Section J Attachment 19 - Building Automation/Power Monitoring

Building Automation/Power Monitoring

General

The Facilities’ Building Automation and Power Monitoring Systems (BAS/PMS) controls and/or monitors all mechanical and electrical systems, including, but not limited to all components of the Heating, Ventilation and Air Conditioning (HVAC) systems, electrical distribution systems, emergency power systems and power generation scheduling and operations. The Contractor shall operate and maintain all devices encompassing the BAS/PMS system including, but not limited to the network wiring, gateways, controllers, field panels, sensors, servers, workstation computers, monitors, and all site devices. Contractor shall ensure the BAS is operating with the latest software updates.

The Contractor shall provide preventative maintenance (PM) and repair services, for the upkeep of the installed BAS/PMS systems. The work required shall include but is not limited to: Service contract with BAS manufacturer or manufacturer authorized service contract vendor, Preventive maintenance of BAS/PMS Systems; Investigation, troubleshooting and resolution of BAS/PMS related issues; Repair/replacement of inoperative components and BAS/PMS trend and alarm configuration. These services shall result in all systems serviced under this agreement being in good operational condition when the work is completed.

BAS/PMS Preventive Maintenance (PM) Services: The Contractor shall perform BAS/PMS PM services for the BAS and PMS systems. Provide the necessary investigative services to ensure BAS/PMS controls are working as designed and in accordance with documented operating sequences. The objective of scheduled preventive maintenance is to eliminate system malfunction, breakdown, and deterioration when controlled/monitored equipment is activated/running. BAS/PMS PM Services shall include, but are not limited, to the following tasks:

Ensure all Post BAS/PMS riser diagrams are accurate, showing equipment type, firmware, and locations.

Ensure all BAS/PMS communication devices have all up-to-date manufacturer software patches.

Ensure that all BAS/PMS systems have manufacturer authorized service provider Service Contract with a minimum of quarterly visits.

USG will maintain administrative rights granting access to Contractor and password resets

Backup Retention

The Contractor shall maintain a current (less than 15 days old) backup of all points, trend data, programming, graphics and settings for all controllers in the BAS at the BAS Operator Workstation(s)/Server(s). This backup shall be burned on to CD, DVD disks or an approved USB drive along with a backup of the BAS Operator Workstation/Server Software. Two sets of backup disks shall be created for each BAS at Post on a quarterly basis or as needed due to significant BAS changes to include installation and/or removal of equipment or control panels. Each backup shall be configured to allow recovery of the BAS in the event of a BAS failure. One current copy of the BAS database backup shall be turned over to the Facility Manager.

Password Retention

The Contractor shall create a listing of the BAS/PMS usernames and passwords that exist within the BAS Operator Workstation and/or Server that are used to access the BAS/PMS. A BAS/PMS username/password listing shall be created for each Building Automation System at each Post on which PM and repair is performed. These listings shall be turned over to the USG.

Staffing

Qualified staff shall actively monitor BAS/ PMS consoles during core working hours. Furthermore, the Contractor shall be on call providing for 24-hours /7 days a week /365 day a year (24/7/365) to respond to any alarm activation. The Contractor shall provide the COR with a written incident report (IR) within 24 hours of any alarm activation. The BAS technicians shall stay in regular communication with Contractor field staff to ensure all systems are functioning optimally. The Emergency Procedures plan shall outline the hierarchy the Contactor must follow when contacting personnel in the event of an emergency. Major alarms affecting the CFS Life Support Systems (HVAC, Electric, Water, Domestic Water Treatment, Fuel Leaks) shall be acted upon immediately.

BAS/PMS Maintenance Task

Contractor shall provide professional and manufactured trained technicians who are acceptable to the USG. An assigned technician will be on call 24 hours a day, 7 days a week, every day of the year including weekends and holidays (24/7/365) and shall provide service within one hour of notification for all critical systems and life safety equipment. Contractor shall not remove or reassign the assigned technician without thirty (30) calendar day written notice to the COR or Facility Manager.

Technician(s) responding to a service request shall be proficient in the service or repair of the systems installed on the property and shall adhere to the response time specified in the PWS.

BAS PM Services and Monitoring duties shall be performed on the BAS installed in the Controlled Access Areas (CAA) of the Post. Additional clearance and security provisions are required to access and work in the CAA sections of the Post. The Contractor shall provide a Cleared American that is technically qualified to meet this requirement.

Periodic PM activities, include, but are not limited to, at a minimum, the following.

o Administrative Rights: Only the COR or Facility Manager will have administrative rights for granting access to the Contractor and password resets.

o Adjustment of set points for sensors, actuators, and other components.

o Updating the backup CDs/DVD/DS approved USB drives.

o Maintain all software updates on all BAS/PMS systems.

o Maintain a manufacturer-authorized Service Contract with a minimum of quarterly visits.

Annual PM Activities

The Contractor shall develop and deliver a comprehensive list of Annual PM Activities within thirty (30) calendar days of the contract start to the COR.

The Contractor shall maintain a clean and professional appearance to all rooms, areas, components, and systems located throughout the site.
