52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Award will be made to the lowest priced technically acceptable responsive responsible offeror with an acceptable past performance (by reviewing the SPRS database).
In order to be technically acceptable, offerors need to submit or meet at a minimum the following:
1. Have experience leading a worship service.
2. Must be able to read and play traditional, contemporary, and new age music according to the religious services being rendered.
3. Must be familiar with the current liturgical traditions of the Catholic Church.
4. Be able to read from sheet music at an advanced level while playing the piano or organ, directing a choir or singing.
5. Interested offerors shall be required to participate in an interview/audition at the Marine Corps Base Hawaii Base Chapel. The audition will consist of two un-named songs that the Chaplain will select to be played and one song that the offeror shall select and play.
6. Only offerors who submit a quote will be considered for the audition. The specific date and time of the individual auditions will be determined upon receipt of quotes; however, it is anticipated that the auditions will be held on or about 11 September 2019 and/or 12 September 2019.
Additionally, offerors must meet the qualification and be able to perform the requirements outlined in Section 4.0 of the PWS to be considered technically acceptable.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
