About this file
This document contains responses to industry questions regarding a solicitation by the National Aeronautics and Space Administration Goddard Space Flight Center and Wallops Flight Facility for restoration of main base electrical infrastructure. The solicitation seeks construction services including replacement of medium voltage direct burial cable and live front air switches throughout main base, creation of redundant feeders and looped circuits, transformer replacement(s) and wiring upgrades. Responses to industry questions clarify that all construction permitting will be the responsibility of the contractor without involvement from NASA, temporary stabilization of excavated areas as work is completed is acceptable with final restoration according to specifications near project end, the contractor will be responsible for initial construction stakeout survey though NASA's surveyor may mark initial utilities for review with the contractor, and existing underground utility drawings will be provided to the contractor awarded the project upon request but are not available currently.

Restoration of Main Base Electrical Infrastructure Response to Industry Questions #11
5/27/21
1. It is our understanding that all construction permitting will be between contractor and NASA. That no county, state, or federal permits will be facilitated by the contractor for this project. Please confirm this assumption is correct.
Government Response: This assumption is correct.
2. It is our intention to temporarily stabilize areas disturbed by excavation as work is completed and to perform final restoration according to specs near the end of the project.
Please confirm this approach is acceptable.
Government Response: This approach is acceptable. However, restoration of the site shall occur during the proper seasons to all for seeding to take.
3. Our team has assumed the initial construction stakeout survey as the contractor's responsibility. There is mention of NASA having a contracted surveyor for different aspects of the project. Our team would like to verify that the initial stakeout survey will need to be performed by the successful contractor and not by NASA's surveying team.
Government Response: On past projects the NASA surveyor marks the initial utilities and goes over them with the contractor. Then it is the contractor’s responsibility for maintaining the markings as needed for the rest of the project.
4. Please provide existing underground utility drawings.
Government Response: Existing underground utility drawings will not be provided at this time. They can be provided to the contractor that is awarded the project upon request.
