TO: All Prospective Bidders

SUBJECT: Invitation for Bid (IFB) 80GSFC21B0002, Wallops Flight Facility

Restoration of Main Base Electrical Infrastructure

You are invited to submit a bid in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC)/Wallops Flight Facility (WFF) Restoration of Main Base Electrical Infrastructure solicitation.

This requirement consists of construction services that shall include, but is not limited to, replacement of medium voltage direct burial cable and live front air switches throughout main base, creation of redundant feeders and looped circuits, transformer replacement(s) and wiring upgrades.

This acquisition will be conducted as a full small business set-aside. The North American Industry Classifications System (NAICS) code for this acquisition is 237130 and the small business size standard is $39.5M.

This competitive procurement will result in a Firm Fixed Price (FFP) contract. The contract will have a completion date of 548 days or roughly 18 months after the notice to proceed is issued. The anticipated contract award date is June 1st,2021 with a notice to proceed date of June 22nd,2021. This procurement will be conducted in accordance with FAR Part 14 (SEALED BIDDING) and Part 36 (CONSTRUCTION) and will be evaluated in accordance with the procedures therein. Bidders shall complete blocks 14 thru 20c and block 30 of the attached Standard Form 1442 and submit with their bid.

An optional site visit has been set for May 12th, 2021 at 9:00am EST, with a second site visit, if needed based on the number of interested parties planned for May 13th, 2021 at 9:00am EST. If a second site visit is added, potential bidders will be notified of which day they should attend. Please limit site visit attendees to no more than two people.

Attendees will meet outside of the Wallops Flight Facility Badging Office N-001 for a temperature screening prior to receiving their visitor badge. Attendees are required to wear a facemask for the duration of the site visit and maintain adequate social distance.

Please see attached document titled “COVID Health Screening and Badge Information for Site Visits” for more information. Attendees shall travel to each site location using their own personal vehicle. The Contracting Officer Representative will lead the convoy to each site location. Please submit a list of all site visit attendees, including legal first and last names and middle initial, company, and citizenship, and phone number via e-mail, to Contract Specialist Aaron Case at Aaron.M.Case@nasa.gov, and copy mailto:Aaron.M.Case@nasa.gov

Contracting Officer Tammy Seidel at Tammy.E.Seidel@nasa.gov, no later than (NLT) 3:00 P.M. local time, May 6th, 2021. Please ensure names of attendees submitted for badge access match EXACTLY as indicated on identification to ensure badge access to the site.

In response to COVID-19 Restrictions, the Bid Opening for the above reference Solicitation will be live streamed using the teleconference software Microsoft Teams in lieu of an in person Bid Opening. The Virtual Bid Opening will take place on May 26th, 2021, at 11:00 A.M. EST.

In order to attend the Virtual Bid Opening, Prime Contractors MUST submit an e-mail request with a list containing the following information for each Bid Opening Attendee:

First Name, Last Name, Company Name, Citizenship, Phone Number, and E-mail Address. Please submit the e-mail request to Aaron.M.Case@nasa.gov and cc’ Tammy.E.Seidel@nasa.gov and Stephen.A.Mariner@nasa.gov by 2:00 P.M. EST, May 21st, 2021. Requests to attend Bid Opening after the deadline will be denied. A MS Team meeting link and call-in number will be provided via-e-mail to all confirmed attendees by close-of-business, May 24th, 2021. Viewers are advised they may need to download the Microsoft Teams app to their device in order to view the Bid Opening.

All documents related to this procurement, including this letter, the solicitation, attachments, exhibits, enclosures and any amendments will be obtainable electronically from the World Wide Web through https://beta.SAM.gov

Potential bidders are requested to periodically monitor the website for updates.
