Section J Attachment 17 Fire Protection and Life Safety Equipment and Systems
FIRE PROTECTION AND LIFE SAFETY EQUIPMENT AND
SYSTEMS
1. General Requirements
a. The Contractor shall utilize the latest edition of the applicable building codes or standards, in effect throughout the term of the contract.
b. The Contractor shall ensure all fire protection, life safety systems, and associated equipment are kept operational at all times, except during an approved impairment for testing and repair.
c. The Contractor shall ensure all maintenance and preplanned impairments of the fire protection and life safety systems and equipment have been authorized and approved by the CO or their designee prior to the Contractor performing any work.
d. The Contractor shall utilize technicians that meet the applicable requirements in Section H.
e. The Government reserves the rights to immediately have the Contractor remove any employee that poses a threat to the health, safety, or security of the building occupants.
f. The Government reserves the rights to conduct any test or inspection it deems necessary to ensure all contract performance requirements are being met.
g. The Contractor shall comply with all appropriate safety code requirements. If the Contractor encounters equipment that is in a condition that may endanger life or property, the Contractor shall immediately notify the CO or their designee of the condition requiring immediate action. Within 24 hours following the notification of the CO, the Contractor shall provide to the CO or their designee a written report of the hazardous condition and recommended corrective action.
h. The Contractor is responsible for meeting the inspection and testing frequencies, test methods, and documentation requirement for each fire protection and life safety system referenced in the applicable code or standard.
i. The Contractor is responsible for providing all tools, supplies, and equipment necessary to properly perform inspections, tests, and maintenance of the fire protection and life safety equipment and systems in accordance with applicable NFPA code or standard.
j. The Contractor shall be responsible for leaving the areas where they perform work in a neat, clean, and orderly fashion.
k. The Contractor shall document all inspections, test results, and maintenance performed on the suggested inspection in the ERPS, testing, and maintenance forms referenced in the applicable NFPA code or standard. These completed forms shall be included with the Contractor’s Monthly Progress Report.
l. Any deficiency identified by the Contractor during a required inspection shall be entered into ERPS as a work order; Evidence of correcting such deficiency, unless funding is not available, shall be provided with the subsequent Contractor’s Monthly Progress Report after correction action is completed.

2. Fire Alarm System Services
Fire Alarm System Services at several facilities are provided under a separate contract by Facility Management Services (FMS). This section is not applicable to those facilities where fire alarm services are provided under a separate contract.
Services include, but are not limited to; the performance, inspection, testing, and preventive maintenance or repair of a variety of fire alarm and notification systems, equipment and components such as manual alarm devices, smoke and heat detectors, tamper switches, pressure switches, water flow switches, remote and graphic annunciations, main fire alarm panel and components, voice alarm systems, speakers, horns, and other audible and visual devices, wiring circuits and junctions, supervising station alarm system transmission equipment, emergency power supplies and all other ancillary devices that operate related equipment (e.g., HVAC shutdown, dampers, elevator recall, door closing devices and door unlocking devices.
All fire alarm system inspections, tests, maintenance, and repairs performed under this contract shall comply with NFPA 72, National Fire Alarm and Signaling Code.
Fire alarm system testing, maintenance and repair shall be performed during normal business hours of 7:00AM- 5:00PM when it does not interfere with building operations. When such testing, maintenance or repair will interfere with building operations; it shall be performed after normal business hours without additional costs to the government, unless approved otherwise by the CO or COR.
The Contractor shall provide a fire watch in areas left unprotected or if the system is out of service for more than 4-hours in a 24-hour timeframe. The fire watch shall remain in place until the fire alarm system is completely restored during the performance of routine service and testing procedures. If the system cannot be restored through no fault of the Contractor’s, a fire watch still shall be provided until the system is restored, however the Contactor may seek reimbursement for the fire watch with the COR or designee.
It is essential that the Contractor carefully schedule with the Facility Manager and CO or their designee all non-emergency shutdowns of the fire alarm system and that back up protection be provided by the Contractor (e.g., arrangement of additional personnel stationed in the areas affected and at the fire alarm system control panel) any time that the fire alarm system is out of service for more than 4 hours. The affected portion of the system shall be tested to ensure that the protection has been properly restored.
In no case shall the fire alarm system be left in an impaired condition without notifying the CO or their designee and providing a fire watch.
3. Fire Alarm System Testing
Fire Alarm System Services at several facilities are provided under a separate contract by Facility Management Services (FMS). This Section is not applicable to those facilities where fire alarm services are provided under a separate contract.
All fire alarms testing, with the exception of interconnected building functions, maintenance and repair shall be performed during normal business hours when it does not interfere with building operations. When such testing, maintenance or repair will interfere with building operations; it shall be performed after normal business hours without additional costs to the government. Testing of the interconnected building functions, including, but not limited to all handler shutdown, damper control, elevator recall, egress door unlocking, etc., shall be performed during hours the interconnected equipment is active. The testing of the fire alarm system shall not be considered complete without the testing and verification of the performance of interconnected equipment. Contractor shall provide a fire watch in areas left unprotected or if the system is out of service for more than 4-hours in a 24-hour, until the fire alarm system is completely restored during the performance of routine service and testing procedures. If the system cannot be restored through no fault of the Contractor’s, a fire watch still shall be provided until the system is restored, however, the Contractor may seek reimbursement for the fire watch with the CO or their designee.
4. Fire Alarm System Maintenance
Fire Alarm System Services at several facilities are provided under a separate contract by Facility Management Services (FMS). This Section is not applicable to those facilities where fire alarm services are provided under a separate contract.
The Contractor shall ensure that the fire alarm system is maintained and operable at all times except while being tested or repaired. It is essential that the Contractor carefully schedule with the Facility Manager all non-emergency shutdowns of the fire alarm system and that back up protection be provided by the Contractor (arrangement of additional personnel stationed in the areas affected and at the fire alarm system control panel) any time that the fire alarm system is out of service. In addition, regardless of the duration of the shutdown, the affected portion of the system shall be tested to ensure that the protection has been restored.
5. Fire Alarm System Central Station Monitoring
Fire Alarm System Services at several facilities are provided under a separate contract by Facility Management Services (FMS). This Section is not applicable to those facilities where fire alarm services are provided under a separate contract.
The Contractor shall ensure all fire alarm systems are connected to a central station monitoring service as designated by the Department of State. During any period when the central station monitoring is not operational, the Contractor shall maintain a fire watch. If the
Contractor believes the central station monitoring failure was through no fault of his own, the Contractor may request reimbursement for the fire watch from the CO or their designee.
6. Water-Based Fire Suppression Systems
Services consist of, but are not limited to; the performance, inspection, testing, and preventive maintenance or repair services of all mechanical devices, including valves, sprinklers, couplings, piping, hose connections, water motor gongs and alerting devices, tamper switches, pressure switches, water flow switches, standpipes, backflow preventers, check valves, private fire service mains, water storage tanks, fire pumps, jockey pumps, gauges, controllers, and test headers.
Private fire service mains and their appurtenances, such as fire hydrants, must be inspected, tested, and maintained under this contract in accordance with NFPA 25. Some facilities are served by public fire service mains. Public fire service mains and public fire hydrants owned by another entity (usually City, County, U.S. State or GSA) and are not covered under this contract.
All water-based fire extinguishing system inspections, tests, maintenance, and repairs performed under this contract shall comply with the NFPA 25, Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems.
Water-based fire suppression system testing, maintenance and repair shall be performed during normal business hours when it does not interfere with building operations. When such testing, maintenance or repair will interfere with building operations; it shall be performed after normal business hours without additional costs to the government, unless approved otherwise by the CO or designee.
The Contractor shall provide a fire watch in areas left unprotected or if the system is out of service for more than 4-hours in a 24 hour period. The fire watch shall remain in place until the water-based fire suppression system is completely restored to service during the performance of any routine service and testing procedures.
If the Contractor believes they were not able to restore sprinkler service due to circumstance outside of their control, the Contractor may request reimbursement for that portion or the fire watch from the CO or designee.
It is essential that the Contractor carefully schedule with the Facility Manager and CO or their designee all non-emergency shutdowns of the sprinkler system and that back up protection be provided by the Contractor any time the sprinkler system is out of service for more than 4 hours. The affected portion of the system shall be tested to ensure that the protection has been properly restored.
In no case shall any water based fire suppression system be left in a disabled condition without notifying the CO or their designee and providing a fire watch.
7. Fire Doors and Other Opening Protective Services consist of, but are not limited to, the inspection, testing, and maintenance of all fire-rated door assemblies. All fire-rated door assemblies’ inspections, tests, and maintenance performed under this contract shall comply with the NFPA 80, Standard for Fire Doors and Other Opening Protective’s. Please note that the inspection of fire-rated door assemblies shall also meet the requirements in NFPA 101, Life Safety Code. Fire doors and windows shall be inspected, tested and maintained in accordance with NFPA 80.
8. Fire and Combination Fire/Smoke Dampers Services consist of but are not limited to, the inspection, testing, and maintenance of all fire dampers, radiation dampers, and combination fire/smoke dampers. All fire damper, radiation damper, and combination fire/smoke damper inspections, tests, and maintenance performed under this contract shall comply with the NFPA 80, Standard for Fire Doors and Other Opening Protective’s. Please note that maintenance of combination fire/smoke dampers shall also meet the requirements contained in NFPA 105, Standard for the Installation of Smoke Door Assemblies and Other Opening Protectives.
9. Smoke Doors and Other Opening Protective Services consist of, but are not limited to, the inspection, testing, and maintenance of all smoke door assemblies. All smoke door assemblies’ inspections, tests, and maintenance performed under this contract shall comply with the NFPA 105, Standard for the Installation of Smoke Door Assemblies and Other Opening Protective’s.
10. Smoke Dampers Services consist of, but are not limited to, the inspection, testing, and preventive maintenance of all smoke dampers. All smoke damper inspections, tests, maintenance, and repairs performed under this contract shall comply with the NFPA 105, Standard for the Installation of Smoke Door Assemblies and Other Opening Protective’ s. Fire and smoke dampers shall be inspected, tested, and maintained in accordance with NFPA 90A.
11. Portable Fire Extinguishers Services consist of, but are not limited to the inspection, testing, and preventive maintenance of all portable fire extinguishers. All portable fire extinguisher inspections, tests, and maintenance performed under this contract shall comply with the NFPA 10, Standard for Portable Fire Extinguishers.
12. Non-Water-Based Fire Extinguishing Systems Services consist of, but are not limited to, the inspection, testing, and preventive maintenance of the following types of non-water-based fire extinguishing systems:
a. Carbon dioxide extinguishing systems, NFPA 12, Standard on Carbon Dioxide Extinguishing
Systems.
b. Halogenated extinguishing systems, NFPA 12A, Standard on Halon 1301 Fire Extinguishing Systems.
c. Dry chemical extinguishing systems, NFPA 17, Standard for Dry Chemical Extinguishing Systems.
d. Wet chemical extinguishing systems, NFPA 17A, Standard for Wet Chemical Extinguishing Systems.
e. Fire extinguishing systems, NFPA 96, Standard for Ventilation Control and Fire Protection of Commercial Cooking Operations.
f. Clean agent fire extinguishing systems, NFPA 2001, Standard for Clean Agent Fire Extinguishing Systems.
13. Smoke Control Systems Services consist of, but are not limited to, the inspection, testing, and preventive maintenance of smoke control systems. All smoke control system inspections, tests, maintenance, and repairs performed under this contract shall comply with the NFPA 92, Standard for Smoke Control Systems. Stair Pressurization Systems are a form of Smoke and are covered under this contract.
Stair pressurization systems currently exist in HST, SA-01 and SA-20 but not limited to other buildings in the future as they are modernized.
14. Emergency and Standby Power Systems Services consist of, but are not limited to; the inspection, testing, preventive maintenance, and exercising of equipment per the manufacturer’s recommendations for the following types of emergency and standby power systems:
a. Emergency power supply systems, NFPA 110, Standard for Emergency and Standby Power
Systems.
b. Stored electrical energy emergency and standby power systems, NFPA 111, Standard on
Stored Electrical Energy Emergency and Standby Power Systems.
c. Calibration results of Electrical & UPS testing equipment.
d. Certified Report for Electrical Distribution and UPS System Preventive Maintenance
Completion.
15. Emergency Lighting Systems and Exit Signage Services consist of, but are not limited to; the inspection, testing, and preventive maintenance of emergency lighting systems, emergency lighting equipment, and exit signage. All emergency lighting systems, emergency lighting equipment, and exit signage inspections, tests, maintenance, and repairs performed under this contract shall comply with the NFPA 101, Life Safety Code.
Annually the Contractor shall disconnect all power from the building to test emergency systems including but not limited to the emergency power generator systems. The Contractor shall verify performance of all emergency systems (lighting shall be spot checked) and create Work Orders for all deficiencies noted. Battery backup emergency power shall be tested by removing such circuits from emergency power.
Because such generator tests are disruptive, the Contractor shall schedule such tests at least a month in advance and may have to reschedule in accordance with occupant concerns. If the Government wants to be present to witness such tests, scheduling shall be coordinated with the COR for this purpose.
16. Fire Alarm Central Station Monitoring The Contractor shall maintain lines, transmitters and related equipment and materials, to connect to a UL listed Central Station for fire alarm monitoring and shall procure such monitoring service. All Fire Protection systems and equipment shall be kept fully functional at all times, except for limited periods for maintenance with the COR’s approval. During any period during which there is no Central Station monitoring, the Contractor shall maintain a fire watch.
17. Fire Drills Upon request of the COR, typically annually, the Contractor shall provide complete assistance to conduct a building-wide fire drill during Normal Working Hours. The Contractor shall review procedures with the COR in advance of the drill, and coordinate with other parties such as the local fire department as applicable.
18. Emergency Generator Testing and Reporting Requirements The Contractor shall include in his bid, as part of the basic price, a cost for the following tests on the Emergency Generator. The bid shall include the cost of any rentable false load bank that may be required for the full load test. The Contractor shall test run all emergency generators as stated in the National Fire Protection Association Regulations, NFPA 110. Electronic performance support systems (EPSS), including all appurtenant components, shall be inspected weekly and exercised under full load conditions for one (1) hour each month. This test shall be conducted as stated in NFPA 110. In addition to the weekly inspection and monthly test, the Contractor shall conduct an annual emergency generator test on all generators. This annual test shall be conducted as stated in NFPA 110. The Contractor shall record all appropriate test information in a log. Times for testing the emergency generators shall be approved, in advance, by the COR. Written test results shall be provided to the COR immediately after each monthly and annual testing. The contractor shall check and maintain fuel and fluid levels per manufactures PM recommendations.
19. Contractor Deliverables Requirement The Contractor shall be required to submit deliverables and reports at specified times throughout the contract performance period, which are considered critical to the successful completion of all contractual requirements. Contract deliverable are per Section J Attachment
14. Contractor shall maintain deliverables report to track the status of completion and acceptance of deliverables.
