibit C-1 to remain responsive, and while originally requesting Word document price sheets, the agency will now accept PDF format catalog submissions. The procurement allows vendors to list themselves as manufacturers when completing reference documentation, and the communication system requirements remain flexible with vendors expected to propose their available alternatives.

Question
Response
Did this change the solicitation?

In the experience section of Exhibit D-1 Experience and Customer References Category 1. What do you mean by manufacturers that you have sold manlifts? Are these 3rd party manufacturers that also mount booms, chassis dealers, equipment dealers, or another manufacturer? Just to clarify on this question, we are looking to sell directly to you as the manufacturer and do not sell to other manufacturers.

You can list yourself as the manufacturer. All the other fields complete accordingly.
No.

In Exhibit B-1 Performance Requirements Category One, Segment 2 Chassis Mounted – 40-48’ Aerial Device, under XV. Options. What type of communication system are you looking for on line 10?

This is an option. Please provide what you offer in the alternative section.
No.
We will not disclose our “Cost Plus” margin %. Is it acceptable to only include the Sales Price in Exhibit C-1?
No, We would like to know the percentage of mark-up. If not disclosed then you’re not responsive.
No.
I noticed a note in Exhibit C2 regarding the MSRP Catalog format needing to be a Word doc. All of my price sheets are in PDF form. Is that ok or will they need to be converted?
PDF format will be acceptable.
Yes. Changing language to attach “copy”.

I am reaching out to you to check on the status of this opportunity.

The WEBS portal is saying that it is closed. The competitive solicitation summary document stated that the Q&A period ended 12/13/21 and that the deadline for submitting was 12/21/21.

Is there any chance that the wrong close date was used on the portal, prematurely closing the opportunity? If not, we humbly ask if you would still be willing to accept Terex’s bid response, as we were waiting to see the response to the Q&A before finalizing our bid, in the chance that changes were made to the specification.

Yes, the posting deadline has been updated to 12/21/21 in WEBS.
No.
