About this file
This document contains responses to industry questions regarding a solicitation for the Restoration of Main Base Electrical Infrastructure at Wallops Flight Facility. The solicitation seeks construction services including replacement of medium voltage direct burial cable and live front air switches throughout main base, creation of redundant feeders and looped circuits, transformer replacement(s) and wiring upgrades. Responses provided indicate that water is available onsite for use by contractors without fee, space will be designated for solidification and disposal of slurry from directional drilling, bores across the airfield are preferred to be continuous but not required if additional manholes are proposed and installed per FAA requirements, and reclaimers may be used to reduce slurry generation. No maximum depth is specified for conduit installation.

Restoration of Main Base Electrical Infrastructure Response to Industry Questions #9
5/20/21
1. Can the directional drill contractor utilize water from the base? If yes, is there a fee?
Government Response: Yes, there is water onsite for the contractor to use and there is no fee.
2. The drilling process produces a large quantity of slurry, is there a designated area on base for disposal? If no, can the slurry be solidified and then disposed of on base?
Government Response: Yes, an area designated to allowing slurry to solidify will be provided. See similar question and response from previous RFI for further detail.
3. Do the bores across the airfield have to be continuous?
Government Response: The bores are preferred to be continuous, but not required. If contractor proposes additional manholes they shall be located and installed per FAA airfield design/construction requirements. The contractor shall provide FAA compliant manholes rated for aircraft traffic.
4. Can the drilling subcontractor use a Reclaimer? The use of a reclaimer involves the re-use of slurry from the drill process. This reduces the amount of slurry generated.
Government Response: Yes, a reclaimer is allowed.
5. Is there a maximum depth allowed for the conduit installation?
Government Response: No maximum depth.
