Wallops Restoration of Main Base Electrical Infrastructure Specification/Drawing Supplemental Clarification
1) Regular work hours are from 7 a.m. to 4:30 p.m., Monday through Friday.
2) Allow for a maximum of 30 calendar days in the construction schedule where construction activity is prohibited due to NASA operations and activities.
3) Schedule work to minimize outages and disruptions to the government. For utility outages and connections required during the execution of work that affect existing systems, schedule work outside of regular working hours, weekends, or holidays. No additional payment will be provided for utility outages and connections required to be performed outside of the regular work hours.
4) Submit requests for road blockage and utility outages and connections in writing to the
COR/PM for approval at least 15 calendar days in advance of the time required. In each request, state the roads or systems involved, area involved, approximate duration of outage, and the nature of the work involved.
5) Obtain dig permits prior to starting excavation. Contact local utility locating service at minimum 7 days prior to excavating. Scan the construction site with ground penetrating radar, electromagnetic, or sonic equipment and identify and mark all utilities on the ground or paved surface where utilities are discovered. Verify elevations of all obstructions discovered during scanning. If location or elevation of any obstructions cannot be accurately determined contractor shall not excavate or perform below grade work without getting further direction and approval from the COR/PM to do so.
6) The airfield and all other NASA facilities will remain in operation during the entire construction period. The Contractor must conduct their operations so as to cause the least possible interference with normal operations of the activity.
7) Areas on and around the airfield are consider foreign object damage (FOD) critical areas.
Contractor shall practice clean as you go procedures. Practice superior housekeeping standards.
Strict tool accountability is required. Ensure eyewear, ear protection, badges, and other loose items are secure.
8) Ensure that contractor personnel employed on the job become familiar with and obey all regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark contractor equipment for identification. The following NASA Standards that apply:

9) The QC Manager and SSHO/Superintendent cannot be the same person. The QC Manager and
SSHO/Superintendent are both full time required positions for this project, if either is not present then all work shall stop until the project is properly manned. The QC Manager and SSHO shall both have at least 5 years of experience working on similar size and scope and projects to be acceptable.
10) Confined space entry must comply with Section 34 of EM 385-1-1, OSHA 29 CFR 1926, OSHA 29 CFR 1910, OSHA 29 CFR 1910.146, and OSHA Directive CPL 2.100. Any potential for a hazard in the confined space requires a permit system to be used.
11) Conduct a hazard analysis/arc flash hazard analysis whenever work on or near energized parts greater than 50 volts is necessary, in accordance with NFPA 70E. All personnel entering the identified arc flash protection boundary must be QPs and properly trained in NFPA 70E requirements and procedures. Unless permitted by NFPA 70E, no Unqualified Person is permitted to approach nearer than the Limited Approach Boundary of energized conductors and circuit parts.
12) The federal government’s COVID policy is all federal employees, on-site contractors, and other individuals in federal buildings and in groups outdoors on federal property (even if physically distanced) must wear a mask that covers their nose and mouth in accordance with current CDC and Occupational Safety and Health Administration guidance. In addition, physical distancing shall be practiced where possible. Face coverings may be removed only: if an employee is alone in an office with floor-to-ceiling walls and a door, or alone outdoors; when alone in a vehicle;
for brief periods of eating or drinking; when a face covering creates a real hazard, as determined by center safety officials; or individuals may lower their masks briefly for identification purposes in compliance with safety and security requirements.
13) The contractor shall divert at least 50% of Construction and Demolition materials and debris through recycling. The contractor shall keep track of the weight (in pounds or tons) diverted and provide the data in a brief report upon completion of the project.
14) NASA reserves first right of refusal for all equipment demolished under this contract.
Coordinate removal of demolished equipment with NASA project manager, and deliver all equipment identified by NASA project manager to be salvaged to the on-site location directed by the NASA project manager. The contractor shall be responsible for the disposal of all demolished equipment refused by the NASA project manager.
15) Perform PT&I tests and provide submittals as specified in Section 01 86 26.07 40
RELIABILITY CENTERED ACCEPTANCE FOR ELECTRICAL SYSTEMS.
16) All conductors must be copper and conform to all the applicable requirements of NEMA WC 57, NEMA WC 70, ANSI/NEMA WC 71/ICEA S-96-659, or NEMA WC 74/ICEA S-93-639 as applicable.

17) Single-phase fault indicators shall be provided on all incoming and outgoing conductors located within medium voltage equipment enclosures. This includes all pad mounted enclosures for medium voltage equipment, such as transformers, sectionalizing cabinets, medium voltage switches, etc.
18) Individually fireproof medium voltage conductors in all underground structures.
19) Provide padlocks for all pad-mounted equipment, keyed as directed by the Contracting Officer.
20) All exterior equipment, enclosures, enclosure bases, support frame, and hardware shall be stainless steel. Paint indicated equipment enclosures Munsell 7GY3.29/1.5 green. Comply with IEEE C57.12.29 for the paint coating system regardless of equipment material.
21) A fault current analysis, arc flash study, and protective device coordination study is required and shall begin at the source bus at switchgear N-132 and extended through the secondary side of transformers for medium voltage distribution feeders. For buildings where service entrances are replaced, extend through the main distribution panel on switchboard. The study shall include the distribution system indicated on Drawings E-503, E-504,and E-505. The coordination, arc flash, and fault analysis should be performed for the following scenarios:
Scenario 1 - Utility (ANEC) as the primary source, Scenario 2 - Utility (ANEC) removed and two generators, D-8 & N-132 serving as primary sources, Scenario3 - Utility (ANEC) and D-8 generator in synch together serving as the primary sources. An SKM model will be provided to the contractor under this contract to build upon and update based on submitted equipment.
22) Apply arc-flash labels on the front cover of each section of the equipment and on side or rear covers with accessible live parts and hinged doors or removable plates for each equipment included in the study. Base arc-flash label data on highest values calculated at each location.
23) Seed all areas inside or outside the limits of construction that are disturbed by the Contractor's operations. Method must be broadcasted and drop seeding or hydroseeding. Do not plant when the ground is frozen, snow covered, muddy, or when air temperature exceeds 85 degrees Fahrenheit. Apply seed within twenty four hours after seed bed preparation. Provide soil preparation prior to planting (including soil conditioners as required), fertilizing, and surface topdressing of all newly graded finished earth surfaces. Provide 4 inches of off-site topsoil to meet indicated finish grade. After areas have been brought to indicated finish grade, incorporate fertilizer into soil a minimum depth of 4 inches by disking, harrowing, tilling or other method approved by the Contracting Officer. Remove debris and stones larger than 3/4 inch in any dimension remaining on the surface after finish grading. Correct irregularities in finish surfaces to eliminate depressions. Protect finished topsoil areas from damage by vehicular or pedestrian traffic.
24) Electrical conduit for directional boring shall be High Density Polyethylene (HDPE)
Smoothwall, approved/listed for directional boring, minimum Schedule 80, ASTM F2160, NEMA TC 7. Provide red HDPE for primary electrical conduits with insulated solid copper detection/tracer wire, minimum of 12 AWG per Section 31 23 00.00 20 EXCAVATION AND FILL, Sub Section 2.7.
25) HDPE conduits must be installed at a minimum depth of 72 inches below grade to the top of the conduit. Where HDPE conduits rise to above 42 inches below grade to the top of the conduit, encase the conduit in 3 inch thick concrete in all directions. Maintain drilling logs that accurately provide drill bit location (both horizontally and vertically) at least every 2-inches along the drill path. In addition, keep logs that record, as a minimum the following, every 15 minutes throughout each drill pass, back ream pass, or pipe installation pass: Drilling Fluid Pressure Drilling Fluid Flow Rate, Drill Thrust Pressure, Drill Pullback Pressure, Drill Head Torque. Make all instrumentation, readings, and logs available to the Contracting Officer at all times during operation.
26) Upon completion of directional boring of ducts, test pit duct installation to verify horizontal and vertical alignment of directionally bored ducts in the presence of the NASA project manager or other NASA approved representative(s). Dig test pits using air or water vacuum excavation method. Contractor shall have all underground utilities located in the vicinity of the test pit area. Contractor shall exercise with caution when potholing to ensure they do not damage other underground utilities in the area. Contractor is responsible for the replacement of any utilities they damage during the potholing at no cost to the government. Provide one test pit for every 1,000 feet of duct installed. Locations of test pits to be randomly selected by the NASA project manager. Expose ducts so that NASA contracted surveyor can measure vertical distance below grade of duct(s) and to obtain GPS coordinates for governments records. The contracting officer may require the contractor to test pit additional test pits for each test pit that reveals duct installation is not in compliance with the contract documents. Contractor shall replace all portions of ducts not in compliance with contract documents. Upon completion of acceptance checks, backfill test pits per Section 31 23 00.00 20 EXCAVATION AND FILL.
27) Conduit stub ups shall transition from HDPE duct or PVC conduit to a rigid steel elbow prior to rising to above grade where subject to physical damage. PVC elbows will not be acceptable.
PVC elbows may only be used where below grade conduits stub up within the concrete window for a piece of pad mounted equipment, such as a transformer, sectionalizing cabinet, or SF6 Gas Switch.
28) Provide phase markers and cable tags for each power cable located in any accessible manhole, handhole, junction box, transformer, switch box, and any other equipment enclosure. The tags must be high density polyethylene. Do not provide handwritten letters. Refer to cable tag drawing detail for required tag information.
