About this file
This document contains responses to industry questions regarding a solicitation for restoration of the main base electrical infrastructure at Wallops Flight Facility. The solicitation seeks construction services including replacement of medium voltage direct burial cable and switches, creation of redundant feeders and looped circuits, transformer replacement and wiring upgrades. Questions addressed include confirmation that a proposed transformer location is outside the area of polycyclic aromatic hydrocarbon contamination, provision of topographic data files, confirmation that stormwater management plans are not required and that erosion controls must be installed, and clarification that the project is not subject to requirements of the Energy Independence and Security Act Section 438.
The responses provide additional details on the extent and remediation of PAH contamination in the area, availability of topographic data files, confirmation that stormwater management plans are not required while erosion controls must be installed according to specifications and plans, and confirmation that EISA Section 438 does not apply to this project.

Restoration of Main Base Electrical Infrastructure Response to Industry Questions #10
5/24/21
1. Based on the information provided in response to Question #3 of the 19 May 2021 RFIs, it appears that the PAH contamination extends to the south (past MH3006); however, it does not appear to impact the proposed location of XFMR TR A-131. The note on ES-207 states “TRANSFORMER SHALL BE LOCATED OUTSIDE OF THE ADJACENT
AREA OF CONCERN AS POLYCYCLIC AROMATIC HYDROCARBONS (PAH'S),
LEAD, AND LEAD SHOT.” Would it be prudent to route the feeder extending from Relocated SC01 to TR A-131 to avoid directional boring in the vicinity of potentially impacted soils? To move MH3006 to the west approximately 112 feet and re-route this feeder to the west of the “Skeet Range Shooting Exposure Area” and then under the parking area associated with Building A-131? For illustrational purposes, please see attached drawing "RFI-19 E-207 Markups" which reflects this approach.
Government Response: Route the feeder as shown on the design drawings. The PAH contamination is only from grade to approximately 1 foot below grade. Contamination should not be encountered at 6’-0” below grade where bored duct will be located. See more recent information attached in document titled “A-131 – Skeet Range PAH Remediation” from NASA environmental showing contaminated areas and planned remediation project of top 0-12” layer of soil.
2. Is topographic and boundary information available for the project site to be utilized by the contractor?
Government Response: AutoCAD file is available, it cannot be uploaded to the sam.gov webpage but can be sent via email upon request file name is:
“WFF_Contour_Polylines.dwg”.
3. Does this project qualify as a “linear project” per VA’s stormwater management code and is it the opinion of the COR that this project can be waived of stormwater management requirements per DEQ Guidance Memo 15-2003?
Government Response: Stormwater management plan not required, but contractor shall install and maintain erosion and sediment controls per specs and plans.
4. Is this project subject to the requirements of EISA Section 438?
Government Response: No, this project is not subject to the requirements of EISA Section
438.
5. If stormwater management is required, can water quality credits be purchased off-site to satisfy water quality requirements? If not, can a land conservation easement be provided?
Government Response: Stormwater management is not required.
