Restoration of Main Base Electrical Infrastructure Response to Industry Questions #8

5/19/21

1. Drawing E-002 states; NASA reserves first right of refusal for all equipment demolished under this contract. Coordinate removal of demolished equipment with NASA project manager, and deliver all equipment identified by NASA project manager to be salvaged to the on-site location directed by the NASA project manager. The contractor shall be responsible for the disposal of all demolished equipment refused by the NASA project manager. If this equipment is refused by the NASA PM, will we be able to take these items to the NASA salvage yard located on Wallops Island (located within the campus boundary)?

Government Response: Yes, contractor will take demolished equipment to salvage yard located at Bldg. N-222 on the Main Base. For oil filled equipment such as transformers, the contractor shall have the oil removed from the equipment by a certified hazardous waste contractor prior to transporting to the Bldg. N-222 salvage yard. The contractor will need to provide an invoice or other proof of the type and quantity of oil removed from the transformers to the NASA PM for environmental tracking purposes required by NASA.

2. Drawing E-002 states; The finish elevation of pad-mounted or ground sleeve mounted equipment should be a minimum of 24" above surrounding grade or adjacent roadways or as approved by the NASA project manager. Can you please confirm that only sectionalizing cabinets need to be 24" above surround grade or adjacent roadways?

Government Response: Yes just sectionalizing cabinets need to be 24” above grade. Refer to E-600 Series of drawings for pad elevations for various pieces of equipment.

3. Drawing ES-107 states; EXISTING DIRECT BURIED FEEDER SHALL BE

ABANDONED IN PLACE. DIRECT BURIED CABLE SHALL BE CUT, CAPPED, AND

GROUTED ON PAD. CONTRACTOR SHALL TAKE CARE NOT TO DISTURB

EARTH IN THIS AREA OF CONCERN AS POLYCYCLIC AROMATIC

HYDROCARBONS (PAH'S), LEAD, AND LEAD SHOT IS PRESENT IN THE

VICINITY.Drawing ES-207 states; PROVIDE XFMR 'TR A-131', TRANSFORMER

SHALL BE LOCATED OUTSIDE OF THE ADJACENT AREA OF CONCERN AS

POLYCYCLIC AROMATIC HYDROCARBONS (PAH'S), LEAD, AND LEAD SHOT IS

PRESENT IN THE VICINITY. FIELD COORDINATE EXACT LOCATION W/

CONTRACTING OFFICERS REPRESENTATIVE. Can you please provide a sketch showing the delineation of contaminated soils?

Government Response: Yes, see attached file titled “A-131 - Skeet Range PAH Area.pdf”.

4. On Drawing ES-125 it states that work related to TR E-104-1, TR E-105-1, TRE E-106-1, and TRE E-107-1 are seen as "ALTERNATE #E-1". Under the base bid, feeder & xfmr shall remain. Please confirm transformer details for these four transformers seen on drawing ES- 125 and ES-225 are considered as alternate work, so will not be required under the base contract. This includes demo work related to transformers, demo of feeders interconnecting the transformers to switch S/S 2D1, installation of newly procured transformers to replace existing, and installation of new high side circuits.

Government Response: For these four transformers the demolition of the transformer, procurement of the transformers to replace the existing, and the secondary low voltage switchgear are excluded from the base bid. However, the primary feeders interconnecting the existing transformers to switch S/S 2D1 shall be demolished and replaced with new primary feeders

5. There is a drawing detail called out on E-234 referring us to detail 2/E-501. E-501 is the single line diagram and does not contain any drawing details. Please clarify which detail should be referenced on E-234.

Government Response: This detail reference should be 2/E-605.

6. Drawing callout on ES-406 states "PROVIDE SECTIONALIZING CABINET "SC10" and has an arrow pointing to the feeder. We have assumed SC10 will need to be installed adjacent to cabinet "SC09". Please confirm this assumption is correct.

Government Response: This assumption is correct. The arrow should point to the junction adjacent to SC09.

7. Drawing E-506 does not include MH3007. We have assumed that MH3007 is between G/S 2F1 and G/S 2F3. Please confirm if this assumption is correct.

Government Response: This assumption is correct.

8. Drawing E-503 shows feeders from G/S 1A0 to G/S 2A3 as being continued to E-505. When looking at "G/S 2A3" on drawing E-505 it shows no incoming feeder from G/S 1A0. Please clarify.

Government Response: Ignore MV 4/0 feeder and note from G/S 1A0 saying “TO G/S 2A3

REFER TO DWG E-505 FOR CONTINUATION.

9. Drawing E-504 shows a new circuit from G/S 2E2 to SC07. Drawing E-506 shows this circuit as existing. Please confirm if this is to be new cabling or reuse of existing.

Government Response: Feed from G/S 2E2 to SC07 should be new cabling.

10. Drawings E-603 & E-605 state, PRECAST OR CAST IN PLACE CONCRETE in regards to equipment pads for transformers and pad mount switches. Note 5 on E-603 states, CONCRETE PAD SHALL BE POURED IN PLACE. PRE-CAST PADS ARE NOT

ACCEPTABLE. These notes are in conflict. Please confirm that precast equipment pads for transformers and pad mount switches are acceptable.

Government Response: Provide cast in place pads for transformers and pad mounted switches. Precast pads are not acceptable.

11. Drawing E-605, detail 1 shows that for (1) 4" conduit installed, there shall be a 9" bore and detail 2 shows that for (2) 4" conduits installed, there shall be a 12" bore. Question: Would it be acceptable to bore at 1.5 times the size of the conduit being installed? This approach would meet utility industry standards. This would have Detail 1 at a 6" bore and Detail 2 is already at that 1.5 times standard.

Government Response: A bore at 1.5 times the size of the conduit being installed is acceptable.

12. Spec Section 01 11 00 Sub Section 1.4 - Normal duty hours for work are stated as from 8:00 a.m. to 4:30 p.m., Monday through Friday. There were discussions at the site visit that work hours are 7:00 a.m. to 4:30 p.m. Please confirm the normal duty start and end times for work.

Government Response: Normal duty hours can be 7:00 a.m. to 4:30 p.m. if the contractor desires, but standard duty hours are from 8:00 a.m. to 4:30 p.m.

13. Spec Section 01 50 00 Sub Section 3.3.3 - Make connections to existing facilities to provide water for construction purposes. Water used will be furnished by the Government. Is there a pumping station or water collection location to obtain water for boring equipment?

Government Response: Water for purposes of filling boring equipment will be made at a designated water hydrant near the contractor’s job site trailer and N-161 parking lot.

Contractor to provide and install backflow preventer and fill hose.

14. Spec Section 31 23 00 Sub Section 3.9 - Bury detection wire directly above non-metallic piping at a distance not to exceed 12 inches above the top of pipe. The wire shall extend continuously and unbroken, from manhole to manhole. Does this apply to pipe installed by directional boring?

Government Response: Pipe installed by direction boring shall have #12 awg tracer wire installed in duct per E-605.

15. Spec Section 33 05 23.13 Sub Section 3.2 - Maintain drilling logs that accurately provide drill bit location (both horizontally and vertically) at least every 2-inches along the drill path.

The industry standard is to record every 10' (at most). Logging every 2" would substantially slow down this work. Please confirm if recording every 10' along the drill path is acceptable.

Government Response: Recording every 10’ along the drill path is acceptable.

16. Our approach with soils that are accumulated during boring operations would be to store/consolidate at one site location within the Wallops Campus. Once soils are dry and after completion of work, we would level that storage area and perform seeding applications per the seeding spec section (32 92 19). Please confirm if this approach is acceptable.

Government Response: This is acceptable. However, sediment and erosion control will need to be set up around the site. If the site is to be inactive for a period of two weeks or more the contractor will need to provide seeding, matting, or some other method to stabilize the spoils.

In addition, the contractor will bring the site location back to as found conditions or better.

17. Can you provide information on the existing duct system that is being reused? We are looking for an approximate date installed, type of duct material, and duct sizes.

Government Response: Ducts were installed in approximately 1993 thru 1995. The ducts are 4” PVC encased in concrete.

18. Iteration #5 of the RFI's, question #19 asked: Do splices have to be made in manhole or can they be made in equipment enclosure? The RFI Response stated: Splices can be made in both manholes and equipment. Follow all code required spacing and cable bend radius rules. With regards to splices, is it acceptable to utilize straight splices or will 600A separable connectors & junction bars be required?

Government Response: Splices in equipment enclosures may utilize straight splices. 600A separable connectors and junctions are required in manholes in lieu of splices.
