Section J Attachment 7 Key Personnel

List of Key Personnel and Key Personnel Qualifications at the IDIQ level

The Contractor must ensure that all personnel performing work under this contract are qualified and/or certified to perform the work. In addition to the technical skills and abilities required in the performance of this contract, the Contractor must demonstrate an effective EHS training program for all staff. Please refer to the relevant Task Order Performance Work Statement for specific details on individual TO key personnel requirements. These positions (or equivalent) are considered Key Personnel and as such, must comply with the following minimum qualifications:

Program Manager - The Program Manager shall have the authority to commit the Contractor’s financial resources, and act as the single point of contact with the Government, as required to meet the overall requirements of the Consolidated Facility Services (CFS) IDIQ. The Program Manager shall hold a bachelor’s degree in one of the following specialized areas: engineering/construction/facilities/contracts or related field or equivalent schools’ training/certifications and possess a Top-Secret security clearance. The Program Manager shall have a minimum of 15 years’ experience in related CFS support services and/or facilities management, with a minimum of 5 years’ experience in providing such services to large facilities or operations of about $15 million annually. The Program Manager must hold a certificate from either International Facility Management Association (IFMA) as a Certified Facility Manager (CFM), Building Owners Management Institute (BOMI) International as a FMC, or Association for Facilities Engineers (AFE) as a Certified Professional Maintenance Management (CPMM).

Operations Manager - The operations manager shall have the authority to commit the Contractor’s labor force and the use of resources (tools, materials, parts, and other materials) to meet the overall CFS requirements of the IDIQ. The Operations Manager shall hold a minimum of an Associates’ degree in a related discipline or equivalent school’s training/certifications, possess a Top Secret security clearance and have a minimum of 15 years’ experience related CFS support services and/or Facilities management, with a minimum of 5 years’ experience in providing such services to large facilities or operations of about $15 million annually.

ERPS Supervisor – The ERPS analyst should have ten years or more experience in the use of Asset Management System, such as Maximo, in Maintenance and Operations of facilities and buildings. They must have experience in managing a large preventive maintenance and repair portfolio of multi-site, multi building/facility. They will serve as the CFS Contractor’s Maximo subject matter expert and primary point of contact with DOS leadership for all matters involving Maximo and will interact with client/DOS subject matter experts in meetings and correspondence to gather maintenance information and coordinate with DOS in the development of CFS business practices and assist with Maximo user support. The ERPS analyst will ensure the accuracy of asset data, completeness, and compliance with data standards, make certain that new assets are successfully created in Maximo after commissioning along with appropriate Preventive Maintenances (PM), create PMs and routes to meet warranty and equipment recommendations and ensure PM workload is balanced.

They will develop training materials, design Job Plans from existing maintenance plans, CFS manuals, and SME recommendations, draft maintenance plans and present in workshops and for approval and create reports and queries to track KPIs.

Recommended previous position experience: Work Order Clerk, Maximo Production Controller, Production Manager, Asset Program Manager, Preventive Maintenance Program Manager, Operations Program Manager. Highly desired specific experience in Facilities Management, but not required (Oil and Gas, Aviation are alternative acceptable job fields). The ERPS Analyst must possess a Secret security clearance.
