Restoration of Main Base Electrical Infrastructure Response to Industry Questions #3 rev. 2

5/7/21

1. Per 01 11 00, “Normal duty hours for work are from 8:00 a.m. to 4:30 p.m., Monday through Friday.” Would the contractor be permitted to work 7 days a week in order to meet the contract time?

Government Response: Per Spec Section 01 14 00-2 WORK RESTRICTIONS Subsection 1.3.3

Work Outside Regular Hours Work outside regular working hours requires Contracting Officer approval.

Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.

2. Based on the scope of work, as well as factors such as weather, manpower, allotting 30 days per the spec, and equipment; the contractor does not believe they can accomplish the scope in the contract time frame Monday 0 Friday. Can the contractor assume that they can work 7 days a week?

Government Response: It is expected that contractors will provide sufficient manpower and resources as well as work efficiently within the stated normal business hours to complete the project within the expected period of performance stated in the solicitation. Utility outages should be scheduled to be performed outside of normal business hours, weekends, or federal holidays to minimize disruption to the normal operations of the facility. Other work outside of normal business hours can be arranged on a limited as need basis to meet the proposed period performance and at the discretion of the government with sufficient written notice to the government as previously stated and called out in the specifications.
