About this file
This document contains responses to industry questions regarding a solicitation for the restoration of main base electrical infrastructure at Wallops Flight Facility. The solicitation involves construction services including replacement of medium voltage direct burial cable and live front air switches throughout main base, creation of redundant feeders and looped circuits, transformer replacement(s) and wiring upgrades. Questions and answers indicate that two position on/off switches rather than three position switches are required, switches do not have auto transfer capability and must be manually operated, low voltage test pins are required on all load break and dead break elbows but not on switches, switch way bushing amperages should be based on ratings shown in switchgear schedules, and surge arresters are required on all spare ways as indicated on the pad-mount style switch schedule.

Restoration of Main Base Electrical Infrastructure Response to Industry Questions #1
5/3/21
1. Specification 26 13 00 Section 2.1.2 Switchgear Construction indicates “Provide each switched way with three position switch; Open, Closed, Ground.” However, single line drawings E503-505 indicate 2 position switches are to be provided. Please clarify.
Government Response: Two position on/off switches are required.
2. Specification 26 13 00 Section 2.1.4 Automatic Switch Controls & 2.1.4.1 Manual
Operation indicate “Provide the motor operator controllers with "Close" and "Open" pushbuttons for manual operation.” Are any switches auto transfer? If so please identify.
Government Response: No switches have auto transfer capability. Manual only.
3. Specification 26 13 00 Section 2.1.5 Low Voltage Test Pins indicates “Provide load interrupting switch ways with internal load side voltage sensors and external test pins that allow for low voltage checks to confirm energized and in-phase conditions using a standard high-impedance voltmeter. Please confirm if LV test pins are require and on which switches and ways the test pins are to be utilized.
Government Response: LV test pins are not required on the switch. However, LV test pins are required on all load break and dead break elbows.
4. Specification 26 13 00 Section 2.1.7 Dead-Front High-Voltage Bushings indicates “Provide 600 ampere one-piece dead-break aapparatus bushings for each switched way.
Will all switched ways require 600 amp dead-break bushings? What about the vacuum interrupter ways? Please clarify.
Government Response: Provide switch way bushing amperages based on ratings shown in each switchgear schedule for each switch shown on drawings E-701 and E-702.
5. Specification 26 13 00 Section 2.3 Surge Arresters indicates “Provide arresters on switched ways as indicated.” Single line drawings E503-505 show no surge arresters.
Drawing E-701, Pad-mount Style Switch Schedule Note 1 states “Provide Elbow Surge arresters on all spare ways”. Please clarify where surge arresters are required.
Government Response: Surge arresters are required on all spare ways as indicated by Note 1 on the Pad-mount Style Switch Schedule on drawing E-701.
